• Administrator Martens asked that Requests and Presentations item #2: Classification and
Compensation Study be moved to Unfinished Business #3.
• Motion made by Jason Casey and seconded by Janda Ferguson to approve the agenda as

• Motion made by Jody Wynnemer and seconded by Ryan Gehrke to approve the consent agenda.

o The New Richland Area Foundation Fund presented the following grants:
▪ $2400 – New Richland Library – Childrens Books
▪ $1200 – Farm America – Metal Picnic Table
▪ $300 – Boy Scouts – Scout Handbooks
▪ $2000 – City of New Richland – Dishes/Place Settings for Community Room
▪ $1000 – New Richland PD – Squad Computer
▪ $750 – New Richland PD – Radar
▪ $500 – NR Sportsmen’s Club – Trees at St. Olaf
▪ $3000 – NR Historical Society – Repair Base of Civil War Cannon in Park

1. Motion made by Jody Wynnemer and seconded by Janda Ferguson to adopt resolution 24-08: A
resolution accepting a donation. Carried (4 yes, 0 no)
2. Motion made by Jason Casey and seconded by Ryan Gehrke to adopt resolution 24-09: A
resolution accepting a donation. Carried (4 yes, 0 no)
3. Motion made by Jody Wynnemer and seconded by Jason Casey to adopt resolution 24-10: A
resolution proclaiming May 24th as Poppy Day. Carried (4 yes, 0 no)
4. Motion made by Jason Casey and seconded by Janda Ferguson to adopt resolution 24-11: A
resolution establishing banking authority. Carried (4 yes, 0 no)
Reports
1. Ambulance Report – Sarah Sundve, Ambulance Director
• Ambulance report was presented by Ambulance Director Sundve.
• Director Sundve asked the council to continue to look into ambulance compensation and
her compensation after her review.
• Motion was made by Jason Casey and seconded by Ryan Gehrke to approve the
Ambulance Department report. Carried (4 yes, 0 no)
2. Fire Department Report – Josh Moen, Fire Chief
• Fire Department report was presented in writing by Chief Moen
• Motion made by Jason Casey and seconded by Janda Ferguson to approve the Fire
Department report. Carried (4 yes, 0 no)
3. Police Department Report – Chief Bruegger
• Police Department report was presented by Chief Bruegger.
• Motion made by Janda Ferguson and seconded by Jason Casey to approve the Police
Department report. Carried (4 yes, 0 no)
Unfinished Business
1. February 2024 Check Register
a. Motion made by Jason Casey and seconded by Jody Wynnemer to approve the February
2024 check register. Carried (4 yes, 0 no)
2. February 2024 Financials
a. Motion made by Jason Casey and seconded by Janda Ferguson to approve the February
2024 Financials. Carried (4 yes, 0 no)
3. Classification and Compensation Study
a. Administrator Martens presented the updated information from David Drown to the
council. The council would like to see more numbers showing budget impact.
b. Motion made by Ryan Gehrke and seconded by Jason Casey to have Administrator
Martens draft a final presentation showing actual budget impact based on when increases
would be put into place. Carried (4 yes, 0 no)

1. Removal of Railroad Tracks – Division Street
1. Motion made by Janda Ferguson and seconded by Jason Casey to approve the contract
with Dakota, Minnesota, and Eastern Railroad d/b/a CPKC to remove the railroad tracks
at Division Street. Carried (4 yes, 0 no)
2. City Dump Clean Up
1. Motion made by Ryan Gehrke and seconded by Jody Wynnemer to contract with Dallas
Loken to clean up brush at the city dump at an approximate cost of $1300-$1400.
Carried (4 yes, 0 no)
3. Replace Water Shut Offs
1. Motion made by Jason Casey and seconded by Ryan Gehrke to approve the replacement
of 2 water shut offs by Olson’s at a cost of $4,790. Carried (4 yes, 0 no)

• Administrator Martens provided a report in writing to the council on tasks completed since last
meeting.
• Motion made by Ryan Gehrke and seconded by Jason Casey to approve the City Administrators
report. Carried (4 yes, 0 no)

Public Comments
Notice: We welcome the attendance of residents of the City of New Richland to the City Council meetings. Any resident of the City
of New Richland may request permission to speak at a regular scheduled council meeting on any topic that is relevant to the
operation of the city. Any resident wishing to address the city council shall either call City Hall and request to be put on the agenda
or they can sign-up 10 minutes prior to the start of the meeting. At the discretion of the mayor, the speaker may address the topic
either during the public portion of the meeting or at the time the item is being addressed by the council. The mayor will call upon
the speaker at the appropriate time. Speaker shall state their name and topic to be addressed. Residents are expected to use
proper etiquette, decorum and respect when addressing the council.
