Members Present: Carla Barker, Michele Lieser, Harry Matter, Tom Strickling, and Neil Rupe.
Meeting called to order by Harry Matter in the Council Chambers at 5:00pm
On a motion by Rupe, second by Matter, the Board moved to approve amended meeting minutes
from the December 8, 2020 meeting by a roll call vote of Yes-4 (Barker, Matter, Rupe and
Strickling); No-0; Absent-0; Abstain-1 (Lieser).
Amended appeals from December 8th meeting. The motion was passed on both appeals, and
the change is reflected below as highlighted.
Appeal #1 Dianne K. Renicker – 1000 4th Street NW, NP OH 44663
Property Address – 1000 4th Street NW
Sign – Residential Zone – non-compliance w/1161.18 (d) over allowable signage
Variance Requested
Motion by Rupe and second by Strickling, to uphold the service director’s decision and reject the
variance requested. A roll call vote of Yes-4 (Barker, Rupe, Strickling, and Matter); No-0;
Absent-1 (Lieser); Abstain-0. Motion passed.
Appeal #2 Louis Leatherman – 424 Beaver Avenue NE, NP OH 44663

for home occupation business
Signage – Residential Zone – non-compliance w/1161.18 (d) over allowable

Variance Requested
Motion by Rupe and second by Strickling, to uphold the service director’s decision and reject the
variance requested. A roll call vote of Yes-3 (Barker, Rupe, and Matter); No-1 (Strickling);
Absent-1 (Lieser); Abstain-0. Motion passed.
Appeal for February 9, 2021:
Appeal #1 Nicholas M. Weininger – 249 Fair Avenue NW, NP OH 44663
Property Address – 249 Fair Avenue NW
Sign – Residential Zone – non-compliance w/1161.18 (d) over allowable signage
Variance Requested
Mrs. Weininger presented to the Board the various request. The dental business has been a
prominent business in this residential area for years. The property is owned by the Weininger’s.
The new sign will increase exposure for the business. The dimensions of the sign will be 3’x4’,
4’ high and placed 6’ back from the sidewalk. The sign is double sided and will not be
illuminated.
Dean Holland commented the Weininger family has served the community for many years and
are not looking to leave the community. The family business is being passed down to the son.
Motion by Matter, second by Lieser, the Board approved by a roll call vote of Yes-3 (Barker,
Lieser, and Matter); No-2 (Strickling and Rupe); Absent-0; Abstain-0 to grant the installation of
the new business sign as presented.
Motion to adjourn by Lieser and second by Barker at 5:14pm.
