CITY OF NEW MEADOWS CITY COUNCIL MEETING MINUTES HELD MONDAY, NOVEMBER 10TH, 2025 AT 6:30 PM CITY COUNCIL CHAMBERS, 101 S. COMMERCIAL STREET, NEW MEADOWS ID 83654 Roll Call/Pledge of Allegiance Present at City Hall were Mayor Julie Good, Council Members Traci Foster, Jeff Parnett and Shiloh Ryker. City Attorney Richard Stubbs, Sierra Christie, & Jessica Lillehaug were present via Zoom. Staff present at City Hall were Sonya Brodhecker & Kyla Gardner Public present were Andy Brodhecker & Samantha Buys. Mayor Good opened the meeting at 6:30 P.M. followed by roll call & The Pledge of Allegiance. Public Input There was no public input. Reports Mayors Report Mayor Good presented her Mayor’s report to the Council. Staff Reports All reports were presented to City Council with the exception of Hunter Brown’s. There were no questions. Discussion Items Four -Way Stop Cost Estimate Quote for 4 way stops on North & South Heigho is around $1000.00 if City of McCall donates the posts for the signs. City Council members all agreed on going forward with this project. Assistance for Furloughed Employees and SNAP Benefits Recipients Mayor Good wanted to make it possible that if there were any Gift cards or other items available for the Furloughed Employees that the City Hall could be a location with the Food Bank not being open enough for ongoing accessibility. She will give more information as it becomes available. Action Items City Surplus Bid Award For Freezer The City Surplus Bid for the freezer had three bids =- one for $630.00, and one for $3100.00 and the last for $4000.00  Foster move to approve the Bid of $4000.00 from Craig Young for the Industrial Park Freezer. City Council Member Parnett seconded the motion. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. COMMERCIAL STREET, NEW MEADOWS ID 83654 MOU with Ignite Idaho Ryker made a disclosure that she was employed by Ignite Idaho but there would be no economic or other benefits to her, personally, if the City approves the MOU with Ignite Idaho. Mayor Good spoke with the City Attorney & due to the fact that we only have 3 City Council members, with Ryker being one of them, as long as the other two Council members had no problems with it, Ryker would not have to recuse herself from voting on the MOU.  Council Member Foster moved to approve of the MOU with Ignite Idaho. City Council. Member Parnett seconded the motion. Roll Call Ryker-Yes, Parnett-Yes, Foster-Yes. Motion carried. The New Meadows Youth Center Rental Agreement  Council Member Ryker Moved to approve The New Meadows Youth Center Rental Agreement with following parameters - no access to the daycare/preschool section of the building, cleaning deposit of $100.00 and 50% discount to non-profit with kitchen rental at $10.00 per hour. Member Foster seconded the motion. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Approval of Mission Statement for The New Meadows Youth Center  Council Member Parnett moved to approve the Mission Statement for the New Meadows Youth Center. Member Ryker seconded the motion. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Resolution TBD-2025 City Of New Meadows Personnel Policy Tabled until a future meeting. Approval to Cancel the November 24 & December 22 City Council Meeting  Council Member Foster moved to approve to cancel the November 24, 2025 and December 22, 2025 New Meadows City Council meetings. Council Member Parnett seconded the motion. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Approval of November 4th 2025 Canvassed Election Results The November 4th 2025 Canvassed Election Results have been approved by the county and they were read out loud by Kyla Gardner. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Council Member Ryker moved to go into Executive Session in accordance with Idaho Code 74- 206 (f) To Communicate with Legal Counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but are imminently likely to be litigated. Foster seconded the motion. Roll call vote – Ryker-Yes, Parnett – Yes, and Foster – Yes. Council Members & Mayor Good went into Executive session at 7:00 PM Council members and Mayor Good returned from Executive session at 7:25 PM. Roll Call: Mayor and all City Council members were present. Decision Regarding Legal Action  Council Member Ryker moved to grant authorization, if needed, for an emergency contractor to be hired to remedy the issues of concern at the Meadows subdivision if the subdivision contractor does not remedy the problem by the due date. Council Member Parnett seconded the motion. Roll Call Ryker-Yes, Parnett-Yes, Foster-Yes. Motion carried. Consent Agenda The Consent Agenda included Paid & Pending Claims, October 2025 Payroll & September 29, 2025 Meeting Minutes.  Council Member Foster moved to approve the Consent Agenda; Council Member Ryker seconded the motion. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried.
