REGULAR MEETING OF TUESDAY, NOVEMBER 14, 2023
SPECIAL-CALLED MEETING
AGENDA
1. CALL TO ORDER
President Kathy Meurin called the meeting to order at 5:19 PM.
2. ROLL CALL
Present: Kathy Meurin, Kristen Carden, Larry Hammonds, Don Austin,
and Stuart Hansmann
Absent: Brian Cox and Shane Hines
3. PRESENTATIONS
A) Presentation of awards recognizing the dedication and service of Brian
Cox and Stuart Hansmann to the New Braunfels Economic
Development Corporation
President Meurin introduced this item.
Jeff Jewell, Economic and Community Development Director,
presented Stuart Hansmann an award after 10 years of service to the
New Braunfels Economic Development Corporation (NBEDC). The
award commemorates his service, participation, and contribution
throughout the past decade. President Meurin provided closing
comments celebrating Stuart's dedication and understanding. A
photograph was taken to commemorate the award.
B) Presentation of commemorative shovels marking the groundbreaking
of the Zipp Family Sports Complex on October 25, 2023
President Meurin introduced this item.
Jordan Matney, Deputy City Manager, presented two commemorative
shovels marking the groundbreaking of the Zipp Family Sports
Complex on October 25, 2023. Ms. Matney awarded the NBEDC Board
and the New Braunfels Chamber of Commerce each a shovel to
celebrate their continued support for the project. President Meurin
provided closing comments celebrating the teamwork shared between

multiple groups dedicated to the Sports Complex project. A
photograph was taken to commemorate the award.
4. APPROVAL OF MINUTES
A) Approval of the October 19, 2023 regular meeting minutes
President Meurin introduced this item.
Director Austin motioned to approve the October 19, 2023 regular
meeting minutes. Director Carden seconded the motion which was
approved unanimously.
5. CITIZENS' COMMUNICATIONS
This time is for citizens to address the Board on issues and items of concerns not
on this agenda. There will be no Board action at this time.
None.
6. TREASURER'S REPORT
A) Presentation and discussion of the November 2023 Treasurer’s
Report
President Meurin introduced this item.
Jared Werner, Assistant City Manager, presented a Powerpoint
addressing the November 2023 Treasurer's Report. Mr. Werner
identified a 2.2% growth for the sales tax collections for the month of
September; once the adjustments and audits were removed, the net
increase comparing September 2022 and September 2023 was up by
2.4%. September is the last month of the 2023 fiscal year and overall
collections were down 1.4%. Mr. Werner shared additional graphs and
data to show projected revenues, current commitment projections, the
projected capacity for additional expenditures, and the proposed
ending fund balance to FY2025.

In accordance with the Texas Government Code, Section 551.071, the Board
reserves the right to retire into executive session concerning the items listed on this
agenda to consult with its attorney. In addition, the Board may convene in executive
session on any of the following items, with any final action being taken in open
session:

matters concerning privileged and unprivileged client information
deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of
Professional Conduct in accordance with Section 551.071 of the
Texas Local Government Code:
1. Project Lion
President Meurin introduced this item. Section two number 1 "Project
Lion" was not read.
The Board entered Executive Session at 5:31 PM. Items were
discussed in the order of their appearance on the agenda. Section two
number 1 "Project Lion" was not discussed. No action was taken. The
Board returned to open session at 5:56 PM.
9. ADJOURNMENT
President Meurin adjourned the meeting at 5:56 PM.
