FINAL - MINUTES OF THE NEW BRAUNFELS CIVIL SERVICE COMMISSION REGULAR MEETING OF FRIDAY, NOVEMBER 15, 2024 AGENDA 1. CALL TO ORDER The meeting commenced at 9:03 am. 2. ROLL CALL The following Commissioners were present: Chairperson Paul Ericksen Vice-Chairperson Heidi Aleman Commissioner Andrew Hamilton 3. PRESENTATIONS None 4. APPROVAL OF MINUTES A) Approval of minutes from August 26, 2024 meeting. Vice-Chairperson Aleman made a motion to approve the item. Commissioner Hamilton seconded the motion, which passed. 5. COMMUNICATIONS This time is for citizens to address the Civil Service Commission on issues and items of concerns not on this agenda. There will be no action at this time. 6. DISCUSSION AND ACTION A) Discuss and consider approval and certification of the eligibility list for Police Officer from the entrance examination conducted on October 12, 2024. Human Resources Generalist, Lori Stidham presented and briefly discussed the item. Commissioner Hamilton made a motion to approve the item. Vice-Chairperson seconded the motion, which passed. B) Discuss and consider approval and certification of the eligibility list for Police Captain from the promotional online written examination Friday, November 15, 2024 New Braunfels Civil Service Commission Regular Meeting  conducted on October 21, 2024. Human Resources Generalist, Lori Stidham presented and briefly discussed the item. Vice-Chairperson Aleman made a motion to approve the item. Commissioner Hamilton seconded the motion, which passed. C) Discuss and consider approval and certification of the eligibility list for Police Sergeant from the promotional online written examination conducted on October 21, 2024. Human Resources Generalist, Lori Stidham presented and briefly discussed the item. Vice-Chairperson made a motion to approve the item. Commissioner Hamilton seconded the motion, which passed. D) Discuss and consider appeals by four (4) Police Sergeants of the following questions 1, 8, 18, 21, 28, 45, 53, 54, 58, and 59 from the Police Lieutenant online written examination conducted on October 21, 2024. Human Resources Generalist, Lori Stidham presented the item and asked for the Police Sergeants who appealed questions 1, 8, 18, 21, 28, 45, 53, 54, 58, and 59 from the Police Lieutenant examination to come forward and state their name and present their appeals to the Commission. LT Exam - Question #1 - Sergeant Peter Carollo presented his appeal of question number 1 to the Commission. Chairperson Ericksen asked for all who are appealing the same question to present their appeals first. Then following anyone who wishes to speak in agreement next and lastly anyone who opposes the appeal to speak next. Sergeant Deb Cunningham spoke in agreement with Peter Carollo of his appeal of question number 1. LT Exam - Question #8 - Sergeant Brian Onofre present his appeal of question number 8 to the Commission. The following Sergeants also spoke on this appeal, Deb Cunningham. Interim Police Chief David Blevins stated to the Commission that he disagreed with the reasons for the appeal of question number 8. LT Exam - Question #18 - Sergeants Deb Cunningham and Peter Friday, November 15, 2024 New Braunfels Civil Service Commission Regular Meeting  Carollo presented their appeals of question number 18 to the Commission. The following Sergeant also spoke on this appeal, David Cantu. LT Exam - Question #21 - Sergeant Brian Onofre presented his appeal of question number 21. Sergeant Peter Carollo also spoke on this appeal. LT Exam - Question #28 - Sergeant presented her appeal of question number 28. Sergeant David Cantu also spoke on this appeal. LT Exam - Question #45 - Sergeant Deb Cunningham presented her appeal of question number 45. Sergeant David Cantu also spoke on this appeal. LT Exam - Question #53 - Sergeant Deb Cunningham withdrew her appeal of this question. LT Exam - Question #54 - Sergeant Deb Cunningham withdrew her appeal of this question. LT Exam - Question #58 - Sergeant Deb Cunningham presented her appeal of question number 58. The following also spoke on this appeal, Sergeant David Cantu and Officer Thomas Powell. LT Exam - Question #59 - Sergeant Deb Cunningham withdrew her appeal of this question. Chairperson Ericksen announced the Commission will be retiring into Executive Session is discuss the item at 9:35 am. The Commission reconvened into to open session at 9:58 am. Chairperson Ericksen announced no action was taken during Executive Session. Vice-Chairperson Aleman made a motion to sustain the answer key for all the questions appealed from the Police Lieutenant examination. Commissioner Hamilton seconded the motion, which