MINUTES - FINAL OF THE NEW BRAUNFELS RIVER ADVISORY COMMITTEE REGULAR MEETING OF THURSDAY, JULY 21, 2022 AGENDA River Advisory Committee Members present: David Davenport, Christopher Werk, Shane Wolf, Scott Roots, and Sarah Shea. City staff members present: River Operations Manager, Amy Niles; River Operations Specialist, Lee Garteiser; Assistant City Manager, Jared Werner; Chief of Police, Keith Lane; Patrol Lieutenant, Steve Hanna; Park Ranger Assistant Superintendent, Meaghan McDonald. 1. CALL TO ORDER Chairman David Davenport called the meeting to order at 4:00PM on Thursday, July 21,2022. 2. APPROVAL OF MINUTES A) Approval of Minutes for June 16, 2022. The meeting minutes from the June 16, 2022 River Advisory Meeting were motioned for approval by Mr. Wolf and seconded by Ms. Shea. The minutes were approved unanimously and signed by Chairman David Davenport. 3. CITIZENS' COMMUNICATIONS This time is for citizens to address the Committee on issues and items of concerns not on this agenda. There will be no Committee action at this time. 4. DISCUSSION AND ACTION A) Discuss and Consider Changes to River Advisory Committee Meeting for September It was agreed that the RAC would meet with Parks Board in joint meeting on Tuesday September 13, 2022 due to conflict with conference room availability on September 15 ,2022. 5. STAFF REPORT A) June River Operations Update Numbers for June look good for parking, attendance. Thursday, July 21, 2022 New Braunfels River Advisory Committee Regular Meeting  Litter collection numbers are higher this year - mainly on land not as much from scuba. Citations are up in 2022 by NBPD and also from Park Ranger parking citations. PD commented that intoxications are more of result from longer trips due to slower flows, dehydration results rather than more alcohol consumption. Lifeguard assists and saves are down, mainly due to lower flows and lower water levels. Outfitter Shane Wolf commented that his operations look good, although Guadalupe attendance is down due to low flows but up within the city on the Comal. B) Update on Comal River Improvement Project Phase 1 of Last Tubers Public Exit appears to be able to move forward with minor adjustments for ADA compliance, mainly to be able to get people in and out of water. Not much to update on Weir Dam and Tube Chute at present until September when BOND Advisory Committee reconvenes. 6. AGENDA ITEMS FOR THE NEXT MEETING July Operations update info and Sign Study were mentioned. 7. ADJOURNMENT This regular meeting adjourned at 4:26 P.M.
