NEW PHILADELPHIA AIRPORT COMMISSION MEETING John Knisley Municipal Centre Tuesday May 9, 2023 IN ATTENDANCE: Don Kennedy (chair) John Marsh, Brian Marsh, Bob Bedard, Councilman Dan Lanzer, Noah Porter. Guests included Larry Lowdermilk, Yamini Gowda (Michael Baker Int’l), Red Hvizdos (ProAv) MEETING CALLED TO ORDER AT 6:03pm by Don Kennedy. 1. Mr J Marsh proposed and Mr Lanzer seconded a motion to accept the April 11, 2023 meeting minutes – MOTION PASSED 2. Reports a. Restaurant– Mr Lowdermilk reported March gross sales of $72,978 and remittance of $2,072.49. The 3% monthly fee is applied to the difference between gross sales and sales tax. There was no April report provided. Mr Lanzer proposed and Mr J Marsh seconded a motion to accept the March report - MOTION PASSED b. Airport Manager– Red Hvizdos reported that monthly field inspection checks have been performed. Four REIL lights (two on each runway end) and seven runway MEIL fixtures have been removed due to failures. These were sent to the manufacturer for inspection and disposition. A NOTAM has been posted. Southway Fence advised they will start the perimeter fence repair on May 17th. Mr Kennedy will forward a request for two courtesy car parking signs to the street department. Ms Hvizdos explained the lower hangar mx fee is the result of people paying their hangar rents earlier in the year. She will provide a list of hangar tenants to the next meeting. Motion to accept airport manager report by Mr Bedard, seconded by Mr B Marsh - MOTION PASSED c. Financial – Mr Loudermilk reported the cash position at $47,378.43 and no April expenditures. Due to unclear presentation of financial information the commission failed to make a motion to accept the report. Mr Kennedy requested that the city auditor attend the June meeting. d. Michael Baker International (MBI) – Yamini Gowda advised on the following projects: i. Task order #8 – FAA authorized final payment. ii. Task order #9 – Contractor is to perform final seeding on trenched areas the week of May 22. Discussed damage to REIL and MEIL lights reported by the airport manager. The possibility of a lightning strike was suggested. Yamini explained the grounding system that is designed to protect the equipment. iii. Task order #12 – Bid for taxiway shift construction received and submitted to the city for award notification. iv. Task order #2 – A motion was made by Mr Bedard, seconded by Mr Lanzer to approve MBI’s 2023 administration services contract ($10,340) - MOTION PASSED v. Ms Gowda brought the following unpaid invoices to the commission’s attention: 1. Task order #10 – a remaining balance of $6,231.13 related to 2022 administrative services. 2. Task order #12 – The city is to remit the $17,887.50 that it received from the FAA for taxiway shift design to MBI. vi. Ms Hvizdos reported that cracks in the runway paving are opening. The runway was last paved in 2017 by Shelly & Sands, the same contractor who will perform the taxiway shift. Ms Gowda will assist in seeking mutually agreeable repair at a TO#12 pre-construction meeting with the contractor. vii. Motion to accept the Airport Consultant’s report by Mr J Marsh, seconded by Mr Lanzer – MOTION PASSED 3. New Business i. Mr Kennedy advised that door maintenance on the new Delaware hangars is overdue. Quotes for services were received from Fulfab ($1575) and Straitline ($980). A motion to approve hangar door maintenance by Straitline subject to auditor funding by 9/1/23 was made by Mr Bedard, seconded by Mr B Marsh - MOTION PASSED ii. The historical beacon refurbishment is going well. The derrick has been painted and electrical work is scheduled next. The completed display will be bolted to an existing concrete pad within the fenced area of the airport. 4. Other Business a. Mr Kennedy welcomed new commission member Noah Porter. Noah is our county’s EMA director, replacing Alex McCarthy. b. There were no public comments. 5. Good and Welfare a. None MEETING ADJOURNED AT 7:15 PM For the Chair, Robert Bedard Member
