ADJOURNMENT Forward New Richmond Committee Meeting Minutes Wednesday, February 18, 2026 at 12:00 PM Council Chambers The Forward New Richmond Committee was called to order on Wednesday, February 18, 2026, at 12:00 PM, in the Council Chambers, with the following members present: PRESENT: Ryan Shervey, Kent Elkin, Krista Paulus, Bryan Knudtson, and Mike Montello ABSENT: Aaron Sundeen, Joe Green, Liz Pizzi, and Pete Kling OTHERS Beth Thompson, Scott Soderberg, Gina Knutson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Mike Montello made a motion to approve the agenda as presented. Krista Paulus seconded the motion. Carried unanimously. CONSENT AGENDA Mike Montello made a motion to approve the consent agenda as presented. Ryan Shervey seconded the motion. Carried unanimously. 2026 BUSINESS RETENTION & EXPANSION PROPOSAL & RECAP OF PREVIOUS YEARS Beth Thompson provided a recap of the City’s Business Retention & Expansion (BR&E) efforts from 2023–2025, noting that outreach has reached over 75% of local businesses and established a strong baseline understanding of business needs. She then presented the proposed 2026 BR&E program, which focuses on a lighter-touch engagement approach centered on the themes Connect • Listen • Celebrate. The proposed framework includes a one-time outreach email to businesses, a short five- question pulse survey to gather feedback and track metrics, and optional business recognition opportunities such as spotlights and anniversary acknowledgments. Beth explained that this approach is intended to maintain relationships, gather measurable data, and allow businesses to choose their level of engagement. The Forward New Richmond group discussed the proposal and expressed support for the new approach, stating that the survey could be adjusted to include an anonymous option. Consensus was Forward New Richmond Committee Meeting February 18, 2026 reached for staff to proceed with the 2026 BR&E Program as proposed, with possible additions as discussed. AFFORDABLE HOUSING UPDATE AND DISCUSSION Beth Thompson provided a recap of affordable housing initiatives to date, summarizing recent efforts, progress, and ongoing priorities related to expanding housing opportunities in the community. Gina Knutson, local realtor, attended the meeting to provide an update on the "Starter Home" initiative. Gina's update included the list price, appraised value, explaination of how the process and timeline went, and deed restrictions. Considerable discussion and questions followed, and members expressed appreciation for the progress being made to advance affordable housing locally. FNR members also reflected positively on the success of the program and encouraged staff to explore opportunities for similar collaborative approaches in future affordable housing initiatives. SRF CONSULTING (ECONOMIC DEVELOPMENT) UPDATE This agenda item was moved to the end of the meeting and time did not allow for discussion. This will be brought forward to our March meeting. DOWNTOWN REVITALIZATION UPDATE AND NEXT STEPS Beth provided an update on the Regional Roundtable event held January 21 at Northwood Technical College, noting that the meeting focused on downtown revitalization efforts and how other communities are revitalizing their downtowns. Krista Paulus left the meeting at 1:20 p.m., resulting in the loss of a quorum. The remainder of the meeting proceeded as informational updates only, centered on downtown revitalization. Beth reported that downtown lighting improvements, along with other amenities, will be discussed at the City Council work session on Monday, February 23. Scott Soderberg was present and shared his perspectives from the Roundtable, highlighting items he felt were most significant. Members expressed appreciation for the updates and for the continued efforts to revitalize our downtown. AGENDA TOPICS FOR FUTURE MEETINGS For the March meeting the agenda will include updates on Economic Development - SRF Consultants and 2026 Forward New Richmond Priorities. Forward New Richmond Committee Meeting February 18, 2026 MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 18 Mar 2026 Subject: Community Development Updates - FNR March 2026 BACKGROUND INFORMATION: Building / Zoning Updates: January 1 - February 29, 2026 Number of Building Permits - 41 Number of New Dwelling Units - 8 Number of Inspections - 265 Residential Construction Value - $2,354,489.00 Commercial Construction Value - $936,264.00 Building Permit Fees Collected - $47,414.00 Occupancy Updates: In Feburary, the Building Inspector issued occupancy for two single-family homes. Economic Development Updates: WEDC Microgrant Program – Round 2 Judging I had the opportunity again to participate as a judge for the second round of the Microgrant Program administered through the St. Croix Valley Business Innovation Center in partnership with the Wisconsin Economic Development Corporation. This program is designed to help businesses scale their operations by providing financial assistance covering up to 90% of eligible project costs. The program is available to businesses headquartered in St. Croix, Pierce, and Polk Counties, with preference given to businesses led by underserved populations, including rural, women- owned, minority-owned, and veteran-owned enterprises. Applicants were also required to demonstrate engagement with business support resources such as SCORE, SBDC, or other entrepreneurial training programs. Round 2 introduced a new component encouraging applicants to clearly articulate their 5–10-year vision for growth, and also provided a video submission option to strengthen applications. A total of 56 applications were received and reviewed in this round, demonstrating strong entrepreneurial activity within the region. St. Croix EDC’s Annual Event On February 26, 2026, I attended the annual event hosted by the St. Croix Economic Development Corporation, held at Ready Randy's. This year’s event was the strongest attended to date, with 255 individuals registered. During the program, the organization recognized its 2025 award recipients for outstanding contributions to the local economy and community. Congratulations to the following honorees: Emerging Business of the Year – Rodent Barriers LLC Large Business of the Year – Krumm Exteriors, LLC Non-Profit of the Year – Operation HELP County Impact Award of the Year – Limitless Cycling, a program of River Valley Trails