New Carlisle Town Council 124 E. Michigan Street, New Carlisle, Indiana General Meeting, June 18, 2024, 6:30PM President Kauffman called the meeting to order with Council Member Colanese, Council Member Abbott, Council Member Short, Marshal Croymans, Special Projects Assistant Susan Moffitt, Town Attorney Andrea Halpin, Town Engineer Jared Huss, Deputy Clerk Yvonne Hoffmaster, and Clerk-Treasurer Julie Brown present. Also in attendance: JJ LaBounty (LFA), Bob Middlebrook, Carol Middlebrook, Tom & Jan Keehn, and Mike McClaran. Absent: John Mrozinski Approval of Minutes Approval of minutes from May 31st Executive Session, June 4th Public Hearing and June 4th General Meeting. Motion was made to accept by Council Member Short and seconded by Council Member Colanese. Motion was approved 4-0. Visitor Comments -None Employee Reports • Marshal Brent Croymans -None • Bob Middlebrook, Code Enforcement -None • Town Attorney, Andrea Halpin -Worked on Park Board Ordinance and suggested that the first reading be done and review it before the next meeting on July 9th to possibly do the second reading. • Jared Huss, Town Engineer -Will present the CCMG bids -Working on metering station project -Will meet with the Clerk’s office and John to go over options on how to spend ARPA monies that need to be obligated by the end of 2024. -Meetings about water in the IEC -Working on Interlocal agreements and misc. excavation permits -Spray pad trees are on the list to be replaced General Meeting, June 18, 2024 Page 2 Old Business • CCMG bid opening. We received two bids. Engineer Huss opened the 1st bid from Reith- Riley for the amount of $883,113.90 and 2nd bid opened was from Milestone Contractors North, Inc. for the amount of $872,196.66. He will take them back to the office to review for accuracy and will provide recommendations at the next meeting. Council Member Colanese asked if we had to accept the lowest bid. The answer from Attorney Halpin and Engineer Huss was that we do not have to accept the lowest bid, but the most responsive and most accurate can be accepted. Our engineers’ estimate was $882748.00 for comparison. New Business • The 11th Annual Beer & Wine Walk permit was presented by President Kauffman, for the date of August 24th from 5-9pm. The monies go to the façade enhancement fund for the façade, signs, etc. for the businesses in the town. Member Abbott made a motion to accept the permit and Member Short seconded the motion. Motion carried 4-0. • Annual Fire System Inspection agreement by Shambaugh that was recommended by Jason Quirk, Electric Superintendent, to the Clerk’s office. The annual inspection would cost $475.00. Motion was made by Member Colanese and seconded by Member Abbott. Motion carried 4-0. • Manhole Structure at Cleveland Cliffs proposal by H&G. This is a necessity, and the amount will be $18,763.00. Engineer Huss explained that it is a critical part of the infrastructure that needs repaired until the new metering station is completed. Motion was made by Member Colanese not to exceed $18,770.00, a second was made by Member Short. Motion carried 4-0. Ordinances & Resolutions • Ordinance #1469; Amendment to Salary Ordinance. President Kauffman read the ordinance in full for the second reading. President Kauffman read the ordinance by Caption Only for the third reading. Motion was made to accept by Member Abbott and seconded by Member Colanese. Motion carried 4-0. • Ordinance #1470; Amending Park Board Ordinance. President Kauffman read by caption only for the 1st reading. Council Reports • Council Member Short -None • Council Member Colanese General Meeting, June 18, 2024 Page 3 -He directed a question to Marshal Croymans about a product that can be shot from a vehicle chasing that is trying to escape to their tire. He understands that can be one of the most dangerous things the police department can do is try to stop a car in a police chase. The Marshal stated that he would have to check into the cost. The product’s name is The Grappler. -Fire Territory rental inspection is moving forward. -Congratulated the NP Baseball team on their state championship win. -Stated condolences for the loss of Chris Antonucci, previous Fire Chief and volunteer fire fighter. He asked for a moment of silence. • Council Member Abbott -Working with Jen and Mal from the Park Board - will hope to be able to meet with them this week. • President Kauffman -Mentioned that July 9th will be our next meeting. -Shout out to Engineer Huss for the large articles in the South Bend Tribune about the aquifers and water usage from the IEC. He fielded all the technical questions, and she feels he did a great job answering them and what the town is doing to help protect that resource. Clerk-Treasurer Report -Reiterated that the next meetings will be July 9th and July 23rd. -Church demolition was delayed due to the company not being able to get a crane fixed in time and the new dates are now prep work on June 27th & and dropping the building on the 28th. There have been fliers passed out to the houses along the area and also a Reach Alert has been scheduled to go out. Marshal Croymans will work with Tristen Drake, newly appointed Town Crew leader to make sure the area is clear during the demolition. Bills to be Paid Council Member Short motioned for all bills to be paid that are on the docket and Council Member Abbott seconded the motion. All approved 4-0.
