OF THE NEW BRAUNFELS DOWNTOWN BOARD
REGULAR MEETING OF TUESDAY, FEBRUARY 28, 2023
Shared Meeting with TIRZ 3 Board
AGENDA
1. CALL TO ORDER
TIRZ 3 Board Chair Atanacio Campos called the meeting to order at
8:31 AM.
2. ROLL CALL
Present: Pat Butler, Paul Schaefer, Robin Jeffers, Matt Gandrud, Jenny
Wilson, Jon Dalton, David Kneuper, and Dani Hensley
Absent: Angie Martinez, Michael Agnese, and Chris Snider
3. CITIZEN'S COMMUNICATIONS
This time is for citizens to address the Board on issues and items of concerns not
on this agenda. There will be no Board action at this time.
None
4. DISCUSSION AND ACTION
A) Discuss and prioritize any proposed amendments to the Project and
Finance Plan
Board members were directed to complete a pre-meeting prioritization
survey by using a QR code.
Jeff Jewell, Economic and Community Development Director,
presented a PowerPoint providing an overview of the common
themes that arose from both the Downtown Board and TIRZ 3
workshops from earlier in the month.
Survey results were tabulated, and through some initial difficulty, top
priorities were ascertained in each of the five categories: Parking,
Market Opportunities, Pedestrian Infrastructure/Walkability, Aesthetics,
and Wayfinding.
Parking priorities include: 1. Unlock private lots to increase inventory
& 2. Wayfinding with clear instructions

Market Opportunities priorities include: 1. Create quality residential
spaces, 2. Offer incentives for code compliance due to use changes, &
3. Creation of an underground utility master plan
Pedestrian Infrastructure priorities include: 1. Improve and add quality
lighting, 2. Fill-in sidewalk gaps, & 3. Create a crosswalk safety
improvement program (controlled, visible, bulb-outs)
Aesthetics priorities include: 1. Enhance and connect Seguin Ave to
the rest of Downtown, 2. Create visual interest with interactive
art/branding/attractive utilities, & 3. Improve lighting for
safety/consistency/avoid light pollution
Wayfinding priorities include: 1. Improve parking signage - clear
directions and instructions & 2. Improve local signage - de-clutter,
make consistent and branded
Mr. Jewell answered questions from the board.
Staff will synthesize the survey data and present suggested changes
to the TIRZ Funding Plan to both boards at an upcoming meeting. Once
suggested changes are approved, staff will present the updated TIRZ
Funding Plan to City Council.
Staff will also add a discussion about creating a parking subcommittee
on the next Downtown Board agenda.
5. ADJOURNMENT
Chair Butler adjourned the meeting at 10:30 AM.
