The Arch Avenue doors will be open to access the building. The meeting is expected to last up to 30 minutes. The agenda items include: Item number 4 - airport compliance status. I will report all required pavement inspections and stormwater discharge monitoring was completed as required since the last meeting. Item number 5 - election of officers. Since the city council has not approved the mayor’s appointments yet, you may want to defer this item until the July meeting. Item number 6 - airport projects. Attached you will find a list of airport projects and activities planned for the next five years. The Wisconsin Bureau of Aeronautics is in agreement with the project listing and is coordinating funding on their end. In the short term, utilities will be installed in the northeast hangar area this month to coincide with the start of hangar construction on five 60’ x 60’ hangars on the south side of the taxiway along with a 100’ x 100’ hangar on the north side. Unfortunately, the airport is considered to be a land developer in this case and must bear the cost of the utility installation even though we can’t sell the land and are restricted to issuing leases. The cost for electric utility installation is estimated by NR Utilities to be $80,000. $52,000 of this amount is for single phase service for the area which is the airport’s responsibility. The remainder is for three phase service serving the 100’ x 100’ hangar and will be paid by the lessee. I recommend using $49,000 of our COVID funding from the FAA to pay for the installation of the single phase service along with $3,000 from the airport operating budget. Item number 7 - lease of land in the northeast area. Leases for the five 60’ x 60’ hangar spaces will be issued beginning this week. The 100’ x 100’ hangar space on the north side of the taxiway requires airport commission approval due to its non-standard size. An application for hangar space from Strix Aero was received. Strix Aero overhauls aircraft engines and engine components. Fall of 2028 ‐ Design of the north hangar area Summer of 2029 ‐ Reconstruc on of the north hangar area including all taxilanes between hangar rows 11‐ 20, access roads, West Hangar Road, and auto parking lots.  Minutes of the Airport Commission New Richmond Regional Airport Regular Meeting January 10, 2024 New Richmond Regional Airport, Hangar 11-12, New Richmond, WI Members Present: Lucian Banitz (Secretary), Matt Brotzler, Mary Hailey, Kirk Hexum, Craig Kittel (Chairman), Mike Montello Members Absent: Josh Ulrich Others Present: Mike Demulling (Airport Manager), Rae Ann Ailts, Noah Wiedenfeld, Jim Zajkowski, Jacque Zirbes (SEH), Korissa Klein (SEH), Tom Lindfors, Austin Levin (BoA) and Kaci Nowicki (SEH) attended via telephone during the master plan discussion. Meeting called to order by Craig Kittel at 6:04 PM, roll call taken. Motion by Mary Hailey to adopt the agenda as presented. Motion carried. Motion by Matt Brotzler to approve the minutes of the previous meeting held on October 19, 2023. Motion carried. Jacque Zirbes, Senior Aviation Planner at engineering firm SEH, explained the FAA required airport master plan process that started in October of 2023. A stakeholder advisory committee will be established with 6 to 10 individuals with up to 6 meetings over the next 12 months. User and business surveys will be used to gather data. Land inventory, aviation forecasts, and other work are ongoing this winter. Discussion regarding airport truck bids. The city council acted on this issue prior to the airport commission meeting. Communications and miscellaneous. The project on the south end of the airport will be bid in late winter or early spring. The city will be notifying hangar owners about changes to the way taxes are assessed. Motion by Mary Hailey for adjournment. Motion carried.
