FINAL - MINUTES OF THE NEW BRAUNFELS DOWNTOWN BOARD REGULAR MEETING OF TUESDAY, NOVEMBER 15, 2022 1. CALL TO ORDER Chair Pat Butler called the meeting to order at 8:36 a.m. 2. ROLL CALL Present: Pat Butler - Chair, Jenny Wilson - Vice Chair, Michael Agnese, Robin Jeffers, Paul Schaefer, Chris Snider, and Matt Gandrud (8:44). Absent: Dani Hensley, David Kneuper, Angie Martinez, and Brandon Mund 3. APPROVAL OF MINUTES A) Approval of the minutes of the October 18, 2022 board meeting. Chair Butler read the aforementioned item. Vice Chair Jenny Wilson made a motion to approve the minutes from the October 18, 2022 meeting. Robin Jeffers seconded the motion, which passed unanimously. 4. CITIZEN'S COMMUNICATIONS This time is for citizens to address the Board on issues and items of concerns not on this agenda. There will be no Board action at this time. Chair Butler read the aforementioned item. Jeff Jewell, Director of Economic and Community Development, welcomed Mandi Scott, the new Coordinator in the Economic and Community Development Department. 5. DISCUSSION AND ACTION A) Land Development Ordinance and zoning discussion Chair Butler read the aforementioned item. Ms. Scott gave an update on the Land Development Ordinance (LDO) revision process. She reported that Clarion, the consultant hired to reexamine the LDO, has a meeting tentatively scheduled for November 30, 2022 to study the edges of downtown. The consultant is Tuesday, November 15, 2022 New Braunfels Downtown Board Regular Meeting working on a revised draft version of the zoning districts. The next steps include presentations to the public for input. Zoning in downtown is expected to focus on form with standards developed at a later date. Staff will invite representatives from this board to the meeting on November 30, 2022. Mr. Jewell reported that bicycle racks will be installed throughout downtown soon; he also reported new downtown trash cans are on order and expected to be installed soon. Ms. Scott added that the Wayfinding purchase and installation project was approved by City Council the evening prior. Downtown is considered to be in phase 3 of 5 and scheduled to be completed in 2023, but subject to availability of materials. Ms. Scott relayed an update from NBU regarding construction delays to Castell Ave with February 2023 as the new goal for completion. Mr. Jewell and Ms. Scott answered questions from the board. Staff will research and provide updates regarding the retaining wall, downtown NBU building, and additional Wayfinding information. B) Downtown Events update Chair Butler read the aforementioned item. Ms. Scott gave an update on the Veteran's Day Parade, a new main plaza sound system, downtown lighting, Wassailfest, and Caroling in the Park. Ms. Scott answered questions from the board. 6. DOWNTOWN ASSOCIATION UPDATE Chair Butler introduced this item and gave an update on downtown banners. 7. DOWNTOWN STAKEHOLDERS UPDATE None 8.
