ADJOURNMENT  Forward New Richmond Committee Meeting Minutes Wednesday, August 20, 2025 at 12:00 PM Council Chambers The Forward New Richmond Committee was called to order on Wednesday, August 20, 2025, at 12:00 PM, in the Council Chambers, with the following members present: PRESENT: Ryan Shervey, Kent Elkin, Krista Paulus, Aaron Sundeen, Joe Green, Liz Pizzi, Bryan Knudtson, Mike Montello, and Pete Kling ABSENT: OTHERS Melissa Meschke, Jim Zajkowski and Beth Thompson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Krista Paulus made a motion to approve the agenda as presented. Liz Pizzi seconded the motion. Carried unanimously. CONSENT AGENDA Aaron Sundeen made a motion to approve the consent agenda as presented. Krista Paulus seconded the motion. Carried unanimously. Liz Pizzi made a motion to go into Closed Session and include Melissa Meschke. Aaron Sundeen seconded the motion. Carried unanimously. Aaron Sundeen recused himselft from discussions on PID #261-1070-44-060, in Closed Session, and left the room. Returning for discussions on PID #261-1070-44-972 and PID #261-1070-44-080. CLOSED SESSION Closed Session per Wis. Stat. 19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Business & Technical Park: PID 261-1070-44-060 (between Cernohous Avenue and St. Croix Avenue) Forward New Richmond Committee Meeting August 20, 2025 Business & Technical Park: PID 261-1070-44-972 (between Cernohous Avenue and Madison Avenue) Business & Technical Park: PID 261-1070-44-080 (West of Madison Avenue) Mike Montello made a motion to go into Open Session. Joe Green seconded the motion. Carried unanimously. OPEN SESSION - ACTION ON CLOSED SESSION AGENDA A motion was made regarding PID 261-1070-44-972 by Mike Montello to recommend to City Council as discussed in Closed Session. Motion seconded by Krista Paulus. Carried unanimously. COMMUNICATION AND MISCELLANEOUS Request for Qualifications – Industrial Services Mike Montello reported that three interviews have been completed to date, with two additional interviews scheduled. The FNR Committee will be updated as further information becomes available. Western Wisconsin FAM Tour Beth Thompson provided an update on the Familiarization (FAM) Tour held August 11–12. St. Croix EDC, Pierce County EDC, Prescott, River Falls, and New Richmond jointly hosted two site selectors. The tour was well-received and considered a success. Forward New Richmond Committee Meeting August 20, 2025  MEMO Prepared for: Mayor Jim and City Council Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 17 Sep 2025 Subject: Community Development Updates - FNR September 2025 BACKGROUND INFORMATION: Building / Zoning Updates: January 1, 2025 - August 31, 2025 Number of Building Permits - 634 Number of New Dwelling Units - 96 Number of Inspections - 1,365 Residential Construction Value - $40,852,763.65 Commercial Construction Value - $8,133,324.73 Institutional Construction Value - $87,920,451.00 Industrial Construction Value - $191,000.00 Building Permit Fees - $567,093.75 Occupancy Updates: In August, the building inspector issued occupancy for six single-family homes, four twin homes and the utility shop addition. In July and August the building and zoning office has taken in 333 permits for reroofs or resides. General Updates: The City of New Richmond received five responses to its Request for Qualifications (RFQ) for Industrial Development Consulting Services. Interviews with all five consulting firms have been completed. Following the interviews, City staff issued a second round of questions to a smaller group of consultants for further evaluation. Administration is working on possible updates to our ordinance to assist in the affordable housing realm. We are hopeful that these updates and suggestions will be brought to the City Council in the coming months. Economic Development: 2025 Welcome Back Educators - Sadie attended this event on Tuesday, August 12th at 7:00am where Chamber Members welcomed back all the New Richmond School District Educators at the High School. She helped serve breakfast, stock items for breakfast and assisted with handing out swag bags (550 total) filled with donations from several local Businesses. FAM Tour - On August 11–12, the City participated in a Western Wisconsin FAM Tour organized with St. Croix EDC, Pierce County EDC, Prescott and River Falls. The tour highlighted community assets and development opportunities to prospective site selectors. The event was well-received and helped strengthen regional economic development relationships. Ribbon Cutting - City staff had the honor of attending and celebrating the Ribbon Cutting for the new Medical Laboratory Education Center at 821 West 8th Street in New Richmond! This transformative project will serve our community and surrounding area by providing a state-of-the-art facility and a strong pipeline of highly skilled graduates from the Medical Laboratory Technician program. The Center is the result of an incredible partnership between Westfields Hospital & Clinic and Northwood Technical College, along with support from many generous donors including the Wisconsin Chapter Clinical Laboratory Management Association, Emberg Charitable Trusts, Royal Credit Union Foundation, and WESTconsin Credit Union. This portion of the meeting will feature a virtual presentation from two individuals who played key roles in transforming downtown Port Washington, Wisconsin. Joining us virtually will be:  Kristina Tadeo, Port Washington Main Street Director  Gertjan Van Den Broek, Private Sector Developer Kristina and Gertjan will share Port Washington’s story, including key strategies and lessons learned through their ongoing revitalization work. Their insights will provide valuable context as we continue our own revitalization discussions.