President’s Award – Tom Borowski These awards highlight the strength, innovation, and community commitment of businesses and organizations throughout St. Croix County. Small Business Development Grant Program St. Croix County EDC was recently awarded a $220,000 Small Business Development Grant by the WEDC. The funds will be made available to St. Croix County small businesses through four capital stack programs: Rental/Purchase Assistance Grants, Facade Improvement Grants, Capital Access Boost Grants, and the St. Croix EDC Scale Up Pitch Competition. Funds are first-come, first-served basis. City staff has sent out an email, to all small businesses within our community, with information for applying. Information can also be found here. Page 2 of 2 MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 18 Mar 2026 Subject: Resolution #032603 - Termination of Covenants BACKGROUND INFORMATION: City staff is requesting consideration of a resolution to terminate the original set of covenants that apply to the Business & Technical Park. These covenants were recorded in 1988 and are now largely antiquated and outdated. Since the time these covenants were established, the City of New Richmond has significantly updated and strengthened its zoning and subdivision ordinances. Staff believes the City's current ordinances adequately address development standards, land use, and property maintenance within the Business & Technical Park, making the original covenants unnecessary. In 2019, the City initiated an effort to terminate all sets of covenants within the Business & Technical Park. During that process, two of the three covenant areas were successfully terminated. However, the City was unable to gather the required number of signatures needed to terminate the original covenant area at that time. At the October, 2025 Plan Commission meeting, members requested that City staff revisit the effort to terminate the remaining covenants. Staff subsequently contacted property owners within the affected area and was able to obtain the required approvals. The covenants require signatures representing at least 75% of the lots and not less than 60% of the collective property owners within the Business & Technical Park to authorize termination. Staff has successfully obtained the necessary approvals to meet these requirements. Per the covenant provisions, termination must be authorized through the adoption of a resolution by the City. Staff is therefore requesting that the FNR Committee recommend approval of the attached resolution to terminate the covenants. Following FNR consideration, the resolution will be forwarded to the City Council for final approval. Once approved, the termination document will be recorded with the county. As a brief review in October, the City Council approved the engagement of SRF Consulting Group to provide economic development consulting services focused on industrial and economic development. Following that approval, City staff has worked closely with SRF to further refine project goals, priorities, and a longer-term partnership that reflects the City’s needs. As part of those discussions, City staff requested a broader economic development focus not just limited to industrial development. SRF has prepared a three-year, phased scope of services consisting of three phases: discovery, planning, and promotion. While the outline looks ahead three years, staff only requested approval of the services for the first year. Proposed Approach The proposed framework is organized into three phases:  Year 1 (2026) – Discover  Year 2 (2027) – Plan (future consideration)  Year 3 (2028) – Promote (future consideration) The intent of this structure is to allow the City to:  Make data-driven decisions,  Evaluate progress annually, and  Retain full discretion to modify, amend, or discontinue services at the end of each year. A proposed scope of services for future years will be considered by the City Council again in 2027 and 2028, based on City priorities and available funding. The proposed scope of services for 2026, included consists of the following: 1. Community Economic and Commodity Market Assessment o Evaluation of New Richmond’s commercial and industrial land, workforce conditions, industry trends, and regional competitiveness. o Includes a commodity flow analysis to better understand supply chains and market opportunities. 2. Targeted Business & Stakeholder Engagement o Structured engagement with key business, transportation, education, and development stakeholders to identify assets, challenges, and opportunities. 3. Review of Local Ordinances Affecting Development o Review of zoning, subdivision, and related ordinances impacting business and industrial development, with recommendations for improvement. 4. Project Management and Monthly Progress Meetings o Ongoing coordination and communication with City staff throughout the year. SRF and City staff have started working on the three priorities above and I will give updates throughout the 2026 year. Following that discussion, City staff distributed a survey to committee members to help identify priority areas for the upcoming year. The survey results identified the following priorities, with #1 representing the highest priority: 1. Affordable Housing 2. New Industrial Park 3. Downtown Revitalization 4. Business Retention and Expansion 5. Entrepreneurship / Start-Up Business Support 6. Small Business Support Strategies 7. Enhance Economic Development Marketing 8. Workforce Development Strategies 9. Public Transportation Throughout 2025, the FNR Committee and City staff have made progress on several of these priorities. Efforts have primarily focused on Affordable Housing initiatives, Business Retention and Expansion, Economic Development activities with SRF consultants, and initial steps toward Downtown Revitalization efforts. As the committee looks ahead to 2026, this may be an appropriate time to revisit the previously identified priorities and discuss next steps. Options for consideration may include: • Continuing to advance existing priority initiatives • Identifying new focus areas for 2026 • Conducting a follow-up survey of committee members to reassess priorities • Developing specific action items or measurable goals for the coming year RECOMMENDATION: Staff is seeking direction from the committee on how members would like to proceed in establishing priorities and initiatives for 2026.
