1|M I N U T E S O F T H E C O U N C I L S P E C IA L W O R K S H O P M E E T I N G – F E B R U A R Y 8, 2023 CITY OF NEW CARROLLTON MINUTES COUNCIL SPECIAL WORKSHOP MEETING WEDNESDAY, FEBRUARY 8, 2023 The Council Workshop Meeting was held at 7:00 p.m., on Wednesday, February 8, 2023, as a virtual meeting. Attending were Chairperson Cynthia DB Mills; Councilmembers Allyne Hooks; briefly Katrina Dodro, and Briana Urbina; Mayor Phelecia Nembhard; Chief David G. Rice; Finance Director Lorna Grant-Charles; Information Technology Administrator Andrew Facey; Araceli Guzman-Benitez, City Clerk; (Councilmember Lashley was absent). 1. CALL TO ORDER Chairperson Mills called the Special Workshop meeting to order at 7:00 pm. 2. BUDGET FISCAL YEAR 2024: PUBLIC WORKS Chairperson Mills presented the topic. City Clerk Araceli clarified that in fact this is a Council Special Workshop Meeting for Wednesday, February 8, 2023 Chairperson Mills announced that Councilmembers Dodro and Urbina left the meeting, and that Mr. Lashley was not present, but will be able to discuss the topic. Chairperson Mills went over the budget items for the Department of Public Works for FY2024. Ms. Grant-Charles, Finance Director explain the items listed on the topic. Chairperson Mills asked for the next date to discuss the FY2024 budget. 3. PUBLIC COMMENT – (RESIDENTS’ CONCERNS, AUDIENCE PARTICIPATION AND PHONE CALLS) WHEN ADDRESSING THE COUNCIL PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD Chairperson Mills invited the public to provide comments or questions about the Budget Fiscal Year 2024: Public Works. Resident 8001 Legation Road- Laura Urbina: She clarified that there was a meeting without a quorum and therefore not legal per the Charter. 4. ADJOURNMENT Chairperson Mills call the adjournment. There being no further business, Chairperson Mills moved the motion to adjourn the Council Special Workshop Meeting for Wednesday, February 8, 2023. Councilmember Hooks seconded the motion. Chairperson Mills closed the meeting at 7:12 pm. The meeting ended at 7:12 pm.
