CITY OF NEW CARROLLTON MINUTES COUNCIL WORKSHOP MEETING WEDNESDAY, FEBRUARY 2, 2022 The Council Workshop Meeting was held at 7:00 p.m., on Wednesday, February 2, 2022, as a virtual meeting. I attendance was Chairperson Cynthia DB Mills; Councilmembers Katrina R. Dodro and Allyne Hooks; Mayor Phelecia Nembhard; City Administrative Officer Latasha Gatling; Assistant City Administrative Officer Michael McMahon; Director of Public Works Andre Triplett; Information Technology Administrator Andrew Facey; and Administrative Assistant Araceli Guzman. Absent were Councilmembers Sarah Potter-Robbins and Briana Urbina. 1. CALL TO ORDER Chairperson Mills welcomed everyone and called the meeting to order. 2. REPORT OF THE MAYOR AND ADMINISTRATION Chairperson Mills asked City Administrative Officer Latasha Gatling to give the Administration report. Ms. Gatling referred the Council to the agenda packet for her written report and stated that staff is well into budget preparation. We are conducting one more ARPA public workshop on Wednesday, February 9. Director of Public Works Triplett was called to give his report. He began by stating leaf collection is still ongoing and snow operations is underway with all equipment being operational. The salt supply is low and a new order has been placed. The pedestrian bridge on Carrollton Parkway was completed by the Clean Water Partnership but is awaiting final inspections before opening. Mr. Triplett then gave the following stats: Senior Van service had 45 in December and 41 in January; Bulk Pick-Ups had 338 in December and 196 in January; Sump Discharges 0 in December and 0 in January; Trees trimmed 0 in December and 57 in January; Trees removed 0 in December and 12 in January; Vehicles in for service 11 in December and 8 in January; Pot-holes filled 0 in December and 0 in January. 3. COUNCIL QUESTIONS/COUNCIL ANNOUNCEMENTS Chairperson Mills then asked the Council if they have questions or comments. Chairperson Mills asked about the status of the restroom upgrade. Ms. Gatling stated that staff has reduced the proposals to three and are now checking references and follow-up information. Councilmember Dodro commented on the tragedy that occurred with the Mayor of Hyattsville and asked if the City was planning to send condolences. Ms. Gatling stated the City already sent a sympathy card. The Mayor commented that flowers were ordered and she plans to attend the funeral. Chairperson Mills gave a report on last week’s Four Cities meeting and stated composting was discussed. She said College Park offered to show any official their program. MINUTES OF COUNCIL WORKSHOP MEETING FEBRUARY 2, 2022 2 | PAGE 4. AUDIO VISUAL ROOM RFP UPDATE/RECOMMENDATION Andrew Facey reported that the City issued a Request-For-Proposals to redesign the Municipal Center Audio Visual Room. Three proposals were received. AVI was the low bidder but staff determined their proposal was unresponsive to the RFP. Staff is recommending Wiser AV at $58,680 with an annual maintenance fee of $6,360. Chairperson Mills asked where Wiser AV is located? Mr. Facey responded with Jessup, MD. Councilmember Dodro asked if Wiser has experience with municipal governments? Ms. Gatling stated their proposal included references from Baltimore County Public Schools, Carrol Count Public Schools, Charles County Public Schools, Mt. Reiner, and City of Greenbelt. Councilmember Hooks asked about the $6,360 annual maintenance and training fee viruses a per hour rate. Mr. Facey stated that City choose the annual option that includes training. The fee will be reduced in year two. Councilmember Dodro asked if the cost for this project will come out of PEG funds? Ms. Gatling responded in the affirmative. Chairperson Mills asked what the turn around time is? Mr. Facey stated once it is approved it will be 60-90 days. Chairperson Mills asked that this item be placed on the February 14 and 16 meetings. 5. REVIEW/COMMENT ON YEARLY PROCLAMATIONS Chairperson Mills asked if there should be items added or removed from the list. Councilmember Dodro asked that the City consider Women’s History Month, Diabetes Awareness Month, Stroke Awareness Month, American Education Week, Asian Pacific Islanders Month, National Teachers Day, Earth Day, Public Service Recognition, Autisms Awareness Month, Alzheimer’s Awareness and a Proclamation for National Night Out. Chairperson Mills asked Councilmember Dodro to email her that list. Councilmember Dodro added that she is still against National School Choose Week. Ms. Gatling asked if this item should be placed back on the next agenda. Chairperson Mills responded in the affirmative. MINUTES OF COUNCIL WORKSHOP MEETING FEBRUARY 2, 2022 3 | PAGE 6. MML ACADEMY OF EXCELLENCE Chairperson Mills reminded everyone to keep track of the MML Academy of Excellence classes. MML Summer Conference was discussed. 7. CHARTER UPDATES/AMENDMENTS Chairperson Mills stated the City Charter is out of date as it does not discuss email, cell phone, or lap tops. We need to update the Charter. She said that this could be a summer project after the budget is approved. 8. MEETING MINUTES a.) Council Workshop/Special Legislative Meeting Minutes (January 5, 2022) b.) Council Legislative Meeting Minutes (January 18, 2022) c.) Council Legislative Meeting Minutes (January 19, 2022) No discussion. 9. PUBLIC COMMENT - RESIDENTS’ CONCERNS, AUDIENCE PARTICIPATION AND TELEPHONE CALLS Pamela Lucky of 6406 Kaslo asked what was on February 9. Ms. Gatling responded that it is a workshop on the American Rescue Plan Act federal funds. 10. REQUEST FOR FUTURE AGENDA ITEMS No discussion. 11. ADJOURNMENT There being no further business, Councilmember Hooks moved to adjourn the Council Workshop Meeting of Wednesday, February 2, 2022. Seconded by Councilmember Dodro. The motion was approved (3-0-0).
