CITY OF NEW CARROLLTON MINUTES COUNCIL WORKSHOP MEETING MONDAY, SEPTEMBER 16, 2024 7:33 p.m. – 9:09 p.m. PRESENT: Chair Briana Urbina, Councilmembers Lincoln Lashley, Duane Rosenberg, Ryan Hussey (appearing virtually), David Lai, Chief of Police, David Rice, Director of Public Works, Andre Triplett, City Clerk, Ashli Pressey, City Administrator Maisha Williams, City Attorney, Jason Deloach and Mayor Katrina Dodro. ABSENT: Chair Briana Urbina opened the meeting at 7:33 p.m. PUBLIC COMMENTS: None ANNOUNCEMENTS Chair Briana Urbina, Mayor Katrina Dodro, and council members David Lai, Lincoln Lashley, and Duane Rosenberg made announcements. SPECIAL ANNOUNCEMENT. Condolences to the family of John Schaffer Sr. A beloved councilmember and diligent servant to the City of New Carrollton. QUESTIONS BASED UPON ANNOUNCEMENTS City Attorney, Jason Deloach asked what the retreat with MML was about/for. Council Chair Urbina informed the retreat is for team building and educational purposes on municipal government roles. City Attorney Deloach suggested a compromise on if/ when to open and close the retreat. Council is open to the suggestion provided by the city attorney. Will confirm with Tom Reynolds about closing the first 2.5 hours of the retreat. PUBLIC HEARING AND DISCUSSION Reports from Mayor and Department Heads: Police Department: Thanked everyone for going on the Safe Streets for All walk. Pet Fest was a success. Also received information for improvements for the next time they run the event. Since the event ran over and subsequently ended at 4pm, they are going to run the event again and honor those who could not be serviced. Friends meeting was held prior to the pet fest and has grown to 15 attendees. Department of Public Works: Street paving RFP has been posted. Opening and evaluating RFPs on September 27, 2024. CPJ actively working on fuel tanks projects and most likely will post an RFP for this project. Firs half of sidewalk repair is complete. Powhatan Bridge concept plan has been signed off on and RFP is under construction. Administration Report: Four City Manager’s plan to get together monthly. Currently interviewing for Purchasing Manager. Staff and City Administrator, Maisha Williams, currently working on Open Gov presentation. City Administrator, Maisha Williams, will be in Pittsburg for ICMA training. Budget Amendments will be presented beginning in October. Mayor: Updates on Community Day, activities being offered, and registration requirements. Gave updates on senior Friday’s and programming that is offered. Announced administration monthly trainings being changed from Thursday to Wednesday. Questions and Comments from Council Regarding Administration report. Council chair Urbina, councilmembers Lashley, Lai, and Rosenberg made comments on the Monthly bills from administration report and police department announcements. Parking Study Proposals Two proposals one from Industrial and another Wells & Associates. Proposals for parking came from PAMD recommendation from working with these two companies who have done traffic surveys for other municipalities. Mayor states we can move immediately into contract if the council approves of either company proposals. Council Chair Urbina informs Mayor Dodro there was a resolution passed requesting an RFP is issued specifically for parking in July. Mayor and Administration stated research for the resolution requesting an RFP would be done to ensure if one would need to be created and if not, then to issue the RFP if resolution is already in place. Council Chair Urbina requested data regarding home owners, rental properties, car registration and etc. to assist with understanding the parking issue in the city. Chief of Police, David Rice, informed council he will update the information the council is requesting and informed council some of the information comes from a vendor and isn’t always easy to access. Council agreed they are not ready to move forward with the parking study until further notice. Hispanic Heritage Month Proclamation Council Chair Urbina read the proclamation for Hispanic Heritage Month. All council and the mayor signed the proclamation Four Cities Meeting Agenda Items Want to discuss street sweeping and what can be done to improve the schedule and how it gets done. Director of Public Works informed council he would look into some of the information regarding street sweeping prior to the Four Cities Meeting, Construction permits. Councilmember Rosenberg is curious as to how other cities handle certain construction permits. Language access: RFP for shared in person interpreter for public events. PUBLIC COMMENTS No public comments ADJOURN: A motion was made by Councilmember Lai and seconded by Councilmember Lashley to adjourn the workshop meeting, and with a vote of 5-0, the meeting was adjourned at 9:09 p.m. to move into a closed meeting.
