CALL TO ORDER The meeting was called to order by River Advisory Committee Chair, David Davenport, at 4:02 P.M on March 16, 2023. 2. ROLL CALL River Advisory Committee Members present: David Davenport, Darren Hill, Sarah Shea, Scott Roots, Keith Fontenot, and Shane Wolf. City staff members present: River and Watershed Manager, Amy Niles; Watershed Supervisor, Phillip Quast; Patrol Lieutenant, Steve Hanna; Parks and Recreation Assistant Director, Chad Donegan; Park Ranger Superintendent, Marika Misangyi; Park Ranger Assistant Superintendent, Meaghan McDonald; Capital Project Manager, Adam Michie; Assistant Transportation and Capital Improvements Director, Scott McClelland. The A) Approval of Minutes for October 20, 2022. RAC Oct 20, 2022 Minutes The meeting minutes from the October 20, 2022 River Advisory Committee Meeting were motioned for approval by Mr. Scott Roots and seconded by Mr. Shane Wolf. The minutes were approved unanimously. 3. APPROVAL OF MINUTES 4. CITIZENS' COMMUNICATIONS This time is for citizens to address the Committee on issues and items of concerns not on this agenda. There will be no Committee action at this time. There were no citizens present for citizens' communication. 5. DISCUSSION AND ACTION A) Election of Chair and Vice Chair Mr. Wolf made a motion to elect Mr. David Davenport at Chair of the River Advisory Committee and Mr. Darren Hill as Vice Chair of the River Advisory Committee. Mr. Roots seconded the motion. The motion was passed unanimously. Mr. Davenport and Mr. Hill will serve Thursday, March 16, 2023 New Braunfels River Advisory Committee Regular Meeting  in these roles for the year of 2023. 6. STAFF REPORT A) Presentation and Update on the Comal River Improvement Project Comal River Improvements - RAC Meeting 03-16-23 Update Mr. Adam Michie, Capital Project Manager in the Transportation and Capital Improvement Department for the City of New Braunfels gave an update presentation on the Comal River Improvement Project. Phase I of the Last Public Exit is moving into final design. The next step will be securing funding for construction. The Tube Chute and the Weir Dam need a funding source for final design in order to move forward. Mr. Wolf and Mr. Roots asked questions about funding for the next phases, but staff does not have answers on how these projects will be funded yet. Mr. Davenport noted that the Parks and Recreation Advisory Board has put emphasis on seeing these projects come to fruition. This presentation will be going to the City Council and the Parks and Recreation Advisory Board for comments as well. B) Update on River and Watershed Reorganization Ms. Amy Niles gave an update to the committee about restructuring within the City of New Braunfels organization. River Operations is no longer its own division, but has moved under Public Works and combined with Watershed to be the River and Watershed Division. Amy Niles is now the River and Watershed Manager, and she introduced Phillip Quast, Watershed Supervisor, to the committee. There are two openings in this division at this time, a River Operations Specialist and seasonal River Operations Associate. Amy Niles will continue to be the staff liaison for the River Advisory Committee and meetings will continue to take place at City Hall. 7. AGENDA ITEMS FOR NEXT MEETING No items were recommended by the River Advisory Committee. The next meeting will be in May and will be a joint River Advisory Committee and Parks and Recreation Advisory Board meeting to give an update on pre-river season preparations. 8.
