New Carlisle Town Council 124 E. Michigan Street, New Carlisle, Indiana General Meeting, August 6, 2024, 6:30PM President Kauffman called the meeting to order with Council Member Colanese, Council Member Pemberton, Council Member Short, Council Member Abbott, Public Works Director John Mrozinski, Marshal Croymans, Town Attorney Andrea Halpin, Town Engineer Jared Huss, Deputy Clerk Yvonne Hoffmaster, Special Projects Assistant Susan Moffitt, and Clerk-Treasurer Julie Brown present. Also in attendance: JJ LaBounty (LFA), Dan Caruso, and Michael McClaran. Absent : Robert Middlebrook Approval of Minutes Approval of minutes from July 23, 2024, General Meeting Minutes, and July 26, 2024, Executive Session Minutes. Motion was made to accept by Council Member Short and seconded by Council Member Pemberton. Motion was approved 5-0. Visitor Comments -Dan Caruso; made a brief presentation on behalf of the county Health Dept. for the Radon testing. Employee Reports • Brent Croymans, Town Marshal -Presented July reports to the Council. • Michael McClaran, MVH -Reported that he just passed the testing for his pesticide license and also went down state and is now registered as our ADA representative. • Andrea Halpin, Town Attorney -None • Jared Huss, Town Engineer -Milestone will be starting our CCMG project in September. They met with the residents again that are being impacted to explain what is going to happen. -Met with DLZ who has been working with the county on all of the sewer improvements which includes the metering discharge station. This meeting will give the town information on what future capacity growth will be so we can finish the design of the metering station. -Continue to work on water supply agreements. General Meeting, August 6, 2024 Page 2 -Council Member Pemberton asked Jared about an agreement that went to the commissioners between the town and the county, and it wasn’t signed because they wanted to modify something. She asked Jared to follow up. • John Mrozinski, Public Works Director -Still working on the Pickleball court project. -Mentioned that Mike McClaran has been working a lot with the park and thanked him. He also stated that the new employee Andrew Taylor is catching on well. -Has been attending a lot of meetings. Old Business • None New Business • Town Hall Internet upgrade -Clerk-Treasurer, Julie Brown, explained that the town currently is using Comcast with an outdated internet connection. We received a quote from Comcast to upgrade from 512mbps to 800mbps was $177.90/month. The quote from Surf Internet would be 1G for $165/month. Surf will also waive the installation of $1750, if we sign a 3-year agreement. A motion was made to accept the Surf Internet contract by Council Member Abbott and seconded by Council Member Short. Motion carried 5-0. • Sewage Flow Meter replacement -This is the flow meter for sewage to South Bend, which needs replaced. The cost is $8839.00. A motion was made by Council Member Short and seconded by Council Member Abbott. Motion carried 5-0. • WTP A/C Compressor -Need to replace the compressor for the air conditioner in the water treatment plant. The cost is $10,254.17. A motion was made by Council Member Colanese not to exceed $10,260.00 and was seconded by Council Member Pemberton. Motion carried 5-0. • Airburst -This is a regional well and this will clean it, so the flow/capacity is improved. It was originally in our capitol projects to be done this year for $27,000.00. Robert Hollingsworth got a quote for $24,150.00. A motion was made by Council Member Short and seconded by Council Member Pemberton. Motion carried 5-0. Ordinances & Resolutions • Ordinance #1472; Town Credit Card -A motion was made to wave the rules so President Kauffman can do 2nd and 3rd readings by Council Member Abbott and seconded by Council Member Short. Motion carried 5-0. General Meeting, August 6, 2024 Page 3 President Kauffman read the Ordinance in full for the 2nd reading and by caption only for the 3rd reading. Council Member Colanese asked if there will be only 1 card, and I confirmed there will only be 1 card in the Town’s name. A motion was made to accept the Ordinance by Council Member Short and seconded by Council Member Abbott. Motion carried 5-0. • Ordinance #1473; Appropriate Professional Services -Additional appropriations in the budget of the town of the General Fund to fund additional professional services in the budget of the Town Council. President Kauffman opened the Public Hearing at 6:49p for the 2nd reading in full. President Kauffman asked for any questions. Dan Caruso asked if this was a $200k overrun and if it wasn’t anticipated during budget time? Town Attorney Andrea Halpin answered that cover the experts that were hired for different agreements between Amazon and GM to create rates, which will be reimbursed by the county. It was also explained that when we are reimbursed it will be returned to the General Fund. President Kauffman closed the Public Hearing at 6:53p. President Kauffman read the Caption Only for the 3rd official reading. A motion was made to adopt Ordinance #1473 was made by Council Member Short and seconded by Council Member Colanese. Motion carried 5-0. Council Reports • Council Member Pemberton -None • Council Member Short -None • Council Member Colanese -Asked about electrical outage. Public Works Director Mrozinski explained it was an old line that gave out and needed repairs. -Also asked about the monthly charges of the Splash Pad. Clerk-Treasurer Brown stated that she had not looked up that information but will have it available for the next meeting. -Finishing up the meetings for the Fire Territory. Everything has been going smoothly. • Council Member Abbott -Attended the Park Board meeting and thanked Mike and Tristen for attending since she wasn’t sure if she was going to make it. The Park Board is starting a fund to erect a monument in Memorial Park for the 1st Ambulance Service. The board is asking for donations. She referred any questions to Robert Middlebrook for any other details. -She also thanked John Mrozinski for bringing up the Pickleball information. • President Kauffman -None Clerk-Treasurer Report -Wished John Mrozinski and Alison Abbott a Happy Birthday! General Meeting, August 6, 2024 Page 4 Bills to be Paid Council Member Short motioned for all bills to be paid that are on the docket and Council Member Pemberton seconded the motion. All approved 5-0.
