ADJOURNMENT Airport Commission Meeting Minutes 6:00 PM - Wednesday, June 11, 2025 Council Chambers The Airport Commission of the City of New Richmond was called to order on Wednesday, June 11, 2025, at 6:00 PM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Mary Hailey, Matt Brotzler, Lucian Banitz, Mike Montello ABSENT: Kirk Hexum, Josh Ulrich OTHERS Mike Demulling, Rae Ann Ailts, Mary Kay Rice, Kristy Johnson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Mary Hailey made a motion to adopt the Agenda as presented. Craig Kittel seconded the motion. Carried unanimously. APPROVAL OF MINUTES Matt Brotzler made a motion to approve the minutes from the February 26, 2025 meeting. Lucian Banitz seconded the motion. Carried unanimously. AIRPORT COMPLIANCE STATUS Mike Demulling, Airport Manager, shared that the New Richmond Airport is in compliance for their stormwater discharge and pavements inspections. AIRPORT UPDATE Mike Demulling shared some updates including an obstruction issue with trees. A recent flight check by an FAA aircraft revealed two trees are penetrating protected airspace north of the airport. The trees are located on private property, but fall under an avigation easement the airport purchased in 2006, which allows the airport to enter the property and remove the trees as necessary. The Fly-in and car show on May 17 experienced some bad weather that prevented aircraft from flying in, but the local community still came out to airport with nearly as many people as last year. Airport Commission Meeting June 11, 2025 Truck-a-palooza that was scheduled for May 20 was postponed due to bad weather. A new date in late summer will be announced. The airport south project began April 21 and was expected to last 9 weeks and is expected to be complete by June 20. Fuel pumps are open again, paving is complete with pavement striping remaining. LEASE ACTIVITY The following lease activity was shared with the commission: Hangar 6-4 sold May 1, 2025. Seller was St. Croix Harley-Davidson and Buyer was William Lawson Hangar 17-3 sold May 1, 2025. Seller was Robert Perkins and Buyer was Richard Thomas Hangar 5-5 sold on June 1, 2025. Seller was Gordon Hammons and Buyer was Robert Perkins Hangar 18-5, new lease issued to Darby LLC on March 23, 2025 Hangar 23-1, new lease issued to Tim Butterfield Well Drilling on May 10, 2025 Hangar 23-4, new lease issued to Mia and Clay Lambert on May 28, 2025 Hangar 23-5, new lease issued to Jay Rozinka on June 7, 2025 Hangar 24-3, new lease issued to Ramsey Hill Exploration on May 10, 2025 VEHICLE ORDINANCE/RUNWAY INCURSION ISSUES Discussion regarding a recent incident involving a delivery vehicle that entered the runway in violation of the airport vehicle ordinance. The fines for violating the ordinance are less than $275 and should be increased to reflect the seriousness of the issue. Mary Hailey recommended consultation with legal counsel regarding the maximum fine levels available. The issue will be referred to the Public Safety Committee for consideration and then forwarded to the City Council. AIRPORT PROJECTS Mike Demulling indicated SEH is designing the northeast hangar area and will have 60% plans ready this month. Construction is expected in the summer of 2026. Up to 19 sixty by sixty hangar lots will be available along with approximately 12 larger hangars depending on size. SEH is also doing preliminary design work on the reconstruction of taxiway Alpha. Construction is expected to begin in 2027 and will most likely include a perimeter road from the east side of the airport to the north hangar area. The Bureau of Aeronautics is advertising for an engineering consultant for the airport fence project. A consultant will be selected on July 2nd by the State. The plans call for the completion of the airport fencing as well as replacement of 3 security gates and the installation of a security gate operator on gate number 5. AIRPORT BUDGET Airport Commission Meeting June 11, 2025 Discussion regarding the airport bedget. The hangar lot lease rate is currently set at $.12 per square foot and can be adjusted every 3 years. The airport commission has the option to change the rate prior to July 1, 2025. Craig Kittel made a motion to increase the hangar lease rates by 3 cents per square foot effective July 1, 2026. Mary Hailey seconded the motion. Carried unanimously. COMMUNICATION AND MISCELLANEOUS The next Airport Commission meeting is scheduled for July 16, 2025.
