MINUTES OF CITY COUNCIL WORKSHOP MEETING CITY OF NEW CARROLLTON MARCH 19, 2025 Present were Council Members Briana Urbina, Lincoln Lashley, David Lai and Duane H. Rosenberg; Mayor Katrina R. Dodro, Administrative Officer Maisha Williams, Police Chief David Rice (Virtual) and Community Engagement Officer Araceli Guzman, and City Clerk Kaitlyn Schisler; City Attorney Jason DeLoach (Virtual) I. Call to Order The meeting was called to order at 7:08 p.m. by Council Chair Urbina in the Municipal Center, Room 230. II. Pledge of Allegiance Councilmember Lai led the pledge of allegiance. III. Closed Meeting Council Chair Urbina moved that the City Council of the City of New Carrollton adjourn into a Closed Meeting, in accordance with the General Provisions Article of the Annotated Code of Maryland, §3-305 (b) (7). “To consult with counsel to obtain legal advice”. Councilmember Lai seconded the motion. The motion passed unanimously (4-0-0). Councilmember Lai moved that the City Council adjourn the closed meeting and return to open session at 7:21. Councilmember Rosenberg seconded the motion. The motion passed unanimously (4-0-0). IV. Public Comments The following members of the public made comment: ●​ Cynthia Mills asked questions about the possibility of a Charter Review Board and community engagement in charter changes. V. Council Announcements Mayor Dodro and Councilmembers Rosenbert, Lasley, Lai and Urbina made comments regarding community and City events. VI. Announcement from Congressman Glenn Ivey’s Office A member of Congressman Glenn Ivey’s Office was slated to make an announcement about grants and funding but was unable to attend the meeting. VII. Ordinance 25-15 An Ordinance Removing Council Approval for Private Home Repairs and Construction The Council had a reading of the updated language of Ordinance 25-15. VIII. Ordinance 25-14 An Ordinance Establishing Restrictions on the Posting of Political & Campaign Signs The Council had a reading of the language of Ordinance 25-14. Council Chair moved to amend the legislation to place a period after the word code enforcement, cross out who and add in “the board of elections shall send a letter to the candidate within three business days of removal informing the candidate of the reason(s) the sign(s) was removed.” The motion passed unanimously (4-0-0). IX. Code Enforcement Legislation The council discussed proposed changes to the City Code. They discussed potentially striking certain sections of the code which could be handled by human resources personnel manuals, state legislation. The proposed changes and strikes will be sent to City Attorney Jason DeLoach for legal review. X. Review Contract from Endesco-RFP Parking Consultant The Council reviewed the contract from Endesco for a parking consultant and clarified some language in the contract with City Attorney Jason DeLoach. Council Chair Urbina moved to remove item H from the consent agenda. Councilmember Lai seconded the motion. The motion passed unanimously (4-0-0). XI. Motion to Adjourn Councilmember Lai moved for the adjournment of the Council Workshop meeting and move into the Legislative Meeting. Councilmember Lashley seconded the motion. The motion passed unanimously (4-0-0). Rosenberg; Mayor Katrina R. Dodro, Administrative Officer Maisha Williams, Community Engagement Officer Araceli Guzman, and City Clerk Kaitlyn Schisler; City Attorney Jason DeLoach. I. Call to Order The meeting was called to order at 8:42 p.m. by Council Chair Urbina in the Municipal Center, Room 230. II. Non-Consent Agenda ● Resolution 25-17 Establishing Addition Qualified Voters for 2025 Council Chair Urbina moved that the City Council of the City of New Carrollton approve Resolution 25-17, a resolution of the City of New Carrollton establishing additional qualified voters for municipal election 2025 in New Carrollton. Councilmember Lai seconded the motion. The motion passed (3-1-0). ● Resolution 25-21 A Resolution approving Advisory Questions They discussed Resolution 25-21 and made modifications to remove references to Council terms and fix the legislation wording throughout to reflect that there is only one advisory question. Council Chair Urbina moved that the City Council of the City of New Carrollton approve Resolution 25-2, a resolution of the Mayor and City Council of the City of New Carrollton approving an advisory question to be placed on the ballot for the 2025 Municipal Election as  modified during the discussion at the March 19, 2025 Legislative meeting. The motion was seconded by Councilmember Lashley, The motion passed (3-1-0). ● Contract from Endesco RFP Parking Consultant Council Chair Urbina moved to approve the contract for $53,700 for a parking consultant to provide recommendations for parking policies and programs for the City upon assurances from Endesco that we will be billed monthly for the tasks performed each month. The motion was seconded by Councilmember Lashley. The motion passed unanimously (4-0-0). III. Consent Agenda Council Chair Urbina moved to approve the Consent Agenda items listed herein as items a-g and i-k. Councilmember David Lai seconded the motion. The following items were unanimously approved in a single motion (4-0-0): ● A. Approve the Council Workshop Meeting Minutes (January 2, 2025), Council Workshop Meeting Minutes (January 13, 2025), Council Legislative Meeting Minutes (January 15, 2025). ● B. Approve the Council Workshop Meeting Minutes (February 5, 2025), Council Workshop Meeting Minutes (February 18, 2025), Council Legislative Meeting Minutes (February 19, 2025). ● C. Approval of Solar project 6000 85th Ave. to process permit. ● D. Police Legislation for Automated Enforcement Programs ○ Ordinance 25-12 An Ordinance Authorizing the Implementation of Automated Stop Sign Enforcement Program ○ Resolution 25-15 Resolution Establishing School Zones ○ Resolution 25-16 Resolution Combining All Automated Enforcement Programs Into a Unified Initiative ● E. Resolution 25-18: Amending the Welcome Committee ● F. Ordinance 25-13 An Ordinance to Amend Chapter 12, Code of Ethics 12-5 of the City Code ● G. Ordinance 25-15 An Ordinance Removing Council Approval for Private Home Repairs and Construction. ● I. Award RFP-NC-2025-11 City Hall Multi-Purpose Room HVAC System Replacement to Alliance Trade Services for $77,900. ● J. Ordinance 25-14 Ordinance Establishing Restrictions on the Posting of Political and Campaign Signs. ● K. Approval of construction project for 6405 Inlet Street, to process permit. IV. Motion to Adjourn Councilmember David Lai moved to adjourn the meeting. Councilmember Lashley seconded the motion.
