The Library Board of the City of New Richmond was called to order on Thursday, October 2, 2025, at
4:30 PM, in the Council Chambers, with the following members present:

Library Director's Report
Vicki Gjovik reminded the Board that the Director’s Report contains a wealth of valuable information
and encouraged members to review it carefully each month.
The $12,500 donation from New Richmond Utilities was highlighted, noting that this is a 2-year
contribution, and will include naming rights in the new library.
In regarding staff continuing education, Vicki Gjovik commended the variety of professional
development opportunities available and emphasized the importance of ensuring that staff
share and apply the information learned from workshops and trainings.
Library Board Meeting October 2, 2025
The Board recognized and expressed appreciation for Jennifer’s 28 years and Diane’s 8 years
of dedicated service, noting their commitment, experience, and contributions to the library’s
continued success.
Marla Hall made a motion to approve the Consent Agenda. Nicholas Hall seconded the motion.
Carried unanimously.
NEW BUSINESS
STATISTIC OF THE MONTH: INTERLIBRARY LOAN
Jennifer Rickard presented this month’s statistic on Interlibrary Loan (ILL), a statewide cooperative
system that connects Wisconsin library users to materials not available locally through the MORE
system. Participating institutions include public, academic, and K–12 libraries, technical colleges,
correctional facilities, and select law libraries.
ILL allows patrons to borrow materials such as research materials, genealogical resources, microfilm,
journal articles, homeschool curriculum materials, DVDs, music CDs, or novels not held in the local
MORE collection. While a wide variety of materials can be requested, there are limitations and
exceptions that guide what may be borrowed.
WISCAT, the statewide union catalog, links library collections across Wisconsin and allows real-time
searching and requesting beyond MORE. When needed, requests can extend to Minitex (Minnesota,
North Dakota, and South Dakota libraries) and WorldCat. WISCAT funding is provided through IMLS
at the state level.
Jennifer explained the lifecycle of processing ILL requests, from the time it is requested until it is
returned to the lending library. She emphasized that fulfilling a single ILL transaction involves multiple
layers of staff and coordination at the local, system, and state levels.
As part of the monthly statistics, Jennifer shared that ILL activity is tracked by items “sent” versus
those “received”:
Sent: Unique items loaned from New Richmond to other libraries.
Received: Items brought in through ILL for New Richmond patrons.
CLOSED DATES, 2026
Per statute, the Library Board is required to approve all library closures annually. The Library follows
the City of New Richmond’s observed holidays, with eligible staff receiving nine paid holidays plus
one floating holiday each calendar year.
In addition to the nine standard holidays outlined in the memo, Director Monica LaVold requested
closures for Saturday, July 4, and Saturday, December 26, 2026. These additional closure dates do
not increase the number of paid holidays; staff will maintain their regular weekly hours, with
schedules adjusted as needed to absorb the time within the same week.
Nicholas Hall made a motion to approved holiday closures as posted, including Saturday July 4 and
December 26. Kellie Hudson seconded the motion. Carried unanimously.
INTELLECTUAL FREEDOM AND LABELING
Library Board Meeting October 2, 2025
Monica LaVold provided several documents in the agenda packet related to Intellectual Freedom,
including the Library’s 2023 Statement on Intellectual Freedom, Labeling and Rating Systems: An
Interpretation of the Library Bill of Rights, How to Talk About Intellectual Freedom, and Banned Books
and Intellectual Freedom 2025. These resources were drawn from the Cooperative Children’s Book
Center (CCBC), American Library Association (ALA), and IFLS Library System.
Monica reminded the Board that staff are protected and supported through IFLS and CCBC
resources should a materials challenge arise. She encouraged Board members to review the
provided materials and become familiar with available support systems.
Highlights from the ALA’s Most Challenged Books lists were shared:
2024: New Richmond Library owned 4 of the top 10 titles
2023: Library also owned 4 of the top 10 titles.
The ALA Top 100 Challenged Titles list was also reviewed.
Monica distributed ALA infographics illustrating trends in book challenges. She noted that challenges
are increasingly coming from organized groups rather than individuals, and that the number of
reported challenges determines which titles appear on the national lists. For example, All Boys Aren’t
Blue had 39 reported challenges nationwide. Some challenges are never formally reported if the
official challenge process is not completed.
The Board discussed the difference between “challenged” and “banned” books:
Challenged – a request has been made to review or remove a title.
Banned – the title has been removed following a successful challenge.
Libraries are not required to remove titles that have been banned elsewhere.
Discussion also addressed labeling practices and the Library Bill of Rights. Monica emphasized that
labels should serve as wayfinding tools, helping patrons locate genres and similar materials, while
ensuring they do not become prejudicial or create barriers. IFLS has issued a system-wide statement
discouraging prejudicial labeling and reaffirming adherence to Library of Congress genre standards
for organization and accessibility.
Monica encouraged the Board to continue reviewing Intellectual Freedom principles across all
formats and to reach out with questions. The Collection Development Policy will be brought back to
the Board annually for review.
LIBRARY CLOSING PLAN
The Board held discussion regarding anticipated closure and transition time for the move to the new
library. While details are still forthcoming, the Board expressed a shared priority of ensuring a well-
organized, thoughtful transition and emphasized the importance of clear and timely communication
throughout the process.
The Board reiterated its appreciation for the City’s support and leadership throughout the project
management and planning of the new library build. The partnership has been essential to reaching
this stage of the project. However, the Board also emphasized that as the process moves into
operational and move-related details, it is important for the Library Board to be more closely involved

