The Historic Preservation Commission of the City of New Richmond was called to order on Monday,
March 24, 2025, at 5:00 PM, in the Council Chambers, with the following members present:

Jon Hailey made a motion to adopt the Agenda. Brad Guinn seconded the motion. Carried
unanimously.
NEW BUSINESS
CERTIFICATE OF APPROPRIATENESS APPLICATION - 413 WEST 1ST STREET
Amber Toutge reported that Kate Reinhardt submitted a certificate of appropriateness application for
413 West 1st Street. The house located at 413 West 1st Street was built in 1886 in the Italianate era,
and was historically known as the “Mary and Orrin J. Williams House.” The applicant is proposing to
enclose the back porch on the north (rear-facing) side, which is not original to the house. Proposed
work includes new siding, windows, doors, gutters and light fixtures. 413 West 1st Street is located in
the West Side Historic District. The district is listed on the National Register of Historic Places, and
locally designated as a Historic Preservation Overlay District. There was discussion regarding
materials to be used, and corresponding decisions to be made by the Historic Preservation
Commission.
City staff reviewed the application and recommend approval of the certificate of appropriateness
application with three conditions:
1. The applicant shall provide the make and model of the northern door to City staff once selected.
2. The new gutters shall be a K-style or have a half round profile.
3. The new light fixtures shall have a cutoff angle of less than or equal to 90 degrees.

Jon Hailey made a motion to approve the Certificate of Appropriateness Application for 413 West 1st
Street with three conditions as noted. Brad Guinn seconded the motion. Carried unanimously.
CERTIFICATE OF APPROPRIATENESS APPLICATION – 447 WEST 1ST STREET
Amber Toutge shared that City received an application from Anne and Steve Deplazes for a
certificate of appropriateness for 447 West 1st Street. The house located at 447 West 1st Street was
built in 1888, and was historically known as the “William Johnston House.” The house has a side-
gabled architectural style. The applicant is proposing to replace six existing windows, add two new
windows, and restore one historic window. All of the windows proposed to be replaced and/or added
are located on secondary elevations. The applicant is also proposing to add shakes to the gables on
the east and west sides of the house. 447 West 1st Street is located in the West Side Historic District.
The district is listed on the National Register of Historic Places, and locally designated as a Historic
Preservation Overlay District. There was discussion regarding materials to be used, and
corresponding decisions to be made by the Historic Preservation Commission.
The proposal is in correlation with an attic remodel. Interior work is not subject to review by the
Historic Preservation Commission.
City staff reviewed the application and recommended approval of the certificate of appropriateness
application.
Craig Kittel made a motion to approve the Certificate of Appropriateness Application for 447 West 1st
Street as presented, with no conditions. Brad Guinn seconded the motion. Carried unanimously.
COMMUNICATION AND MISCELLANEOUS
Because so many people at the meeting live in the Historic District, Amber asked the group how they
would like to receive information about guideline updates. There was consensus that a newsletter
would be appreciated, perhaps highlighting bigger changes.
Michelle Scanlan reminded Commission members to come to the March 25 Appreciation Gathering at
the City Hall.
ADJOURNMENT
Brad Guinn made a motion to adjourn at 5:40pm. Jon Hailey seconded the motion. Carried
unanimously.

Subject: Election of Chairperson and Vice-Chairperson
BACKGROUND INFORMATION:
The City Council approved board and commission appointments for the new legislative session at
their May 12th meeting. The Historic Preservation Commission, and other boards and commissions,
should elect a chairperson and vice-chairperson for the new legislative session at their next meeting.
The chairperson reviews the agenda in advance of the meeting with the designated staff lead, and
facilitates the meetings. In the absence of the chairperson, the vice-chairperson fills in and leads the
meeting.
The chairperson should be determined first, followed by the vice-chairperson. Commission members
can nominate someone or nominate themselves. If there are multiple members interested in the same
position, voting can be done via paper ballot. If there is only one member interested in a position, the
Commission can vote to close nominations and cast a unanimous ballot.

Subject: Certificate of Appropriateness Application – 251 West 2nd Street
BACKGROUND INFORMATION:
Kati and Robert Shannon submitted a certificate of appropriateness application for 251 West 2nd
Street. The house at 251 West 2nd Street was built in 1873 with an Italiante architectural style, and
was historically known as the “Frank W. Bartlett House.” The applicants are proposing to install a new
fence and patio, and replace existing light fixtures.
251 West 2nd Street is located in the West Side Historic District. The district is listed on the National
Register of Historic Places, and locally designated as a Historic Preservation Overlay District. The
property is subject to New Richmond Municipal Code (NRMC) Section 121-59 (Historic Preservation
Overlay District), and the West Side Historic District Design Guidelines.
PROCESS
The application is subject to review by City staff and the Historic Preservation Commission.

RECOMMENDATION:
City staff recommend approval of the certificate of appropriateness application with no conditions.
