OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL
REGULAR MEETING OF THURSDAY, FEBRUARY 13, 2025
CALL TO ORDER
Mayor Linnartz called the meeting to order at 4:33 p.m.
CALL OF ROLL: CITY SECRETARY
Present 6 - Mayor Neal Linnartz, Mayor Pro Tem Andres Campos,
Councilmember D. Lee Edwards, Councilmember Lawrence
Spradley, Councilmember Mary Ann Labowski, and
Councilmember April Ryan
Absent 1 - Councilmember Christopher Willis
INVOCATION: COUNCILMEMBER SPRADLEY
Councilmember Spradley provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Linnartz led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. WORKSHOP
A) Presentation on Strategic Key Initiatives, Future Outlook, and State of
New Braunfels Utilities.
Mayor Linnartz read the aforementioned item.
Ryan Kelso of New Braunfels Utilities presented this item to council
using a powerpoint giving an overview of the overall state of NBU,
going through their Strategic Plan, Financial Outlook, Electric, Water,
and Wastewater Services, and Workforce. He also introduced the
challenges and opportunities in his presentation. and answered
questions.
Mayor Linnartz left for the evening at 5:29 p.m.
2. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551.071,
the City Council may convene in a closed session to discuss any of the items listed
on this agenda. Any final action or vote on any executive session item will be taken
in open session.

3. IF NECESSARY, RECONVENE INTO OPEN SESSION AND TAKE ANY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED

There were no executive session items.
No action was taken at this time.
4. ADJOURNMENT
Mayor Pro Tem Campos adjourned at 5:48 p.m.