and to receive more frequent updates in order to support staff, protect library services, and ensure a
smooth transition.
Key points of discussion included:
Ensuring the closure period is adequate to complete the move effectively and maintain a
positive first impression at opening.
Ensuring that some fundamental services are in place before opening.
Reaffirming that library services fall under the oversight of the Library Director and Library
Board and should not be reopened until the library is fully prepared to serve the public.
The Board is committed to supporting staff capacity, quality of service, and community
experience during this transition and after opening.
The Board identified a series of questions and information needed before acting on closed dates. The
Board agreed to revisit this discussion at the November meeting and schedule a special meeting if
needed based on the responses received.
Ari Dionisopoulos made a motion to table action and discussion until additional information is
available. Kellie Hudson seconded the motion. Carried unanimously.
GOOD NEWS
Marla Hall shared the good news for the month, presenting the Library with a numbered print by local
artist, LeRoy Schwan. The artwork depicts the old Middle School and will make a wonderful addition
to be displayed in the new library where the Middle School previously stood. The Board expressed
appreciation for the thoughtful and meaningful gift.

COMMUNICATION AND MISCELLANEOUS
It was noted that Jarell Kuney will serve as the new liaison from the Friends of the Library. Going
forward, the Board will receive monthly updates from both Jarell on behalf of the Friends and Greg
Gartner, representing the School Board and City Council.
Vicki Gjovik and Lisa Naser will conduct the Library Director’s annual performance evaluation on
Friday, October 3.

Our main book vendor, Baker & Taylor has begun to wind down their business with a plan to
shutter their operations entirely by January 2026. This has created a need for us to evaluate
other vendors and begin to work on finding alternate sources for purchasing library books at a
discount. Jennifer has done the brunt of the work on this and we owe her a ton of gratitude and
recognition for the time this has taken.
o We currently have a number of vendors outside B&T that we use for items like large
print books, audiobooks, VOX books, etc. We will continue to purchase items directly
when we can.
o We have options such as Ingram, Mackin, Amazon, and others, but are working on
determining how they will work with our software for importing catalog records and
obtaining the information needed to establish vendor accounts with the city.
Monica attended Rotary on October 20th to share information about the new library and to
present the books that have been purchased for the library in the name of Rotary speakers
over the last year.
Our annual Pumpkin Book Character Contest was a success again this year. We had 45
entries that were all impressive and fun. The winners this year were: The Gruffalo, Amelia
Bedelia, and The Pigeon:
Our Youth Services team, along with the many other programs and services they provide, also
do regular outreach to the 4K sites in our community. This year, they have already visited Bear
buddies, 1st Lutheran, The Center, Head Start, Sonshine Learning Center, and St. Mary's to
share stories and introduce the students to library services. This outreach allows children to
see a familiar friendly face whenever they visit the library and helps the library support our
community partners in early literacy and access to library services.
Speaking of outreach, our adult services includes regular outreach to our local senior living
facilities. Nora visits The Deerfield, Boardman Meadows, and St. Croix Health every month.
This year, for the first time, she took our Summer Library Program on the road and invited

