Roll Call - All members present Pledge of Allegiance Approval of Agenda • Administrator Martens asked that Item #2: Kay Schember be added to Requests and Presentations and that Item #4: Library Repairs be added to New Business. • Motion made by Jody Wynnemer and seconded by Janda Ferguson to approve the agenda as amended. Carried (4 yes, 0 no) Consent Agenda • Motion made by Jody Wynnemer and seconded by Janda Ferguson to approve the consent agenda. Carried (4 yes, 0 no) Public Comments • None Requests and Presentations 1. ABDO – Audit Presentation o Layne Kockleman presented the 2023 Final Audit Report 2. Kay Schember addressed the council asking if her family could install a bench and trees honoring her mother and father in St. Olaf Lake Park. o Motion made by Janda Ferguson and seconded by Jason Casey to have the family work with Maintenance and Utility Supervisor Eric Hendrickson to approve the placement and type of trees for final approval. Carried (4 yes, 0 no) Public Hearings • None Ordinances and Resolutions (see attached) • None New Richland City Council Regular Meeting Minutes July 8th, 2024 Reports 1. Ambulance Report – Sarah Sundve, Ambulance Director • Ambulance report was presented in writing by Ambulance Director Sundve. • Motion was made by Ryan Gehrke and seconded by Janda Ferguson to approve the Ambulance Department report. Carried (4 yes, 0 no) 2. Fire Department Report – Josh Moen, Fire Chief • Fire Department report was presented in writing by Chief Moen • Motion made by Janda Ferguson and seconded by Jason Casey to approve the Fire Department report. Carried (4 yes, 0 no) 3. Police Department Report – Chief Bruegger • Police Department report was presented by Chief Bruegger. • Motion made by Jody Wynnemer and seconded by Janda Ferguson to approve the Police Department report. Carried (4 yes, 0 no) Unfinished Business 1. Swimming Lessons a. Administrator Martens provided an update on Swimming Lessons. The plan with Geneva did not pan out and swimming lessons will return to the lake and being on Monday July 15th. 2. Utility Rate Study a. Currently working with ABDO on a quote for a utility rate study and working with the MNVCOG on the possibility of a Utility Rate study. In the meantime, staff are working to balance out the sewer / water charges to stimulate the sewer fund. New Business 1. Sewer Televising a. Motion made by Janda Ferguson and seconded by Ryan Gerke to approve the 2024 Maintenance portion of the service contract with Empire Pipe Service for Sewer Cleaning and Televising at a cost of $13,809.45. Carried (4 yes, 0 no) 2. Training For Assistant City Clerk a. Motion made by Jason Casey and seconded by Janda Ferguson to approve Clerks training for Heather at a cost of $598.31. Carried (4 yes, 0 no) 3. Garbage Collection – Single Hauler a. Administrator Martens presented the first draft of the single hauler RFP documents for the council. 4. Library Repairs a. Motion was made by Jason Casey and seconded by Ryan Gerke to approve the remaining $13,000 repairs to the tuckpointing on the front of the library previously not approved. Carried (4 yes, 0 no) Miscellaneous • None New Richland City Council Regular Meeting Minutes July 8th, 2024 Administrators Report • Administrator Martens provided a report in writing to the council on tasks completed since last meeting. • Motion made by Jason Casey and seconded by Janda Ferguson to approve the City Administrators report. Carried (4 yes, 0 no) Mayor/Council Comments • Council Member Gehrke on behalf of the Farm and City Days Committee wished to thank the numerous individuals who made the weekend successful. New Richland City Council Regular Meeting Agenda July 8th, 2024 Agenda: 6:30 Call to Order Roll Call Pledge of Allegiance Approve Agenda Consent Agenda Items Items listed on the Consent Agenda are considered routine and non-controversial by the City Council. There will be no separate discussion of these items unless requested by the City Council. 1. Approve Minutes from the 5/28/24 Regular Council Meeting Public Comments Notice: We welcome the attendance of residents of the City of New Richland to the City Council meetings. Any resident of the City of New Richland may request permission to speak at a regular scheduled council meeting on any topic that is relevant to the operation of the city. Any resident wishing to address the city council shall either call City Hall and request to be put on the agenda or they can sign-up 10 minutes prior to the start of the meeting. At the discretion of the mayor, the speaker may address the topic either during the public portion of the meeting or at the time the item is being addressed by the council. The mayor will call upon the speaker at the appropriate time. Speaker shall state their name and topic to be addressed. Residents are expected to use proper etiquette, decorum and respect when addressing the council.
