The meeting was called to order by Mayor Gail Schmidt at 6:30 p.m.

Approval of Agenda
• Council Member Wynnemer asked that consent agenda items number 2 and 3 be moved to New
Business.
• Administrator Martens asked that Resolution 22-17, Election Canvass Approval be added to the
agenda.
• Motion made by Loren Skelton and seconded by Chad Neitzel to approve the agenda as amended.

• Motion made by Loren Skelton and seconded by Jody Wynnemer to approve the consent agenda

Public Comments
• Dan Petsinger – Addressed the council regarding problems he has been having with neighbors’
dogs defecating on his lawn. Discussion regarding the ordinance process that has taken place so
far and future concerns were addressed.

• Resolution 22-17, A Resolution Adopting the Election Results for the City of New Richland
Offices by the New Richland Board of Canvass.
• Motion was made by Jason Casey and seconded by Jody Wynnemer to adopt resolution 22-17.

1. Ambulance Report – In writing
• Motion was made by Chad Neitzel and seconded by Jody Wynnemer to approve the
hiring of Jennifer Lacey as an EMT. Carried (4 yes, 0 no)
• Motion was made by Loren Skelton and seconded by Chad Neitzel to decrease the
Ambulance Directors hours to 50 hours per month at $1,000 salary. Carried (4 yes, 0 no)
• Motion was made by Chad Neitzel and seconded by Loren Skelton to approve the
ambulance report as presented. Carried (4 yes, 0 no)
2. Fire Department Report – In Writing
• Motion was made by Loren Skelton and seconded by Jody Wynnemer to approve the Fire
Department report. Carried (4 yes, 0 no)
3. Police Department Report – In writing
• Motion was made by Jody Wynnemer and seconded by Jason Casey to accept the police
report as presented. Carried. (4 yes, 0 no)
Unfinished Business
• Motion was made by Loren Skelton and seconded by Chad Neitzel to approve the final
draft of the Employee Police Manual effective January 1st, 2023. Carried (4 yes, 0 no)
• Motion was made by Jody Wynnemer and seconded by Chand Neitzel to approve the
final draft of the PTO Transition plan. Carried (4 yes, 0 no)
• Motion was made by Loren Skelton and seconded by Chad Neitzel to adopt the presented
Creek logo as the official logo of the City of New Richland. Carried (4 yes, 0 no)
• Motion was made by Chad Neitzel and seconded by Loren Skelton to approve
contracting with Bolton & Menk for WWTP Variance Application assistance at a cost of
up to $5,000. Carried (4 yes, 0 no)
New Business
• Motion was made by Chad Neitzel and seconded by Jody Wynnemer to approve the
Supplemental Benefits plan for New Richland City Employees as presented by ARIS Group.
Carried (4 yes, 0 no)
• The Water Enterprise fund was tabled due to an identified error.
• Motion was made by Chad Neitzel and seconded by Jody Wynnemer to approve replacing the
WWTP boiler at a cost not to exceed $11,750 + the cost of wiring as quoted by Jim & Dudes.
Staff is to request additional quotes, if possible, to see if it can be lower. Carried (4 yes, 0 no)
• Motion was made by Chad Neitzel and seconded by Jody Wynnemer to approve the purchase
and installation of a new boiler in the Maintenance shop at a cost of $5,460 + the cost of
wiring as quoted by Johnson Heating and Air Conditioning. Carried (4 yes, 0 no)
• Motion was made by Jason Casey and seconded by Chad Neitzel to approve the October
2022 Accounts Payable. Carried (4 yes, 0 no)
• Motion was made by Jody Wynnemer and seconded by Chad Neitzel to approve the October
2022 Financials. Carried (4 yes, 0 no)

Administrators Report
• Administrator Martens presented the Administrator’s Report. Motion was made by Loren
Skelton and seconded by Jason Casey to accept the Administrators Report. Carried (4 yes, 0 no)
Mayor/Council Comments
• None
Election Canvassing Board
• The New Richland City Council met as the City of New Richland Election Canvassing Board.
• Motion was made by Jason Casey and seconded by Jody Wynnemer to confirm the results of the
City General election and to adopt resolution 22-17. Carried (4 yes, 0 no)
Closed Meeting
• At 7:56 pm, a motion was made by Chad Neitzel and seconded by Jason Casey to close the
meeting pursuant to MN Statute section 13D.03 to discuss the City’s Labor Negotiation Strategy
Carried (4 yes, 0 no)
• At 8:07 pm, Mayor Schmidt re-opened the City Council Meeting

Public Comments
Notice: We welcome the attendance of residents of the City of New Richland to the City Council meetings. Any resident of the City
of New Richland may request permission to speak at a regular scheduled council meeting on any topic that is relevant to the
operation of the city. Any resident wishing to address the city council shall either call City Hall and request to be put on the agenda
or they can sign-up 10 minutes prior to the start of the meeting. At the discretion of the mayor, the speaker may address the topic
either during the public portion of the meeting or at the time the item is being addressed by the council. The mayor will call upon
the speaker at the appropriate time. Speaker shall state their name and topic to be addressed. Residents are expected to use
proper etiquette, decorum and respect when addressing the council.

The New Richland City Council serving as the Canvassing Board for the City of New Richland will certify the
2022 General Election results for the City of New Richland.
Closed Meeting
The meeting will be closed at this time pursuant to MN Statute section 13D.03 to discuss the City’s labor
negotiation strategy related to the City’s negotiations with the LELS Local #407 Police Officers Union