seniors to participate from their respective homes. Below are some pictures of seniors who
participated in our SLP.
Reminder that the library will be closed on Thursday, November 27th and Friday, November
28th for the Thanksgiving holiday. We will be open for our regular hours (9:00am - 3:00pm) on
Saturday, November 29th.
Classes/Events –
Check our monthly calendar for daily and weekly events for all ages. Click on the links below to see
more information about a few select programs we are offering this month:
Wacky Wednesdays started up again on October 8th. This program happens weekly as a
drop-in event between 3:30 and 5:30. Every week features a different theme with a different
craft or activity. These programs encourage creativity and allow children to explore various
media, tools, and supplies. These will continue through the month of November.
Crafty Adults is back with a diamond art book mark project. Participants will learn how diamond
art is done and get to practice using the tools. Tuesday November 4th at 5:00pm or Thursday,
November 6th at 6:00pm.
Kids Karaoke will be Wednesday, November 5th at 6:00pm.
Create your own mini Zen garden with Nora on Tuesday, November 11th at 4:00pm.
On Wednesday, November 12th, you can stop in to learn more about PFAS (also known as
forever chemicals) in harvestable goods like fish and wild rice. This Badger Talk will focus on

the need for Indigenous-led approaches to addressing contamination. Wednesday, November
12th, 6:00pm - 7:00pm.
On Wednesday, November 19th, Crafty Adults are back with a opportunity to learn about
making macrame hangings. 5:30pm - 7:30pm.
The Traveling Book Club is reading Book Lovers by Emily Henry and will be hosted by Roberts
at Barn Board Grill & Saloon on Thursday, November 20th at 6:00pm.
Also on Thursday, November 20th, we are having a teen button making event. Teens and
Tweens are invited to come design and create their own buttons using selected art or making
their own art. 4:00pm - 5:30pm.
On Tuesday, November 25th, we will be hosting a movie night for families and children. In
honor of Native American Heritage month, we will be showing Disney's Brother Bear and
sharing some light snacks. The movie starts at 4:30pm and runs for 85 minutes.
MORE/IFLS
We were fortunate to be able to send 4 staff members to the IFLS Staff Palooza in Amery on
Wednesday, October 22nd. They heard a presentation from library social worker Beth Wahler
called "Sustainable Practice: Self and Community Care Strategies for Library Staff.
There was a Director's Retreat at Beaver Creek Nature Reserve on Friday October 24th.
Monica also got to hear a presentation from Beth Wahler. This one was called "Trauma
Informed Library Management: Practical Strategies for Creating a Healthy Organizational
Culture.
The feedback from both programs has been very positive. Staff have shared some resources
and have talked about some new ideas that they have been able to think about. Overall, these
training opportunities were very valuable and helpful.

Subject: Library Construction Update & Relocation Plans
BACKGROUND INFORMATION:
Hello, Library Board Trustees,
I was presented with a list of 27 questions following your previous monthly meeting regarding plans to
relocate materials from the existing library to the new building. Below is a brief update regarding
construction, as well as a summary outlining relocation plans. I will also be in attendance at the
November Library Board meeting if you have additional questions.
CONSTRUCTION
You've likely noticed a lot of construction activity occurring outside the building, including the paving
and striping of the parking lot, landscaping work, concrete sidewalks, etc. Some of this work will
continue in the coming weeks, but as colder weather approaches later in November, you will see less
activity outside. Final landscaping and installation of some of the public outdoor amenities on the
northside of the building will be completed in the spring.
Inside the library, contractors recently started working on tile flooring and carpet. Casework will begin
to arrive in early November. Priming and painting, and ceiling work, continue. Construction continues
to track for completion at the end of December, which would allow for a public opening in mid-
January.
Residents will begin moving into the apartments above the library in November, but some final work
and punch-list items will continue to be completed.
The latest construction progress video was published on October 25th. Special thanks to Britta Rice
for her efforts in recently updating the building project page on the library's website. Presentations
were recently given to the Westfields Hospital & Clinic Board of Directors, Rotary Club of New
Richmond, and XYZ Group. Additional presentations are scheduled with Kiwanis, Knights of
Columbus, and the St. Croix County Council on Aging & Disabilities.
FURNITURE
New furniture will be delivered and assembled in the new building by contractors in early December.
The majority of the shelving and office furniture at the existing library will not be moved to the new
building.
RELOCATION
As construction continues, we will be able to home in on more approximate dates for moving
materials. We plan to use volunteers from the community to pack and move boxes. There have
already been a number of businesses and organizations who have offered assistance (unsolicited)
not only with volunteers, but also in the form of trucks, trailers, equipment, etc. The move should take
about 3 days, but there will be additional time needed in the days that follow for further organization
and set-up before the library opens to the public.
EXISTING LIBRARY
As you may recall, the City and School District previously executed a memorandum of understanding
which calls for the existing library to be leased by the School District in the future. A lease agreement
still needs be finalized and approved by the City Council and School Board, and it's likely that the
School District will do some remodeling before beginning to use the space.

