MINUTES OF CITY COUNCIL WORKSHOP MEETING
CITY OF NEW CARROLLTON
JANUARY 2, 2025
Present were Council Members Briana Urbina, Lincoln Lashley, David Lai and Duane H. Rosenberg;
Mayor Katrina R. Dodro, Administrative Officer Maisha Williams, and City Clerk Ashli Pressey.
I. Call to Order
The Council Workshop meeting was called to order at 6:42 p.m. by Council Chair Urbina in the
Municipal Center, Room 230.
II. Closed Session
Council Urbina moved that the Council of the City of New Carrollton adjourn into a Closed Meeting, in
accordance with the General Provisions Article of the Annotated Code of Maryland, §3-305 (b) (9). To
conduct collective bargaining negotiations or consider matters that relate to the negotiations. Council
Chair Urbina moved to adjourn the Closed Session at 7:17 pm. The motion was seconded by David Lai.
The Council voted unanimously to close the session (4-0-0).
III. Call to Order
The meeting was called to order at 7:43 pm by Council Chair Urbina.
IV. Public Comments
A member of the public expressed concerns about increasing taxes and the City's growth. The resident
asked for clarification on several agenda items. The resident also asked about the potential cost and
revenue associated with parking and Safe Streets initiatives.
V. Council Announcements
Council Chair Urbina asked if any of the Councilmembers had announcements. Councilmembers Urbina,
Lashley, Rosenberg, & Lai made announcements:
● The councilmembers made announcements including upcoming events and programs, and a call
for volunteers for public beautification projects.
● Additionally there was an announcement about free tax preparation services and a second chance
expungement clinic on February 15th.
VI. VHB Discussion On Next Steps
The Council discussed the VHB presentation from the previous meeting, focusing on the different options
for the building's future. Concerns were raised about the financial feasibility of repairing the existing
building. Option four, which involves demolishing the building and constructing a new one, was favored
by the Council. They discussed potential funding sources, including $250,000 received from the state and
using ARPA money against a bond. The Council authorized Mayor Dodro to proceed with exploring
funding options and moving forward with option four.
VII. Safe Streets and Parking Study Presentation Discussion
The Council discussed reports from various vendors regarding parking and safe streets solutions.
Councilmembers expressed interest in hearing presentations from Endesco Inc, Walker, Brudis, and Toole
Design. The Council decided to invite two vendors for parking and two vendors for safe streets to give
presentations. Councilmembers will submit questions for the vendors by January 8th.
VIII. Staff Analysis and City Manager RFP Update
The Council reviewed a report from the HR Director and requested more detailed information on the
organizational chart, job descriptions, duties, salary and step grids. The Council discussed the need to
align the city's staffing structure with its current and future needs.
IX. Motion to Adjourn
Councilmember Lai moved to Adjourn the Council Workshop Meeting. Councilmember Lashley
seconded the motion. The motion passed unanimously (4-0-0).
The meeting was adjourned at 8:44 p.m.
