FINAL - MINUTES OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL REGULAR MEETING OF MONDAY, DECEMBER 9, 2024 CALL TO ORDER Mayor Linnartz called the meeting to order 4:01pm. CALL OF ROLL: CITY SECRETARY Councilmember Ryan arrived at 4:04 p.m. and Councilmember Willis arrived at 4:49 p.m. Present 7 - Mayor Neal Linnartz, Mayor Pro Tem Andres Campos, Councilmember Christopher Willis, Councilmember D. Lee Edwards, Councilmember Lawrence Spradley, Councilmember Mary Ann Labowski, and Councilmember April Ryan PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG Mayor Linnartz led the Pledge of Allegiance and the Salute to the Texas Flag. 1. WORKSHOP A) Presentation of the NRPA National Gold Medal Award to the City of New Braunfels Parks and Recreation Department. Mayor Linnartz read the aforementioned item. Chad Donegan presented this item to council and introduced Rick Atkins who also spoke to council and presented the NRPA Gold Medal award to the Parks Department. B) Presentation and update on the implementation of the City's Right of Way and Beautification Team. Mayor Linnartz read the aforementioned item. Jared Werner presented this item using a powerpoint presentation and answered questions. Greg Malatek addressed council and answered questions as well. C) Presentation and update on long range facility planning for the Civic and Convention Center. Mayor Linnartz read the aforementioned item. EXECUTIVE SESSION In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the City Council may convene in a closed session to discuss any of the items listed on this agenda. Any final action or vote on any executive session item will be taken in open session. A) Deliberate the appointment, evaluation, duties, discipline, or removal of the City Manager in accordance with Section 551.074 of the Texas Government Code. Mayor Linnartz read the aforementioned executive session item. Mayor Linnartz recessed into executive session at 4:47pm. 3. IF NECESSARY, RECONVENE INTO OPEN SESSION AND TAKE ANY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. Mayor Linnartz reconvened into open session at 6:01 pm Mayor Pro Tem Campos made a motion to adopt a vote of confidence for City Manager Robert Camareno by increasing his annual salary by 7.73 percent to a total of $313,281.10. Councilmember Spradley seconded the motion which passed unanimously. 4.