Subject: Library Closing Plan - November 2025
BACKGROUND INFORMATION:
This item is a return from our discussion last month. The Library is looking for approval to be closed
for a period of approximately 3 weeks, during which the materials will be moved from our current
location to our new location and the new location will be organized and made ready to serve the
public.
While we don't have any specific dates to be closed, we are looking at the following timeline:
December 22 - January 12th
o Library will not be receiving any delivery of materials from other libraries.
New Richmond materials will be held by Purple Mountain, our courier service, or
by individual libraries in our system.
o All library due dates have been pushed out beyond January 12th. No items will be due
to be returned between these dates.
Our system only allows us to do this by owning library, not by checkout location.
We anticipate that there will be some items that our patrons have from other
libraries that will still have due dates. Their options will be to return these to a
nearby library or to hold on to them until January 12th or later.
o We are unsure exactly how long it will take to organize and prepare the library for
opening. Right now, we are giving ourselves at least a full week of organizing, but
without experience, we can't guarantee that we will be ready to open by the 12th, even if
all else goes the way we hope.
o We anticipate that we will need to be closed at least 2 or 3 weeks, including Saturdays.
Our goal is to be closed for the shortest amount of time possible, so that our community can have
access to our services and materials, however, we know that this is a large move and we will need
ample time to get all items relocated, organized, and ready for use by our patrons.
During closed days, all staff members will be able to work their regularly scheduled number of hours,
although we will accommodate schedule changes. I have let staff know that we may be able to
manage more than normal PTO requests, as we will not have a desk to cover. During their shifts staff
will:
Attend training and staff meetings about operations in the new library.
Check in any items that are returned to our outside book drop or left outside our building.
Label shelves with the location in the new building and ready them for packing.
Pack any personal items or spaces that they would like to bring with them to the new space.
Once we have occupancy of the new library, they will also:
Help organize and shift materials as needed to fit the new spaces
Set up their offices or work spaces
Attend meetings regarding workflow and expectations.
Attend staff training as scheduled.
RECOMMENDATION:
The Library requests that the Board approve our proposed closing dates with the understanding that
they may be somewhat flexible and we may need to alter these dates somewhat as we know more.

Subject: Statistic of the Month: Computer and WiFi use
BACKGROUND INFORMATION:
Computer use is tracked through our management software, Pharos. We are able to use this to count
every time someone logs on to a library computer.
Pharos automatically limits a patron to 1 hour, although that will roll over to 2 hours as long as
there is no one waiting and there is at least one available computer.
After 2 hours, if a patron wishes to continue using the computer, staff must manually extend
that time.
We don't have any maximum length of time for computer use at this time. As long as there are
available computers and no reservations in the system, staff is empowered to increase a
patron's time.
It is not unusual for a patron to be at our computers for more than the 2-hour limit.
It is very rare for all of our computers to be in use at the same time, although this does happen
during the summer months and sometimes on school breaks.
WiFi use is measured automatically through our network. What is counted is every time any device
connects to the network.
If there are any staff or patrons who have set their phones to "automatically connect" to the
network, they will be counted every time they connect.
This may not count anyone using a private network like a personal hotspot. If patrons have
unlimited data and do not log onto the network, we would also not have any way of counting
their use.
Both our computer and WiFi use have been dropping over the last few years. See the graphs below
for the trends for both computer and WiFi use.
For 2025*, we are projecting
6,307 computer sessions
9,163 WiFi sessions
In 2024, those numbers were 5,643 and 9,027 respectively, so we are on track to slightly increase in
both areas. The graphs above are created using our projected data for 2025.
*These calculations DO NOT account for any closed days in 2025. Actual numbers are likely to be a
little bit lower than our projections, depending on how many days we are closed to the public.
I anticipate that our numbers will rise in a new building, but it is hard to say how much. We are not
planning on adding any computers at this time, but will monitor the situation to see how much our use
increases and be responsive to that as we are able.

