REGULAR MEETING OF THE COUNCIL OF THE CITY OF NEW BRUNSWICK HELD
ON MARCH 2, 2016 AT 6:30 P.M. IN COUNCIL CHAMBERS, CITY HALL
PUBLIC ANNOUNCEMENT
Please be advised that the notice requirements of the Open Public Meeting Act have been complied
with and satisfied in the that the annual notice which gave sufficient notice of the time, place and
conduct of all public meetings of the Municipal Council of the City of New Brunswick, has been
filed by the City Clerk, has been placed on an appropriate bulletin board in the lobby of the City
Hall, New Brunswick, New Jersey, and has been transmitted to the official Newspaper for the City
of New Brunswick, namely the Home News Tribune; as provided in a resolution adopted by this
governing body.

On motion of Council Member Garlatti, seconded by Council Member Fleming and carried, the
minutes of the previous Council Meetings held on January 20, 2016 were approved and adopted as
engrossed.

Fleming, Garlatti present.

O-021604 AN ORDINANCE TO AMEND AND SUPPLEMENT THE REVISED
GENERAL ORDINANCES OF THE CITY OF NEW BRUNSWICK,
TITLE 10, VEHICLES AND TRAFFIC, SCHEDULE 32, “NO PARKING -
EMERGENCY STREETS”
RE: SCOTT STREET

Council President Egan opened the Public Hearing on the above ordinance.
Public Comment: None
On a motion of Council Member Garlatti, seconded by Council Member Fleming, and carried, the
above ordinance was adopted on Final Reading on March 2, 2016.

above ordinance was adopted on Final Reading on March 2, 2016.

O-021606 ORDINANCE AUTHORIZING THE GUARANTY BY THE CITY OF

NEW JERSEY, OF NOT EXCEEDING $170,000,000.00 AGGREGATE
PRINCIPAL AMOUNT OF CITY GUARANTEED PARKING REVENUE
REFUNDING BONDS, SERIES 2016, OF THE PARKING AUTHORITY
OF THE CITY OF NEW BRUNSWICK
Council President Egan opened the Public Hearing on the above ordinance.
Public Comment: Charles Kratovil asked questions regarding the ordinance. Mr. Petix and Mr.
Pannella of the Wilentz law firm responded.
On a motion of Council Member Garlatti, seconded by Council Member Fleming, and carried, the
above ordinance was adopted on Final Reading on March 2, 2016.

COMMUNICATIONS
1. A No Further Action letter from the NJDEP regarding 15 Goodale Circle - Area of concern: One
1000- gallon #2 Heating Oil Underground Storage Tank System.
2. A letter from the NJDEP regarding remediation of an underground unregulated heating oil tank
at 23 Division Street.
3. A letter from Linda Blumig regarding animals from New Brunswick and animal cruelty.
4. A notice of Public Hearing for Adoption of Mater Plan Reexamination Report for Franklin
Township.
5. An invoice from suburban Consulting Engineers, Inc., for Professional Services for Relocate
water and Sewer Mains on Charles Streets.
RESOLUTIONS
Public Comment: Charles Kratovil of New Brunswick Today asked questions about Resolutions R-
031606, R-031611, R-031619, R-031628, R-031629, R-013635, R-031636, R-031639, and R-031640.
Resolutions R-031601 through R-031641, moved by Council Member Garlatti, seconded by Council
Member Fleming and carried were adopted, on consent, by the Municipal Council.

NEW BUSINESS
Danielle Moore spoke about markings on Lee & Comstock Streets, Lee and Delevan St, asked for
speed humps, spoke about water on the streets when it rains and creates puddles, a car accident on
Lee and Powers. She submitted pictures. Charles Kratovil spoke about the Parks and Gardens
Commission, the Housing Authority, and the theft of Joe Catanese’s gun. CM Anderson spoke
about the “Read across America” program.
On a motion regularly made, seconded and carried, the meeting adjourned at 7:25 P.M.