passed. Friday, November 15, 2024 New Braunfels Civil Service Commission Regular Meeting  E) Discuss and consider appeals by twelve (12) Police Officers of the following questions 4, 5, 6, 11, 12, 13, 16, 20, 23, 26, 31, 34, 35, 37, 38, 44, 46, 47, 49, 53, 54, 58, 59, 63, 65, 68, 69, 73, 76, and 77 from the Police Corporal online written examination conducted on October 21, 2024. Human Resources Generalist, Lori Stidham presented the item and asked for the Police Officer who appealed questions 4, 5, 6, 11, 12, 13, 16, 20, 23, 26, 31, 34, 35, 37, 38, 44, 46, 47, 49, 53, 54, 58, 59, 63, 65, 68, 69, 73, 76 and 77 from the Police Corporal examination to come forward and state their name and present their appeals to the Commission. Chairperson Ericksen reminded all who are appealing the same question to present their appeals first. Then following anyone who wishes to speak in agreement next and lastly anyone who opposes the appeal to speak next. Corp Exam - Question #4 - Civil Service Director Becca Miears presented the appeal of question number 4 to the Commission on behalf of Police Officer Katherine Roy who was unable to attend. Corp Exam - Question #5 - The appellant was not present to appeal this question. Corp Exam - Question #6 - Police Officers Zachary Menser, Thomas Powell and Daniel Salas presented their appeals of question number 6 to the Commission. Corp Exam - Question #49 - Police Officer Thomas Powell presented his appeal of question number 49 to the Commission. Corp Exam - Question #53 - Police Officer Daniel Salas presented his appeal of question number 53 to the Commission. Police Sergeant David Cantu stated his agreement of this appeal to the Commission Corp Exam - Question #54 - Civil Service Director Becca Miears presented the appeal of question number 54 to the Commission on behalf of Police Officer Katherine Roy who was unable to attend. Corp Exam - Question #58 - Police Officer Daniel Salas withdrew his appeal of this question. Corp Exam - Question #59 - Civil Service Director Becca Miears presented the appeal of question number 59 to the Commission on behalf of Police Officer Katherine Roy who was unable to attend. Corp Exam - Question #63 - Police Officers Zachary Menser and Thomas Powell presented their appeals of question number 63 to the Commission. Corp Exam - Question #69 - Police Officer Jerryd Airola presented his appeal of question number 69 to the Commission. Corp Exam - Question #73 - Police Officer Thomas Powell presented his appeal of question number 73 to the Commission. Civil Service Director Becca Miears presented the appeal of question number 73 to the Commission on behalf of Police Officers Zachary Kory and Katherine Roy who were unable to attend. Corp Exam - Question #76 - The appellant was not present to appeal this question. Corp Exam - Question #77 - Police Officer Daniel Salas withdrew his appeal of this question. Chairperson Ericksen announced the Commission will be retiring into Executive Session is discuss the item at 12:36 pm. The Commission reconvened into to open session at 1:04 pm. Chairperson Ericksen announced no action was taken during Executive Session. Commissioner Hamilton made a motion to eliminate question #53 for the Police Corporal examination. Vice-Chairperson seconded the motion, which passed. Vice-Chairperson Aleman made a motion to sustain the answer key for all other questions appealed from the Police Corporal examination. Commissioner Hamilton seconded the motion, which passed. F) Discuss and consider approval and certification of the eligibility list for Police Lieutenant from the promotional online written examination conducted on October 21, 2024; depending on the outcome of 6D. Human Resources Generalist, Lori Stidham presented and briefly discussed the item. Vice-Chairperson Aleman made a motion to approve the item. Commissioner Hamilton seconded the motion, which passed. Friday, November 15, 2024 New Braunfels Civil Service Commission Regular Meeting  G) Discuss and consider approval and certification of the eligibility list for Police Corporal from the promotional online written examination conducted on October 21, 2024; depending on the outcome of 6E. Human Resources Generalist, Lori Stidham stated the candidate's exams will be re-graded and the updated eligibility list will be placed on the next agenda for Commission approval and certification. 7. EXECUTIVE SESSION The Commission shall retire into an Executive Session on any agenda item as provided under Chapter 551.071 (Consultation with attorney) of the Texas Government Code and/or Section 143.053(d) of the Texas Local Government Code, as applicable. 8.
