FINAL - MINUTES OF THE NEW BRAUNFELS HISTORIC LANDMARK COMMISSION REGULAR MEETING OF TUESDAY, AUGUST 13, 2024 AGENDA 1. CALL TO ORDER Chair Johnson called the meeting to order at 8:31am. 2. ROLL CALL The following Commissioners were present: Jillian Bliss, Richard Hillyer, Lynn Norvell, Christi Sims, Thomas Tumlinson, Nathan Feingold, and Teresa Johnson. The following Commissioners were absent: Justin Ball and Susan Sonier 3. APPROVAL OF MINUTES A) Approval of the July 9, 2024, regular meeting minutes. Motion by Commissioner Hillyer, seconded by Commissioner Norvell, to approve the July 9, 2024 Regular Meeting Minutes. Motion carried unanimously. 4. CITIZENS' COMMUNICATIONS This time is for citizens to address the Historic Landmark Commission on issues and items of concerns not on this agenda. There will be no Historic Landmark Commission action at this time. No one spoke. 5. INDIVIDUAL ITEMS FOR CONSIDERATION A) HLC Case HST24-257: Discuss and consider a Certificate of Alteration to demolish an existing addition and build a new addition, rebuild the front porch, replace the windows, and install new siding on the main structure at 554 S Academy located in the Sophienburg Hill historic district. Katie Totman presented the aforementioned item and recommended approval. Chair Johnson invited the applicant to speak. Tuesday, August 13, 2024 New Braunfels Historic Landmark Commission Regular Meeting  Jason Owens stated he was available for any questions. Discussion followed on the current condition of the structure, the materials and design proposed for renovation, and the applicants’ efforts to match the design and architecture of the original structure as closely as possible. Chair Johnson asked if there were any further discussion or motion. Brief discussion followed regarding any future design changes and the process for approval. Motion by Commissioner Hillyer, seconded by Commissioner Norvell, to approve the item as presented. Motion carried unanimously. B) HLC Case HST24-254: Discuss and consider a Certificate of Alteration to remove the shutters, replace the front porch columns, and install board and baton siding over the existing siding on the main structure at 456 Magazine, a property in the Sophienburg Hill Historic District. Katie Totman presented the aforementioned item and recommended approval. Chair Johnson invited the applicant to speak. William Hathaway stated he was available for any questions. Discussion followed on applicant intent with the property, the current condition of the structure, and proposed renovation methods and design. Chair Johnson asked if there were any further discussion or motion. Motion by Commissioner Bliss, seconded by Vice-Chair Feingold, to approve the item as presented. Motion carried unanimously. C) HLC Case HST24-252: Discuss and consider a Certificate of Alteration to install two (2) wall signs on the building at 219 E San Antonio, located in the Downtown Historic District. Katie Totman presented the aforementioned item and recommended approval. Tuesday, August 13, 2024 New Braunfels Historic Landmark Commission Regular Meeting  Commissioner Tumlinson shared his concern with the size of the proposed sign, stating that it seemed too big and out of scale for the area. Chair Johnson invited the applicant to speak. Matt Schumann stated he was available for any questions. Discussion followed the size of the proposed sign, other existing signage in the area, the relative size of temporary signage, sign lighting and construction materials, and wall signage regulation. Chair Johnson asked if there were any further discussion or motion. Motion by Vice-Chair Feingold, seconded by Commissioner Sims, to approve the item as presented. Motion carried (6-1-0) with Commissioner Tumlinson in opposition. 6. STAFF UPDATES A) Procedures for acting on requests brought before the HLC. Discussion followed regarding potential procedural changes in instances where an applicant is not present at the meeting the item is being discussed. B) Cemetery Headstone Cleaning Workshop Katite Totman discussed an educational pilot program for headstone cleaning. Commissioner Hillyer left the dais at 9:16am. 7. COMAL COUNTY HISTORICAL COMMISSION UPDATES Chair Johnson provided updates from the Comal County Historical Commission. 8. ADJOURNMENT There being no further business Chair Johnson adjourned the meeting at 9:22am.
