1| MINUTES OF THE COUNCIL SPECIAL LEGISLATIVE MEETING –
OCTOBER 19, 2023
CITY OF NEW CARROLLTON MINUTES
The meeting was called to order at 7:00 p.m. via Zoom, virtual. In attendance were
Councilmembers Briana Urbina, David Lai, Duane Rosenberg, Ryan Hussey and Lincoln Lashley;
Also present were Mayor Katrina Dodro, City Administrative Officer Jenese Jones Oden, Interim
CAO Joseph Nagro, Finance Director Lorna Grant-Charles, Major Marc Butler, IT Director
Andrew Facey and City Clerk Araceli Guzman-Benitez.
1. ADOPTION OF THE AGENDA AS PRESENTED
Motion: Councilmember Lai made a motion to adopt the agenda as presented. Councilmember
Hussey seconded the motion. The motion passed (5-0-0).
2. EMERGENCY ORDINANCE 24-03 BUDGET AMENDMENT NO. ONE: TO AMEND
ORDINANCE 23-02 CURRENT EXPENSE BUDGET FOR FY2024.
Motion: Councilmember Lai moved that the City of New Carrollton City Council approve the
Emergency Ordinance 24-03 Budget Amendment No. One: To Amend Ordinance 23-02
Current Expense Budget for FY2024– An Emergency Budget of the City Council of New
Carrollton Amending the Adopted Budget for the Fiscal Year Beginning July 1, 2023 and
Ending June 30, 2024 as Embodied in Ordinance 23-02 to Reflect the Receipt of
Additional/Other Revenues, and to Adjust Various Expenditures.
The topic was table briefly.
There was a discussion. The Councilmembers voiced their concerns and provided input about
the budget amendment.
Motion: To have a budget amendment to finance $52,000., for the installation of seven raised
crosswalks and handicap ramps from the budget line item Public Safety Speed-Cameras.
Councilmember Lashley seconded the motion. The motion passed unanimously (5-0-0).
Motion: To create a second budget amendment taking $65,000., out of what was budgeted for
patrol cars and moving that to the parking enforcement vehicles. Councilmember Hussey
seconded the motion. The motion passed unanimously (5-0-0).
3. CONTRACT: ECONOMIC DEVELOPMENT AND OTHER SERVICES WITH G.S.
PROCTOR & ASSOCIATES OR LA PEREZ CONSULTING, LLC
Chair Urbina called for a vote to approve LA Perez Consulting, LLC. The vote was (2-3-0).
Chair Urbina called for a vote to approve G.S. Proctor & Associates. The vote was (3-2-0).
Motion: Chair Urbina moved that the City of New Carrollton City Council approve the
contract with G.S. Proctor & Associates on Economic Development and other Services.
Councilmember Lai seconded the motion. The motion passed unanimously (5-0-0).

There was a discussion. The Councilmembers and the Administration shared input from a
previous meeting about the presentations of both of the consulting firms.
4. RAISED CROSSWALKS PROJECT
The Public Works Department is seeking approval from the City Council to authorize the
Mayor to sign off and proceed with the installation of seven raised crosswalks in the following
locations: 85th Ave near Longfellow Street, Westbrook Drive at the Bicentennial Hill
pedestrian bridge, Carrollton Parkway at Quentin Street pedestrian bridge, and Carrollton
Parkway at Farmcrest Drive.
Motion: Councilmember Lai move that the City of New Carrollton City Council approve the
Mayor to sign off and to proceed with the installation of seven raised crosswalks in the
following locations: 85th Ave near Longfellow Street, Westbrook Drive at the Bicentennial
Hill pedestrian bridge, Carrollton Parkway at Quentin Street pedestrian bridge, and Carrollton
Parkway at Farmcrest Drive. Councilmember Lashley seconded the motion. The motion
passed unanimously (5-0-0).
5. MOTION TO ADJOURN
Councilmember Rosenberg moved to adjourn the meeting. Councilmember Lai seconded the
motion. The motion passed unanimously (5-0-0).
The meeting adjourned at 8:33 p.m.
