BOROUGH OF NEW PROVIDENCE BOARD OF HEALTH January 31, 2018 Meeting Minutes CALL TO ORDER: Secretary Sarna called the meeting to order at 7:30 PM. PUBLIC NOTICE: This is a Public Meeting of the Board of Health of the Borough of New Providence, County of Union and State of New Jersey. Adequate notice of this meeting has been given in accordance with P.L. 1975, Chapter 231, in that an annual notice or revision was made in conformance with Section 13 of the Act. ROLL CALL: Mr. Doll Ms. Silvagni Mr. Stieh ARRIVED AFTER ROLL CALL: Dr. Paris (7:04) Dr. Lake (7:19pm) Dr. Nelson (7:29pm) ABSENT: Dr. Carniol ALSO PRESENT: Secretary Sarna, Health Inspector Moon, Council Liaison Robinson, Council Co-Liaison Kapner, Council Alternate Geoffroy PLEDGE OF ALLEGIANCE. Secretary Sarna led the Pledge of Allegiance PUBLIC HEARING: Noah’s Bagels, 1253 Springfield Avenue Board members along with Health Inspector Moon reviewed and discussed the various violations at Noah’s Bagels. Mr. Noah agreed to send his employees to a food handlers training class. PUBLIC HEARING: Ordinance 2018-01 “An Ordinance of the Board of Health of the Borough of New Providence, County of Union, State of New Jersey, amending section 333-38 of the code of the Borough of New Providence entitled ‘Sanitary Standards’” Mr. Stieh made a motion to approve Ordinance 2018-01, seconded by Mr. Doll. The Board voted on roll call vote Mr. Doll, Dr. Lake, Dr. Nelson, Dr. Paris, President Silvagni, Mr. Stieh unanimously voted “aye” to approve the ordinance. PUBLIC HEARING OF CITIZENS: President Silvagni declared a public hearing of citizens. There being no one wishing to speak the public hearing was closed. COMMUNICATIONS: 1. Animal Control Solutions – January 15, 2018 The Board discussed the Lesniak Bill that the State of New Jersey passed stripping the NJSPCA of animal cruelty powers thus placing the responsibilities on County and Local Municipalities. After discussion, Secretary Sarna said she will follow up with Animal Control Solutions to see if and what the additional cost would be for them to cover this new law. NEW BUSINESS: NONE OLD BUSINESS: 1. Ordinance 2018-02 “An Ordinance of the Board of Health of the Borough of New Providence, County of Union, State of New Jersey, amending section 333-38 of the code of the Borough of New Providence entitled ‘Sanitary Standards’” Dr. Nelson made a motion to approve the introduction of Ordinance 2018-02, seconded by Mr. Stieh. The Board voted for approval of introduction of Ordinance 2018-02 on roll call vote Mr. Doll, Dr. Lake, Dr. Nelson, Dr. Paris, President Silvagni, Mr. Steih unanimously voted “aye”. REPORTS: Health Director Report: NONE Health Inspector’s Report: NONE Public Health Nurse: NONE Secretary’s Financial Report: NONE ADJOURNMENT There being no further business, on motion by Mr. Stieh, seconded by Dr. Nelson, the meeting was adjourned at 8:02pm.
