MINUTES OF CITY COUNCIL WORKSHOP MEETING
CITY OF NEW CARROLLTON
JANUARY 15, 2025
Present were Councilmembers Briana Urbina, Lincoln Lashley, David Lai, and Duane H. Rosenberg;
Mayor Katrina R. Dodro, Administrative Officer Maisha Williams, Chief of Police Col. David G. Rice,
and City Clerk Ashli Pressey.
I. Call to Order & Pledge of Allegiance
The Council Workshop meeting was called to order at 7:00 p.m. by Council Chair Urbina in the
Municipal Center, Room 230. The pledge of allegiance was recited.
II. Public Comments
The following members of the public made comment:
● Phelecia Nembhard made an inquiry regarding the replacement of trees on 85th Avenue.
● Ms. McClair commented on the Boys and Girls Club program and suggested a town hall format
for public hearings.
III. Legation Rd Solar Panel Project
Paperwork regarding the scope and specs for the Legation Rd Solar Panel project was presented for
review.
IV. Resolution 25-12 Early Voting Dates & Times
The Council discussed changes to early voting dates, with early voting now scheduled for one date, April
26th and Candidate's Night moved to April 22nd.
V. Resolution 25-13 Set the Date & Time of the City of New Carrollton 2025 General Election
Election Day remained on May 5th.
VI. Carmax Car Purchase Discussion
The Council discussed the possibility of purchasing used cars from CarMax for city use, with
considerations for local businesses and competitive bidding.
VII. Discussion of Public Hearing Date
The Council decided to hold a public hearing on charter revisions on April 2nd, to be tacked on to the
budget public hearing.
VIII. Reports of the Mayor and Department Heads:
The Police Department and Administration presented their monthly reports.
IX. Motion to Adjourn:
Councilmember David Lai moved to Adjourn the Council Workshop and move into the Council
Legislative Meeting, Councilmember Lashley seconded the motion. The motion was passed unanimously
(4-0-0).
The meeting was adjourned at 8:09 p.m.

Present were Councilmembers Briana Urbina, Lincoln Lashley, David Lai, and Duane H. Rosenberg;
Mayor Katrina R. Dodro, Administrative Officer Maisha Williams, Chief of Police Col. David G. Rice,
and City Clerk Ashli Pressey.
I. Call to Order
The Council Legislative meeting was called to order at 8:09 p.m. by Council Chair Urbina in the
Municipal Center, Room 230.
II. December Meeting Minutes
Council Chair Urbina moved to table the approval of the December meeting minutes due to discrepancies.
Councilmember Rosenberg seconded the motion. The motion passed unanimously (Vote 4-0-0).
III. Consent Agenda
Councilmember Lai moved to add the approval of the DPW appointee candidate. Councilmember Lashley
seconded the motion.
Councilmember Rosenberg moved to amend the motion to add wording that the council vote on advice
and consent for the applicant for the Public Works Director. The motion was seconded by Councilmember
Lincoln Lashley . The amended movement was approved unanimously. (4-0-0).
Council Chair Urbina motioned to vote on all Consent Agenda Items. The motion was seconded by
Councilmember David Lai. The following items were unanimously approved in a single motion (4-0-0):
● Approve 6002 Westbrook Street Solar Panel Project Solar Panel Home Improvement Project
● Approve 8305 Stanwood Street Solar Panel Project
● Approve 8103 Legation Road Solar Panel Project
● Approve applicant for DPW Director
IX. Motion to Adjourn:
Councilmember David Lai motioned to adjourn the Council Legislative meeting. The motion was
seconded by Councilmember Lincoln Lashley. The motion was approved unanimously (4-0-0).
The meeting was adjourned at 8:13 p.m.
