FINAL - MINUTES OF THE NEW BRAUNFELS PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING OF TUESDAY, SEPTEMBER 10, 2024 AGENDA 1. CALL TO ORDER Called to order at 6:00pm by Chair, Joe Turner. 2. ROLL CALL The following members were present: Joe Turner, Jason Vreeland, Amber Brown, Katie Rae Preston, Joyce Compton, and Courtney Lyons-Garcia. 3. APPROVAL OF MINUTES A) Discuss and consider approval of the July 9, 2024 Minutes of the Parks and Recreation Advisory Board. Joe Turner introduced the item. Joyce Compton motioned to approved the minutes. Jason Vreeland seconded the motion which passed unanimously. 4. RECOGNITIONS/ANNOUNCEMENTS A) September Recognitions and Announcements Joe Turner introduced the item. Geronimo Aguirre, Assistant Director, spoke on the years of service of Board Member, Tom Blagg, who has submitted his resignation from the Board. The NRPA Gold Medal Award recipient will be announced on Wednesday, October 9th at the NRPA Annual Conference in Atlanta. Upcoming events: Meet the Trucks on Sept 21st Soul Searching on Oct 18 & 19th Monarch Festival on October 19th 5. CITIZENS' COMMUNICATIONS This time is for citizens to address the Park and Recreation Advisory Board on issues and items of concerns not on this agenda. There will be no Board action at this time. No citizens spoke at this time. Tuesday, September 10, 2024 New Braunfels Parks and Recreation Advisory Board Regular Meeting 6. PRESENTATIONS A) Landa Park Golf Course Update Joe Turner introduced the item. Geronimo Aguirre, Assistant Director, reviewed the progress on the back deck of the golf course clubhouse. The contract has begun pouring the concrete for the new deck and the existing wall of windows has been removed to prepare for installation of the nanowall. In the next two weeks, NBU expected to be out of the area as their project and the improved service road have been completed. B) Summer Recreation Wrap-Up Joe Turner introduced the item. Stephanie Chelar, Recreation Services Manager, reviewed recreation operations from this summer. Department wide revenues for FY24 are lower than FY23 but higher than FY22 so still showing upward growth. Many recreation programs saw higher participants than in previous years. LPAC had slightly lower admissions compared to last FY but still met the budget goal. C) Park Development Update Joe Turner introduced the item. Jeff Bransford, Park Development Manager, spoke to the Board on the Park Land Development Ordinance and the possible uses of the fees that have been collected. Updates were given on the park development projects that are in planning (System Master Plan, Mini Master Plans and the NW Park Master Plan), pre-design (Alligator Creek Trail, Dry Comal Trail, Field of Graves Memorial, LPAC Improvements), design (Mission Hill Park, Dry Comal Trail, Landa Lake Dam and Spillway, Last Tubers Exit), and construction (ZFSP, Alligator Creek Trail West, Golf Clubhouse Deck). 7. AGENDA ITEMS FOR NEXT MEETING There were no agenda items discussed for the next meeting. 8. ADJOURNMENT Joyce Compton made a motion to adjourn the meeting. Courtney Lyons-Garcia seconded the motion. The meeting adjourned at 7:10pm.
