CLOSED SESSION: Pursuant to Minnesota Statutes Sections 13D.05, subdivision 3(a), to conduct a closed meeting (the meeting must be open at the request of the individual who is the subject of the meeting) to review annual performance of an individual subject to the City Council’s authority, Joshua M.
