FINAL - MINUTES OF THE NEW BRAUNFELS ECONOMIC DEVELOPMENT CORPORATION REGULAR MEETING OF TUESDAY, NOVEMBER 1, 2022 Joint Economic Development Corp and City Council AGENDA 1. CALL TO ORDER Mayor Brockman called the meeting to order at 6:03pm 2. ROLL CALL New Braunfels Economic Development Corporation Present 7 - Don Austin, Kristen Carden, Stuart Hansmann, Neil Linnartz, Kathy Meurin and Jim Poage. Brian Cox arrived after Roll Call City Council Present 6- Councilmember Andres Campos, Councilmember Christopher Willis, Mayor Pro Tem Harry Bowers, Councilmember Lawrence Spradley, Councilmember James Blakey, and Mayor Rusty Brockman Absent 1 - Councilmember Jason Hurta 3. WORKSHOP A) Presentation, discussion, and possible direction to staff regarding a potential commitment to the 2023 bond program by the New Braunfels Economic Development Corporation. Mayor Brockman read the aforementioned item. Robert Camareno asked Mayor Brockman to read the remaining agenda item captions. Jordan Matney presented a PowerPoint giving details over the 2023 Bond Program. Jared Werner made additional comments and continued the PowerPoint giving details to NBEDC capacity analysis. Jared Werner and Jordan Matney addressed questions the NBEDC Board Members. Tuesday, November 1, 2022 New Braunfels Economic Development Corporation Regular Meeting  Mayor Brockman opened this item up for public comment. No Citizens spoke at this time. City Council asked NBEDC board members questions. Robert and Jared made additional comments. B) Presentation, discussion, and possible direction to staff regarding the 2019 Bond youth sports complex. Robert Camareno introduced this item. Jordan Matney made preliminary remarks and gave a brief overview over sponsorship opportunities and turned over the presentation to Garry Ford. Garry Ford presented a PowerPoint giving details over the Sports Complex. Don Austin left at 7:18pm, Don Austin returned at 7:21pm. Garry Ford answered questions from NBEDC and City Council. Garry Ford turned over the presentation to Jared Werner. Jared Werner made additional comments and continued the PowerPoint giving an overview over the Sports Complex current budget and answered questions from Council. Garry Ford continued the PowerPoint presenting the design plans for the Sport Complex. Mayor Brockman took a break at 8:10 p.m. Mayor Brockman reconvened at 8:24 p.m. C) Presentation, discussion, and possible direction to staff regarding Police Department resources and the possible creation of a crime, control, and prevention district. Jared Werner made preliminary remarks and overview over the crime, control, and prevention district. Robert Camareno made additional comments. Tuesday, November 1, 2022 New Braunfels Economic Development Corporation Regular Meeting  Robert Camareno opened up for questions. Chief Lane answered questions from council. Councilmember Spradley made a motion to add the CCPD item on the December 12, 2022 City Council Meeting. No formal motion taken. Mayor Brockman opened up for questions from the NBEDC Board. Mayor Brockman opened up comments from the public for Item C. The following individual spoke on Item C: Todd Henrikson, Deborah Wonsang, and Katherine Roy. Mayor Brockman opened up comments from the public for Item B. No Citizens spoke at this time. 4. EXECUTIVE SESSION In accordance with the Texas Government Code, Section 551.071, the Board reserves the right to retire into executive session concerning the items listed on this agenda to consult with its attorney with any final action being taken in open session. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. 5.
