CITY OF NEW MEADOWS SPECIAL CITY COUNCIL MEETING MINUTES
HELD MONDAY, SEPTEMBER 29TH, 2025, AT 4:00 P.M.
CITY COUNCIL CHAMBERS, 101 SOUTH COMMERCIAL STREET, NEW MEADOWS
Roll Call/Pledge of Allegiance
Present at City Hall were Mayor Julie Good and Council Member Jeff Parnett, Traci Foster.
Shiloh Ryker was present via Zoom.
Jessica Lillahuag and Jones were present via Zoom.
Staff present at City Hall was Kyla Gardner and Sonya Brodhecker
Public present was Philip Good, Doug Buys, Linnea Hall, Tracy & Chris Peterson, Richard Yelton,
Johnny Brown, Jr. and Kirk Kundrick.
Mayor Good opened the meeting at 4:02 P.M. and led the Pledge of Allegiance.
City Clerk Gardner did roll call.
Public Input
There was no public input.
Public hearing
A Public hearing was held for the fiscal year 2024/2025 for The City of New Meadows to re-
open the budget as per state code. Mayor Good explained that this reopening of budget is to
let the public know that more money was spent than on the original budget.
Mayor Good opened the Public hearing at 4:06 P.M.
Public comment from Chris Peterson asking how much in grants will the City receive? Mayor
Good explaining that the City still has $250,000 still to come in and that will come in later Tracy
Peterson asked if $577,000 was the original 1.2 million dollar budget. Mayor Good explained
that when the budget was created, the City did not have the final number for the project but
knew that the grant funds from the state had to be spent within a year. Chris Peterson asked if
any of this would come from the taxpayers? Mayor Good replied that no funds will come from
the tax payors. Tracy Peterson said “So the contract was approved and we spent the money?”
Mayor Good explained that the City Council approved 1.1 Million for the Youth Center with the
understanding that 650,000.00 would come from grants and the rest would have to be raised.
Mayor Good also explained that we are waiting for $250,000.00 but we had to spend it before it
came. Richard Yelton asked how the maintenance of this building will go. Mayor Good
explained that there is a Foundation called the Meadows Valley Early Learning Foundation that
has a lease and memorandum of understanding showing they will be taking care of the utilities

for the building and providing a day care. There is also the ability to rent the youth center out
for Youth events and Mental Health training and crisis counseling. The idea is that the upkeep &
maintenance of this building will come from the use of that building. Richard Yelton also asked
if the city had MOUs in place. Mayor Good explained the City did have some of the MOUs in
place and are still working on some of them also.
Mayor Good closed the public hearing at 4:15 P.M.
Action Items
Appropriations Ordinance TBD-2025
Council Member Foster moved to introduce Ordinance TBD-2025 Appropriations
approving additional monies that are to be spent by the City of New meadows, Idaho in
the sum of $596,912; and suspend the rules requiring three separate readings on three
separate days and ready by title once only. Council Member Parnett seconded the
motion. Roll Call Foster– yes, Ryker – yes, Parnett – yes. Motion Carried.
City Clerk Gardner read the Ordinance by title only.
Council Member Foster moved to approve Ordinance TBD-2025, approving
appropriations amendment for fiscal year 2024-2025 in the amount of $596,912.00
Council Member Parnett seconded the motion. Roll Call Foster– yes, Ryker – yes, Parnett
– yes. Motion Carried.
Executive Session 74-206(a) To consider hiring a public officer, employee, staff member or
individual agent, wherein the respective qualities of individuals are to be evaluated in order to
fill a particular vacancy or need.
Council Member Parnett moved to go into Executive Session 74-206(a) Council
Member Foster seconded the motion. Roll Call Foster– yes, Ryker – yes, Parnett – yes.
Motion Carried.
Executive session began at 4:19P.M. Executive Session ended at 4:33 P.M. Roll Call Ryker –
yes, Parnett – yes Foster – yes, Mayor Good – yes.
