ADJOURNMENT  Joint Review Board Meeting Minutes 4:00 PM - Tuesday, November 15, 2022 Council Chambers The Joint Review Board of the City of New Richmond was called to order on Tuesday, November 15, 2022, at 4:00 PM, in the Council Chambers, with the following members present: PRESENT: Jim Zajkowski (City of New Richmond), Mary Kay Rice (City of New Richmond), Ken Witt (St. Croix County), Kris Brown (School District of New Richmond), Amber Richardson - virtually (Northwood Technical College) ABSENT: OTHERS Rae Ann Ailts, Lexi Derrick, Beth Thompson, Sean Lentz (virtually) PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Motion made by MaryKay Rice to adopt the Agenda as presented. Seconded by Ken Witt. Carried unanimously. APPROVAL OF MINUTES Joint Review Board - 10 Nov 2022 - Minutes Motion made by MaryKay Rice to approve the minutes from November 10, 2022. Seconded by Kris Brown. Carried unanimously. REVIEW THE PUBLIC RECORD, PLANNING DOCUMENTS AND THE RESOLUTIONS PASSED BY THE PLAN COMMISSION AND COMMON COUNCIL. REVIEW THE PUBLIC RECORD, PLANNING DOCUMENTS AND THE RESOLUTIONS PASSED BY THE PLAN COMMISSION AND COMMON COUNCIL. Rae Ann Ailts gave an overview of the steps taken since the last Joint Review Board meeting. The Plan Commission and City Council have both reviewed the documents and made Resolutions approving the TID & amendment. No changes were made to the Project Plan by wither group. Joint Review Board Meeting November 15, 2022 CONSIDERATION OF RESOLUTION APPROVING AN AMENDED PROJECT PLAN FOR TAX INCREMENTAL DISTRICT NO. 7 RESOLUTION APPROVING AN AMENDED PROJECT PLAN FOR TAX INCREMENTAL DISTRICT NO. 7 Resolution Joint Review Board 2022.11.15 TID 7_signed Motion made by MaryKay Rice to approve the Resolution Amending the Project Plan for Tax Incremental District No. 7. Seconded by Ken Witt. Carried unanimously. COMMUNICATION AND MISCELLANEOUS ADJOURNMENT Joint Review Board Meeting November 15, 2022  Joint Review Board Meeting Minutes 4:00 PM - Thursday, November 10, 2022 Council Chambers The Joint Review Board of the City of New Richmond was called to order on Thursday, November 10, 2022, at 4:00 PM, in the Council Chambers, with the following members present: PRESENT: Jim Zajkowski (City of New Richmond), Mary Kay Rice (City of New Richmond), Ken Witt (St. Croix County), Kris Brown (School District of New Richmond), Amber Richardson (Northwood Technical College) ABSENT: OTHERS Noah Wiedenfeld, Rae Ann Ailts, Lexi Derrick, Beth Thompson, Sean Lentz, PRESENT: Josh Low CALL TO ORDER ROLL CALL APPOINTMENTS (AS NEEDED) A motion was made by Ken Witt to appoint Jim Zajkowski as the Chair and Mark Kay Rice as the Citizen Member. Seconded by Kris Brown, carried unanimously. ADOPTION OF AGENDA A motion was made by Mary Kay Rice to adopt the Agenda. Seconded by Kris Brown, carried unanimously. APPROVAL OF MINUTES A motion was made by Mary Kay Rice to approve the minutes from June 16, 2022. Seconded by Kris Brown, carried unanimously. REVIEW RESPONSIBILITIES OF THE JOINT REVIEW BOARD Sean Lentz from Ehler's reviewed the responsibilities of the JRB including the need to review public record and affirm to approve any amendments. REVIEW AND DISCUSS DRAFT PROJECT PLAN PROPOSED PROJECT PLAN AMENDMENT TO TID NO. 7 Joint Review Board Meeting November 10, 2022 Sean Lentz explained the goals of the proposed amendment. The City is seeking to amend TID No. 7 to include a project within 1/2 mile of the existing boundaries to assist with the redevelopment of property located at 262 N Knowles Avenue. Additionally, the City seeks to share excess increment generated in TID No. 7 with TID No. 11. It was noted that TID No. 11 is a blight district and qualifies to receive shared excess.
