Roll Call - All members present Pledge of Allegiance Approval of Agenda • Motion made by Ryan Gehrke and seconded by Jason Casey to approve the agenda. Carried (4 yes, 0 no) Consent Agenda • Motion made by Ryan Gehrke and seconded by Jason Casey to approve the consent agenda with corrected times on the work session minutes. Carried (4 yes, 0 no) Public Comments • None Requests and Presentations 1. Feasibility Report – 2025 Street Improvement Project o Corey Bienfang from Bolton & Menk presented the Feasibility Report for the 2025 Street Improvement Project to the City Council Public Hearings • None Ordinances and Resolutions (see attached) 1. Motion was made by Ryan Gehrke and seconded by Jason Casey to adopt resolution 24-20, Receiving the Feasibility Report and Calling Hearing on Improvement. Carried (4 yes, 0 no) 2. Motion made by Ryan Gehrke and seconded by Jason Casey to approve the 1st reading of ordinance 24-03, an ordinance creating a storm sewer utility and to set it for its 2nd reading and public hearing for November 12th, 2024, at 6:35 pm. Carried (4 yes, 0 no) 3. Motion made by Jason Casey and seconded by Ryan Gehrke to approve the 1st reading of ordinance 24-04, an ordinance regulating cannabis in the City of New Richland and to set the 2nd reading and public hearing for November 12th, 2024, at 6:35 pm. Carried (4 yes, 0 no) 4. Motion made by Jason Casey and seconded by Ryan Gehrke to approve the 1st reading of ordinance 24-05, an amendment to C1 zoning district, refer it to planning and zoning for review on October 17th, 2024, and to set the 2nd reading and public hearing for November 12th, 2024, at 6:35 pm. Motion made by Jason Casey and seconded by Ryan Gehrke to approve the 1st reading of ordinance 24-06, an amendment to C3 zoning district, refer it to planning and zoning for review on October 17th, 2024, and to set the 2nd reading and public hearing for November 12th, 2024, at 6:35 pm. Motion made by Jason Casey and seconded by Ryan Gehrke to approve the 1st reading of ordinance 24-05, an amendment to Industrial zoning district, refer it to planning and zoning for review on October 17th, 2024, and to set the 2nd reading and public hearing for November 12th, 2024, at 6:35 pm. Ambulance Report – Sarah Sundve, Ambulance Director • Ambulance report was presented in writing by Ambulance Director Sundve. • Motion was made by Jason Casey and seconded by Ryan Gehrke to approve the Ambulance Report. Fire Department Report – Josh Moen, Fire Chief • Fire Department report was presented in writing by Chief Moen • Motion made by Ryan Gehrke and seconded by Jason Casey to approve the Fire Department report. Carried (4 yes, 0 no) 3. Police Department Report – Chief Bruegger • Police Department report was presented by Chief Bruegger. • Motion made by Jody Wynnemer and seconded by Jason Casey to approve the purchase of new tires for the 270 Squad for up to $2,000. Carried (4 yes, 0 no) • Motion made by Jody Wynnemer and seconded by Ryan Gehrke to approve the Police Department report. Carried (4 yes, 0 no) Unfinished Business • None New Business 1. Amended Special Assessment Policy a. Motion made by Jason Casey and seconded by Ryan Gehrke to adopt the updated special assessment policy as presented. Carried (4 yes, 0 no) 2. Enterprise Fund Study a. Motion made by Ryan Gehrke and seconded by Jason Casey to approve contracting with Shannon Sweeney from David Drown and Associates for a Utility Fund Study and to contract with them as our municipal bond advisor. Carried (4 yes, 0 no) 3. Safety Committee - Regional Safety Group – LMCIT a. Motion made by Jason Casey and seconded by Brandy Jacobson to approve contracting with the LMCIT for the City of New Richland to be part of the Regional Safety Committee. Carried (4 yes, 0 no) 4. 2025 Street Project Preliminary Engineering Payments a. Motion by Ryan Gehrke and seconded by Jason Casey to approve paying preliminary costs associated with the 2025 Street Improvement Project out of the Capital Reserve funds for streets to be reimbursed by future bond funds. Carried (4 yes, 0 no) New Richland City Council Regular Meeting Minutes October 14th, 2024 Miscellaneous • Joe Lewis from Houston Engineering will be here to present the Hydrology Study at the October 28th, 2024 City Council Meeting. Administrators Report • Administrator Martens provided a report in writing to the council on tasks completed since last meeting. • Motion made by Ryan Gehrke and seconded by Jason Casey to approve the City Administrators report. Carried (4 yes, 0 no) Mayor/Council Comments • Motion made by Jason Casey and seconded by Brandy Jacobson to have the City Administrators contract be put on the agenda for the next meeting to discuss adding insurance back into the contract. Any resident wishing to address the city council shall either call City Hall and request to be put on the agenda or they can sign-up 10 minutes prior to the start of the meeting. At the discretion of the mayor, the speaker may address the topic either during the public portion of the meeting or at the time the item is being addressed by the council.
