CITY OF NEW MEADOWS CITY COUNCIL MEETING MINUTES HELD MONDAY, JANUARY 26, 2026 AT 6:30 P.M. IN CITY COUNCIL CHAMBERS, 101 Commercial Avenue, NEW MEADOWS, ID 83654 Welcome / Roll Call / Pledge of Allegiance Present at City Hall were Council Members Jeff Parnett, Traci Foster and Mayor Julie Good. Council Member Shiloh Ryker was present via Zoom. Present via Zoom were Sandy Schiffman, Traci Peterson, and Kim Dalrymple. Staff present at City Hall were Kyla Gardner and Sonya Brodhecker. Also present via Zoom was City Attorney Dick Stubbs. Public present at City Hall were Philip Good, Rachel Reynaga, and Doug and Nikki Buys. Mayor Good opened the meeting at 6:30 P.M. and led the Pledge of Allegiance. City Clerk Gardner read the City Mission Statement. Reports Mayor’s Report Mayor Good presented her Mayor’s report to the Council. DISCUSSION ITEMS MOU with MVRFD Mayor Good thanked the Meadows Valley Fire Department for getting back with the City so quickly with a new draft of the proposed MOU. Mayor Good addressed several areas of concern and requests for clarification on sections of the MOU. It was agreed that the City could not enforce the fee schedule of the Fire Department, but those fees can be shared by the City to those to whom it applies. Foster said the Fire Department did a great job going through the MOU and making the necessary changes. Ryker agreed and said that she had a lot of the same questions that Mayor Good covered for clarity. Mayor Good also said that it looks like to her like City Staff will forward every building permit for habitable living to the Fire dept. Mayor Good said if the Fire Department is okay with the proposed changes and returns an updated copy of the MOU to the City, we can put it on the next agenda to approve. Action Items Approval for Michael Lee to Start IRWA Mentor/Training Program  Council Member Parnett moved to approve Michael Lee starting the IRWA Mentor Training; seconded by Council Member Foster. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Appointment of City of New Meadows Representative for Meadows Valley School  Council Member Foster moved to appoint Jeff Parnett as the City of New Meadows Representative for Meadows Valley School; seconded by Council Member Ryker. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried.  Appointment of City of New Meadows Representative for VCORP  Council Member Parnett moved to appoint Shiloh Ryker as the City of New Meadows VCORP Representative; seconded by Council Member Foster. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Approval for Michael Lee to Attend IRWA Spring Conf. April 1-3  Council Member Foster moved to approve that Michael Lee can attend the IRWA Spring Conference April 1-3 seconded by Council Member Parnett. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Approval of RFP Proposal for City Attorney Three Proposals have been received. Chris Yorgason is the first choice. City Council agreed to add as Action item to approve appointment at the next meeting. The Mayor will invite Chris Yorgason to the next City Council meeting. MOU With Adams County  Council Member Parnett moved to approve the MOU with Adams County; seconded by Council Member Foster. Roll Call Foster– yes, Parnett-yes, Ryker-yes. Motion carried. Approval to Place Old City Hall Building for Sale with Minimum Price & Set Public Hearing date Kyla Gardner read allowed the correct process for selling property owned by the City per Idaho Code Title 50 Chapter 14 Page 2 of 4 SB  CITY OF NEW MEADOWS CITY COUNCIL MEETING MINUTES HELD MONDAY, JANUARY 26, 2026 AT 6:30 P.M. IN CITY COUNCIL CHAMBERS, 101 Commercial Avenue, NEW MEADOWS, ID 83654 The first step is to approve placing the Old City Hall for Sale and then declare a minimum price for Sale with a Public Hearing.  Council Member Foster moved to approve selling Old City Hall Building located at 401 Virginia Street New Meadows Idaho at public auction with the minimum bid of $249,000.00. A Public Hearing will be held on Monday March 16th 2026 at the new City Hall on 101 S. Commercial Ave; Council Member Parnett seconded the motion. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried. Executive Session in accordance with 74—206 (a:) to consider hiring a public officer, employee, staff member or individual agent, wherein the respective Qualities of individuals are to be evaluated in order to fill a particular vacancy or need and 74-206 (f) to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated.  Council Member Foster made motion to go into Executive Session in accordance with 74—206 (a:) to consider hiring a public officer, employee, staff member or individual agent, wherein the respective Qualities of individuals are to be evaluated in order to fill a particular vacancy or need and 74-206 (f) to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated. Council Member Parnett seconded the motion. Roll Call Ryker-yes, Parnett-yes & Foster-yes. Motion Carried. Council Members & Mayor Good went into executive session at 7:14 PM Council Members and Mayor Good returned from Executive session at 7:43 PM. Roll Call Showed Ryker, Parnett, Good & Foster are all present. Industrial Park Tenant Action  Council Member Foster moved to cancel the current unsigned lease dated November 1, 2025 with Salmon River Mobile Vet; seconded by Council Member Parnett. Voice Vote indicated no opposition to the motion with all members signifying yes. Motion carried.
