ADJOURNMENT  Forward New Richmond Committee Meeting Minutes Wednesday, May 18, 2022 at 12:00 PM Council Chambers The Forward New Richmond Committee was called to order on Wednesday, May 18, 2022, at 12:00 PM, in the Council Chambers, with the following members present: PRESENT: Mike Montello, Susan Lockwood, Rob Kreibich, Cathy Longtin, Karl Skoglund, Summer Seidenkranz, and Ryan Shervey ABSENT: Heather McAbee OTHERS Ron Volkert, Tom Weinmeyer, Jim Zajkowski, Beth Thompson, Katrina Berg, PRESENT: Jamie Larson CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Summer Seidenkranz made a motion to adopt the Agenda. Mike Montello seconded the motion. Carried unanimously. CONSENT AGENDA Cathy Longtin had questions regarding the quarterly meetings versus monthly schedule. Mike Montello made a motion to approve the Consent Agenda with the exception of the April meeting minutes until they are amended as discussed. Summer Seidenkranz seconded the motion. Carried unanimously. NEW BUSINESS PURPOSE & GOALS FOR FNR Beth Thompson explained that it had been several years since the mission statement was reviewed. Discussion surrounded the mission statement, values, goals and a proposed timeline. City staff will make revisions and present an updated draft at the next meeting. The next meeting will be a work session to update the mission, vision and goals for FNR. ADDITIONAL BUSINESS & TECHNICAL PARK(S) Forward New Richmond Committee Meeting May 18, 2022 INDUSTRIAL LAND DISCUSSION Mayor Zajkowski shared his vision for a future industrial park near the airport. Discussion ensued. One of our next meeting will be held at the Airport. Possibly in August. Mike Montello made a motion to enter into Closed Session. Summer Seidenkranz seconded the motion. Carried unanimously. Rob Kreibich made a motion to allow the Mayor to stay for Closed Session. Summer Seidenkranz seconded the motion. Carried 6-1 (opposed: Mike Montello). CLOSED SESSION PER STATE STATUTE 19.85 (1) (E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session DISCUSSION ON SALE OF LAND IN THE BUSINESS AND TECHNICAL PARK OPEN SESSION- ACTION ON CLOSED SESSION AGENDA Mike Montello made a motion to return to Open Session. Susan Lockwood seconded the motion. Carried unanimously. Mike Montello made a motion to direct City Staff to discuss options with the potential buyer based on FNR recommendations in Closed Session. Cathy Longtin seconded the motion. Carried unanimously. CHAMBER OF COMMERCE UPDATES Rob Kreibich updated the group on recent Chamber events. The annual Chamber Golf Outing had a record 160 teams and 39 sponsors. Park Art Fair is set for the first weekend in June, they are anticipating over 100 artists and 15 different food trucks. Forward New Richmond Committee Meeting May 18, 2022  MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 17 Aug 2022 Subject: Community Development Updates August 2022 BACKGROUND INFORMATION: Building / Zoning Updates – July 31, 2022: Number of Building Permits – 221 Number of New Dwelling Units – 167 Number of Inspections - 1,141 Residential Construction Value - $15,692,292.00 Commercial Construction Value – $21,248,548.00 Building Permit Fees – $224,040.00 Project Updates: On July 20th the Plan Commission and City Council approved a CSM and Site Plan Application for Tractor Supply. The location for the new Tractor Supply will be south of the St. Croix County Public Health and Aldi. On August 2nd, at the Plan Commission meeting, an annexation of 199.5 acres, for the Jennie-O / Jerome Foods land was approved. Also approved was a site plan / stormwater application for Odanah Flats. Odanah Flats will be a 34 unit apartment building at the end of Odanah Avenue. Pres. Homes has started work on their site. They will be putting in a 24-unit senior apartment complex. Mill City Flats, West Fifth Street Townhomes, New Richmond Medial Center, and Beebe Lofts continue to work on their projects and are making great progress. Business Updates: Isometric Micro Molding - St. Croix EDC hosted a retention visit to Isometric Micro Molding Tuesday, July 26, 2022. The visit/tour was conducted by the new owners Donna Bibber, CEO and Wayne Shakal, President. On behalf of the City of New Richmond we thank Donna and Wayne for opening their “business doors” for us to learn more about Isometric Micro Molding and to tour this amazing company located right here in New Richmond, the City Beautiful. Keep it Beautiful Update: Keep it Beautiful is the City’s system for logging and keeping up on zoning and other complaints within the City limits. This program has been in place since 2018. Anyone from the Public can go on- line to the City’s website and click on the Keep it Beautiful link on the left hand side and file a zoning complaint or other issue such as a street light outage. Since its inception the City has received approximately 333 reports. Below are some graphs for the 2022 year's activity within the Keep it Beautiful program for the Council’s review. Main Street Bounceback Grant Program The Wisconsin Tomorrow Main Street Bounceback Grant Program works to provide one-time assistance to new and existing businesses opening a new location or expanding operations in a vacant commercial space. Program Description: The Main Street Bounceback Grants program provides $10,000 to new or existing businesses and non-profit organizations moving into vacant commercial properties in Wisconsin. Funds can be used to pay leases or mortgages, operational expenses and other business costs related to the newly opened location as of January 1, 2021. West Central Wisconsin Regional Planning Commission (WCWRPC) has entered into an agreement with the WEDC to deploy the grants in West Central Wisconsin defined as the counties of Barron, Chippewa, Clark, Dunn, Eau Claire, Polk, and St. Croix. Below is information received from WCWRPC as an update on the Grant funds by County. The pie chart reflects St. Croix County's breakdown of number of grants by community who have received funds to date.
