New Philadelphia Airport Commission Meeting Minutes October 11, 2022 Meeting called to order by Don Kennedy at 6:01 P.M. in the city council chambers. Board Members Present: Don Kennedy(Chairman), Councilwoman Aimee May, Councilman Dan Lanzer, John Marsh and Bob Bedard. Excused were Councilman James Seldenright, Alex McCarthy, Josh Limbacher and Brian Marsh. GUESTS: Larry Lowdermilk and Yamini Gowda(Michael Baker Int’l) Red Hvizdox(proAv) arrived at 6:15PM Meeting Minutes: Mr. Bedard had not seen meeting minutes and was provided a copy by Mr. Lowdermilk with time to review. Moved back in agenda. Airport Restaurant Report: Larry Lowdermilk presented the Airport Restaurant Report for September. 1.Airport Restaurant HOOTIE BEAR LTD – IV Sale Dates Gross Sales Check Date Check No Check Amount Aug 1-31, 2022 $64,642.83 9/19/2022 12079 $1,832.94 Motion by Lanzer, seconded by May to approve Airport Restaurant Report. Motion carried. Airport Revenue Update: Larry Lowdermilk Presented: 2.Airport Funds – VI 475 AIRPORT CAPITAL IMP Cash position balance at the end of SEPTEMBER 2022 was $ $40,129.36 Expenditures for SEPTEMBER, 2022. Airport Maintenance -Equipment: Acct 101-2100-3501 09/09/22 $720.53 Simpson Heating & Cooling Replace dual-run capacitor/new wiring BALANCE $6,157.53 Airport Maintenance -Facilities: Acct 101-2100-3502 $ None. Airport Minutes: Agenda Item #2 Motion by Bedard, seconded by Lanzer to approve the Airport Minutes of Sept 13, 2022. Motion Carried Michael Baker International Report: Yamini Gowda Presented: CONSULTANT’S UPDATE • Task Order #08 – Beacon Replacement – Design and CA • Closeout and as-built ALP plans sent to FAA on Sept 16, 2022. • Task Order #09 – Runway Lighting Replacement – Design and CA • 95% ODOT funded project. • Runway closure for construction started on Oct 3, 2022. Contractor has installed majority of light cans and conduit. They are scheduled to start on pavement crossings this week. They’re on track to complete within the allotted project duration of 45 days. • Task Order #11 – Taxiway A Shift Financial Plan • Financial plan sent to FAA on April 7. • Task Order #12 – Taxiway A Design • Grant has been received. • ODOT Matching grant applications due by December 31, 2022. Draft of application sent to City for resolution prep. • Design on going. • Pre-Application for construction will be brought to next month’s meeting. • Miscellaneous • FY2023 Planning meeting with City and FAA held on Sept 30, 2022. Per the FAA’s recommendation the taxi lane to the proposed 14 bay T hangar was separated and added as a new project and the land acquisition project was moved down a few years based on the City’s recommendation. • Draft of updated 5-year ACIP with BIL funding sent to City for review. • Notice of funding opportunity (NOFO) for airport terminal program was issued. Grant application due on Oct 24, 2022. City had applied for this in March 2022, not successful in getting selected. • Invoice(s) – 1. Outstanding Invoices • TO#9 Runway Lighting Repl MBI Invoice #1, $34,000 – submitted to ODOTs Blackcat on May 5, 2022 – paid by ODOT on May 23, 2022 • TO#11 TWY A Financial Plan MBI Invoice #1, $13,500 – submitted to FAAs Delphi on Sept 19, 2022 – paid by FAA on Sept 21, 2022 • Action Item Summary • Request authorization to submit quarterly report to FAA. No signature required. Discussion from Mr. Kennedy as to timing of Grants and design/build/construction start to Yamini. As this was pushed back from 2022 by the FAA into 2023 it apprears we would not start construction until Sept/Oct 2023 at the earliest. Mr. Kennedy emphasized to Yamini to get this process started so as to not push it back into 2024 if possible. Funding is usually not authorized until Sept each year but came come out as early as July and Mr. Kennedy would like to see if we could push this forward as early as possible. Yamini agreed to look into this request. There was some discussion by the committee on the NOFO for airport terminals. It would be nice to get a chunk of monies like Newark Heath to build a new terminal, but this round of funding must be submitted by Oct 24th, 2022 and we have no plan at the present. Something to look into in the future. Yamini was advised to contact the Mayor for authorization to submit Quarterly report to FAA. Dennis Snyder-Pilot- was in attendance and asked about possible crack sealing of the Taxiways. The city will see if they have any more crack sealing materials to apply to the East End(33End) of the taxiways prior to winter. Motion by May, seconded by Lanzer to approve the Airport Consultants Report. Motion carried. Having no further business to discuss, Motion to adjourn at 6:58 by Mr. Bedard.
