Common Council

The Common Council for the City of New Lisbon met in regular session on Monday, October 21st, 2024 at 7:00 PM in the New Lisbon Community room with the following members present: Mayor Mark Toelle, Alderperson Marv Newlun, Ken Southworth, and Sheldon LaBudda. Morgan Reichhoff was absent. Also present: Director of Public Works Nick Wyss, City Clerk/Treasurer Lisa Vinz/Jen Pedersen, and Fire Chief Joe Willard. A motion was made by Newlun, second by LaBudda, to approve the City of New Lisbon minutes from September 16, 2024 and October 17, 2024. With a voice vote, all members present voted “aye.” Motion carried. During public comments, Kathie Means voiced opposition to the construction of the new Police Facility. A motion was made by LaBudda, and second by Newlun, to approve Resolution 1021-24-01, authorizing the issuance and sale of $1,310,000 General Obligation Promissory Note, Series 2024A to RW Baird with a True Interest Cost of 4.121%, which is $48,123 lower than the presale estimates. With a roll call vote, LaBudda, Newlun, and Southworth voted “aye.” Motion carried. Alysha Basel, Community Health Educator for Juneau County Health Department, presented on how local municipalities can foster best practice policies in protecting youth from commercial tobacco through smoke free air, zoning regulations, and licensing considerations. A motion by Newlun, second by LaBudda, was made to approve Ordinance 0916-24-01, amending current Ordinance 1-4 to increase the amounts under the general penalty. With a roll call vote, LaBudda, Newlun, and Southworth voted “aye.” Motion carried. A discussion relating to updating the Ordinance for Riverside Park and Campground Usage was introduced. Further action will be decided at a later date. A motion to approve the purchase of a new Air Conditioner for the Community Room by Bill’s Heating & A/C was made by Newlun, and second by Southworth. With a roll call vote, LaBudda, Newlun, and Southworth voted “aye.” Motion carried. A motion by LaBudda, second by Southworth, was made to accept the resignation of Riverside Campground Park Hosts. Parking and Wa Du Shuda issues will be discussed further after the start of the year. With a voice vote of 3-0, motion carried. Due to several issues with a seasonal site camper, a motion by Newlun and second by LaBudda, was made for nonrenewal for Site 4 in the 2025 season. With a voice vote of 3-0, motion carried. Site 8 was also discussed due to missing site and utility payments. If payment is not received in 10 days, the seasonal site may be subject to nonrenewal. A motion by Southworth, second by Newlun, was made to approve the flat roof of the New Lisbon Police Station from TPO to EPDM with a cost savings of $15,000. With a roll call vote, LaBudda, Newlun, and Southworth voted “aye.” Motion carried. Further discussions may occur regarding a steel alternative and stubbing in for an underground sprinkler system. A motion by LaBudda, second by Newlun, was made to set the 2025 General Fund Budget Public Hearing for November 18, 2024 at 7:00 PM. With a voice vote of 3-0, motion carried. Council members asked the City Clerk to rework the budget for a 4% employee wage increase for all departments. Colleen Woggon, Andy Hare, and Brian Taylor were approved as members of the Wa Du Shuda Committee with a motion made by Newlun and second by LaBudda. All members voted “aye” with a voice vote. Motion carried. Nick Wyss, Director of Public Works, stated that the hydrants will be flushed the first part of November. The pavement design for West Bridge Street project has been completed. Excavation of the New Lisbon Police Facility should begin this week. City Clerk/Treasurer Lisa Vinz/Jen Pedersen discussed preparing for the General Election and 2025 budgets. They updated the Council of a Conditional Use Application for outdoor shipping container sales and rentals. Mayor Mark Toelle stated there were five developers on the Juneau County Developers Tour on October 17, 2024. Alderperson Ken Southworth raised concerns within the community and praised Pleasant Valley for the recent purchases of new trailers in New Lisbon Estates West. Alderperson Marv Newlun reviewed the PFC budgets and reported that the First Responders approved the hiring of Amy Wonderly. Alderperson Sheldon LaBudda reported the need to replace two of the generators in the near future. A motion by Newlun, second by LaBudda, was made to approve the authorization payment of $43,353.35 in monthly invoices. With a roll call vote, LaBudda, Newlun, and Southworth voted “aye.” Motion carried. Newlun made a motion, Southworth second, to adjourn at 8:50 P.M.
