The Forward New Richmond Committee was called to order on Wednesday, April 19, 2023, at 12:00
PM, in the Council Chambers, with the following members present:
PRESENT: Mike Montello, Susan Lockwood, Rob Kreibich, Karl Skoglund, Summer
Seidenkranz, and Carrie Borgstrom
ABSENT: Cathy Longtin, Heather McAbee, and Ryan Shervey

ADOPTION OF AGENDA
Susan Lockwood made a motion to adopt the agenda as presented. Mike Montello seconded the
motion. Carried unanimously.
CONSENT AGENDA
Mike Montello made a motion to approve the consent agenda as presented. Summer Seidenkranz
seconded the motion. Carried unanimously.
RECOGNITION OF OUTGOING MEMBERS
Beth Thompson, Community Development Director, recognized four outgoing Forward New
Richmond members for their dedicated service over the years:
• Cathy Longtin - 6 years of service
• Rob Kreibich - 8 years of service
• Summer Seidenkranz - 13 years of service
• Susan Lockwood - 19 years of service
New committee member Kent Elkin was in attendance. Other new members will be introduced at the
upcoming meeting(s).
CONTINUING BUSINESS

HOUSING STUDY UPDATE
Beth asked FNR members their preference on the timing of the next housing study update. The
consensus was to receive an update at the end of 2023 and to specifically address workforce housing
and rental unit counts.
NEW BUSINESS
BUSINESS RETENTION AND EXPANSION PROGRAM
Beth explained that staff have been meeting with local businesses to discuss how things are going for
them, what their future plans are, and if there is anything City staff can do to help them work toward
their future plans. So far staff have met with approximately 35 of the 387 businesses.
BUSINESS & TECHNICAL PARK SIGNAGE
Staff received a request from Lift Bridge Brewery in the Business and Technical Park to lease an
advertising panel on the Richmond Crossing Sign, which in the past has mainly been offered to the
businesses closer in proximity to the sign. Discussion followed.
Karl Skoglund made a motion to recommend to the City Council approving the Lift Bridge Brewery's
request to lease a panel on the Richmond Crossing Sign. Seconded by Summer Seidenkranz.
Carried unanimously.
Staff also received a request by State Farm Insurance to install a monument sign near the corner of
W. Richmond Way and St Croix Avenue (which is City property). Discussion followed regarding
installing an individual monument sign, a wayfinding sign, or a sign similar to Richmond Crossing on
which panels get leased out. There was discussion regarding the need for consistency with signage
along W. Richmond Way.
Mike Montello made a motion to direct the City staff to gather further information and costs and bring
back to the FNR committee. Karl Skoglund seconded the motion. Carried unanimously.

DISCUSSION ON SALE OF LAND IN THE BUSINESS & TECHNICAL PARK

Mike Montello made a motion to go into Closed Session at 12:54 pm. Summer Seidenkranz
seconded the motion. Carried unanimously.
OPEN SESSION - ACTION ON CLOSED SESSION AGENDA
Mike Montello made a motion to proceed as discussed in Closed Session. Summer Seidenkranz
seconded the motion. Carried unanimously.
CHAMBER OF COMMERCE UPDATES
Forward New Richmond Committee Meeting April 19, 2023
Rob Kreibich gave updates from the Chamber including upcoming events such as the spring golf
outing and Park Art Fair.
ST. CROIX EDC UPDATES
No updates from the St. Croix EDC at today's meeting.
COMMUNICATION AND MISCELLANEOUS
• Beth asked that FNR members consider whether meeting on the third Wednesday of the
month at noon still works or if a new day/time should be considered.
• FNR members have asked that traffic analysis data be provided at an upcoming meeting.

Mike Montello made a motion to adjourn the meeting at 1:03 pm. Susan Lockwood seconded the

BACKGROUND INFORMATION:
Building / Zoning Updates – April 30, 2023:
Number of Building Permits – 71
Number of New Dwelling Units – 7
Number of Inspections - 288
Residential Construction Value - $2,956,237.00
Commercial Construction Value – $3,077,156.00
Building Permit Fees – $44,003.00
Occupancy Update:
The building inspector has given occupancy for two single-family homes, two twin homes, and one
multi-family unit in the month of April. As you may have notice the new strip mall west of Culvers is
now completely open. All three units (Starbucks, Shopko Optical, T-Mobile) have been given
occupancy.
Economic Development:
City staff has implemented a new Business Expansion and Retention program. Business Retention &
Expansion (BR&E) is an economic development strategy of proactively connecting with existing
businesses to understand and respond to local business needs. Currently, the City of New Richmond
has approximately 390 active businesses. This program will run throughout 2023 and most likely into
2024. The Community Development staff is excited to connect with our local businesses and have
already visited 35 of our hometown businesses on the South end of town.
Small Business Week-April 30th - May 6th:
For generations, small businesses across America have shaped and embodied our Nation’s
entrepreneurial spirit and driven our economy forward. New Richmond's small businesses are no
different, and during the week of April 30 - May 6 the City of New Richmond would like to recognize
all of our Small Businesses. During this week City staff will be out and about thanking our local small
businesses!
Traffic Counts:
During our last meeting, FNR members requested information on Traffic Counts in New Richmond.
The State of Wisconsin DOT website has listed the following traffic counts for New Richmond. The
State compiles traffic counts every three to four years. The City of New Richmond does have the
capability of doing traffic counts on a smaller scale, if they so wish. If you would like to see more State
traffic counts, click here.
• West Richmond Way (7/11/2022) - 7200
• Highway 65 / Knowles Avenue - south end (6/21/2022) - 11,000
• Highway 65 / Knowles Avenue - midpoint, short duration (6/27/2022) - 13,000
• Highway 65 / Knowles Avenue - north end (6/28/2022) - 10,700
• Highway 64 (8/15/2022) - 9,400
• North 4th Street (6/28/2022) - 2,400
• West 4th Street (6/27/2022) - 7,100
• East 11th Street (6/21/2022) - 2,400
• County Road A (6/28/2022) - 6,000
Also, from our last meeting, FNR members were inquiring about our new apartment buildings and
where the tenants are coming from. I made a few calls and have found the following information:
Mill City Flats (first two apartments buildings / 58 units) - Of the 155 applications taken to date 23.8%
are New Richmond residents, 76.2% from outside the community; Out of the 48 units leased 22.9%
are occupied by New Richmond residents, 77.1% are occupied by residents outside the community.
Foster Place (6 buildings / 72 apartments) - 40% New Richmond residents, 60% from outside the
community.
Beebe Lofts (1 building / 50 apartments) - 34.37% New Richmond residents, 65.63% from outside
the community.
Dakota Meadows (4 buildings / 50 apartments) - 32% New Richmond residents, 68% from outside
the community.

Subject: Overview of Board/Committee Roles and Responsibilities
BACKGROUND INFORMATION:
Last spring, Forward New Richmond members found it valuable for staff to review the roles and
responsibilities of some of the City's boards and commissions that are closely involved in economic
development, including: Forward New Richmond, Plan Commission, Tourism Committee, Community
Development Authority, and City Council. We also reviewed the relationship between the Mayor and
City Council, City Administrator, City staff, and the public.
Staff felt that with this being the first meeting for several members of Forward New Richmond, it
would be beneficial to review this information again
