NEW PHILADELPHIA CITY COUNCIL MET IN SPECIAL SESSION IN COUNCIL CHAMBERS ON MARCH 18, 2024 WITH PRESIDENT DON KEMP PRESIDING. COUNCILMAN RIPPETH OFFERED A PRAYER, AND ALL IN ATTENDANCE RECITED THE PLEDGE OF ALLEGIANCE. COUNCIL MEMBERS IN ATTENDENCE MR. KRIS KREINBIHL MR. DAN LANZER MR. MITCH PACE MR. STEVE RIPPETH MR. TOM SIMMELINK MR. MIKE WALKER EXCUSED ABSENSES: MRS. CHERYL RAMOS  MR. LANZER MOTIONED THAT WE BYPASS ALL PORTIONS OF TONIGHT’S AGENDA PRIOR TO VISITOR’S COMMENTS MR. RIPPETH SECONDED THE MOTION 6 YEAS COUNCIL WILL ADVANCE TO THE VISITOR’S COMMENTS PORTION OF TONIGHT’S MEETING VISITOR’S COMMENTS__ Mr. Dean Holland had the following comment: What a pleasure it is to be here tonight. COUNCIL COMMENTS Mayor Day had the following comment: At around 1:00 this afternoon City Health Commissioner Vickie Ionno called me to tell me that she just found out that the Health Department has been accredited through the Public Health Accreditation Board. That is quite an achievement for our Health Department. If you remember, under Governor Kasich, he mandated that all Health Departments in Ohio sign legislation that all Health Departments be accredited through this board. That became a concern because of all the requirements of submitting the proper paperwork to the board. Our Health Department worked two years in order to submit that paperwork to the Board. In the middle of that the Ohio Legislature was considering legislation that would have closed our health department. We went down to the Ohio Senate and testified there. Thanks to Senator Jay Hottinger an amendment was put into the legislation that stated that Health Departments similar to ours could remain standing if they became accredited. Now we’re accredited. It’s such an achievement for our Health Department given its size and the fact that it just serves the City rather than the County. It puts us on the same playing field as every other County and City Health Department in Ohio that has become accredited. So, again, I urge you to stop by the Health Department and congratulate them. Mr. Simmelink had the following comment: I have to agree since my contact with them as Council’s representative, I’m really impressed with what they do. The sincerity and dedication to what they show. Mr. Simmelink gave copies of the Health Department’s Annual Report to all members of Council and Administration. READING OF ORDINANCES AND RESOLUTIONS ORDINANCES: 5-2024 AN ORDINANCE BY THE COUNCIL OF THE CITY OF NEW PHILADELPHIA, OHIO TO AMEND ORDINANCE 159 BY REPEALING SECTIONS 159.02 SICK LEAVE; VISIT BY CITY NURSE AND 159.03 RESIDENCE REQUIREMENT. 1 3rd Reading MR. PACE MOTIONED FOR APPROVAL OF ORDINANCE 5-2024 MR. WALKER SECONDED THE MOTION 6 YEAS ORDINANCE 5-2024 HAS BEEN APPROVED 6-2024 AN ORDINANCE BY THE COUNCIL OF THE CITY OF NEW PHILADELPHIA, OHIO, TO REPEAL CODIFIED ORDINANCE CHAPTER 778 CLOSING OUT FIRE SALES IN ENTIRETY. 3rd Reading MR. WALKER MOTIONED FOR APPROVAL OF ORDINANCE 6-2024 MR. KREINBIHL SECONDED THE MOTION 6 YEAS ORDINANCE 6-2024 HAS BEEN APPROVED 7-2024 AN ORDINANCE BY THE COUNCIL OF THE CITY OF NEW PHILADELPHIA, OHIO TO AMEND CODIFIED ORDINANCE 145.02, TO UPDATE THE ORDINANCE WITH THE CURRENT CITY DEPARTMENT NAMES. 2nd Reading 8-2024 AN ORDINANCE BY THE COUNCIL OF THE CITY OF NEW PHILADELPHIA, OHIO TO AMEND THE CITY’S CODIFIED ORDINANCES FOR THE PURPOSES OF CHANGING THE TITLE OF “BUILDING INSPECTOR” TO “CODE ADMINISTRATOR” AND UPDATING THE DUTIES OF THE SAME. 2nd Reading 11-2024 AN ORDINANCE BY THE COUNCIL OF THE CITY OF NEW PHILADELPHIA, TUSCARAWAS COUNTY, OHIO, AUTHORIZING THE ESTABLISHMENT OF A NEW FUND CALLED “LAND REUTILIZATION FUND” FOR THE PURPOSE OF PROCESSING FUNDS FROM LAND REUTILIZATION PURSUANT TO OHIO REVISED CODE 5722.07. 1st Reading MR.
