1| MINUTES OF THE COUNCIL LEGISLATIVE MEETING – JUNE 19, 2024 CITY OF NEW CARROLLTON MINUTES Called to order at 7:17 p.m. Via Zoom. In attendance were Councilmembers Briana Urbina, Duane Rosenberg, Lincoln Lashley, David Lai and Ryan Hussey. Also present were Mayor Katrina Dodro, IT Director Andrew Facey and Araceli Guzman-Benitez. Chairperson Urbina moved to table the meeting for Wednesday, June 19, 2024 and resume on Thursday, June 20, 2024, due to the holiday and not everyone being able to participate. Councilmember Lashley seconded. The motion passed unanimously 5-0-0. 1. Ordinance 24-12: An Ordinance of the Mayor and Council of the City of New Carrollton Granting a Renewal of the Cable Franchise to Comcast of Maryland, LLC and Authorizing a Franchise Agreement. (First Reading). (______________). NEW BUSINESS 2. Department of Public Works Recycling contract with GCI, Residential, Inc. ______ Motion: I move that the City Council of the City of New Carrollton approve the Department of Public Works Recycling contract with GCI Residential, Inc. As proposed on June 18, 2024. (______________). 3. Consent Agenda – Items on the Consent Agenda are presented for approval through a single motion. I move that the City Council of the City of New Carrollton: a. Approve re-appointment of: Charles Davis and Petal Sampson to the City of New Motion Carrollton Board of Elections for a two-year term that will end on June 30, 2026, By: as stated in the City of New Carrollton Charter Section C-5 Board of Elections. 2: nd Vote: _________ b. Approve Resolution 24-05 Creating a Parents and Caregivers Committee. c. Approve Resolution 24-06 Promoting Ceasefire in Gaza. d. Approve the Council Workshop- Special Legislative Meeting Minutes (April 3, 2024). Council and Mayor Retreat Meeting Minutes (April 4, 2024). Council and Mayor Retreat Meeting Minutes (April 11, 2024). Council Workshop Meeting Minutes (April 15, 2024). Council Workshop-Legislative Meeting Minutes (April 17, 2024). f. Approve the contract with VHB Company for Civil Engineering Services in support of the Andrew C. Hanko Building addition and modernization project. The services fee of $49,170.00. g. Approve a resolution in support of partnering with the Planning Assistance to Municipalities and Communities (PAMC). h. Approve the Department of Public Works to proceed with the contract paving of Lamont Drive, with VMP Construction Co, Inc., in the amount of $292,762.50. The paving will be funded through the ARPA budget line item Street Paving and Sidewalk Repairs. 4. Motion to Adjourn Chairperson Urbina ended the meeting at 7:19 pm.