Subject: Roles and Responsibilities
BACKGROUND INFORMATION:
In August of 2025, some members of the Library Board participated in a Library Trustee 101 training
webinar presented by the directors of the Nicolet Federated Library System and the Outagamie
Waupaca Library System. The presenters noted that there are varying opinions and practices by
different libraries and municipalities as it pertains to the roles and relationships between the Library
Board, Library Director, and the local unit of government, and recommended a written memorandum
of understanding as a good tool to provide greater clarity. In January of 2020, the New Richmond
Library Board of Trustees discussed this very topic and approved an outline of these roles and
responsibilities, but the Board did not formally memorialize the conversation in a memorandum of
understanding.
Staff have prepared a draft memorandum of understanding which addresses roles and
responsibilities specifically pertaining to finance and human resources. The MOU will be reviewed by
the Library Board at their meeting on November 6th, and with the City Council on November 10th.
RECOMMENDATION:
The Library Board should consider a motion to approve the memorandum of understanding as
presented.

MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF NEW RICHMOND
AND THE NEW RICHMOND LIBRARY BOARD OF TRUSTEES
This Memorandum of Understanding (hereinafter “MOU”) is entered into by and between the
CITY OF NEW RICHMOND (“City”) and the NEW RICHMOND LIBRARY BOARD OF TRUSTEES
(“Library Board”) as of the ___ day of November 2025, as it relates to their shared interest in an effective
working relationship and efficient operation of the New Richmond Community Library to better serve the
community.
WHEREAS, the Common Council of the City of New Richmond has established a municipal
Library Board via Section 2-134 of the New Richmond Municipal Code and recognizes the powers of the
Board as contained in Chapter 43 of the Wisconsin Statutes; and
WHEREAS, there can be misunderstandings or lack of clarity regarding the responsibilities of the
municipal government and library boards in the State of Wisconsin; and
WHEREAS, the City and Library Board are desirous of establishing mutually appropriate
arrangements for the efficient operation of the New Richmond Community Library under the terms and
conditions contained in this agreement.
NOW, THEREFORE, the City and Library Board agree as follows:
SECTION I. BOARD AUTHORITY
A. The Library Board retains all authority and power granted to the Library Board as contained in
Chapter 43 of the Wisconsin Statutes.
SECTION II. FINANCE
A. The Library Director shall actively participate in the preparation of the annual budget, consistent
with other City department heads. As part of the annual budget process, the Library Board is
encouraged to provide feedback and work closely with the Library Director to identify priorities
and the most efficient and effective use of public dollars in support of the New Richmond
Community Library’s Strategic Plan.
B. The annual operating and capital budgets for the New Richmond Community Library are approved
by the City Council.
C. Pursuant to Chapter 43 of the Wisconsin Statutes, the Library Board shall have exclusive control
of the expenditure of all monies appropriated by the City Council.
D. The Library Board does not sign checks or maintain physical control over actual dollars
appropriated by the City Council.
The Library Board agrees to consult with the City’s Finance Director and Financial Advisor regarding any
proposed investments to be made in the Library’s name. Furthermore, it is understood that no investment
shall be established without prior approval from the City.

E. The Library Board shall audit and approve all library expenditures. The Library Director shall
provide financial reporting to the Library Board in a format and frequency as requested by the
Library Board.
F. Library staff shall utilize the City’s financial software for reporting of all revenues, expenditures
and timekeeping records in accordance with City policy.
G. Payments received from St. Croix County for library services provided to non-residents of the
municipality shall be deposited with the City and designated exclusively for expenditures related
to library operations.
H. Library staff and the Library Board shall adhere to the City of New Richmond’s Purchasing Policy,
Fundraising Policy, and Donation Policy.
I. Surplus property shall be disposed of in accordance with New Richmond Municipal Code 2-245
Surplus City Property.
SECTION III. HUMAN RESOURCES
A. The Library Board shall hire a qualified Library Director. The City’s Human Resources Manager
shall assist in the recruiting and hiring process to ensure legal compliance, and to provide additional
support and guidance as requested by the Library Board.
B. The Library Board shall be responsible for the performance evaluation of the Library Director and
shall endeavor to conduct a performance review at least annually. The City Administrator or other
non-library staff may be asked to provide feedback or other assistance to ensure legal compliance
with the performance review process.
C. The recruitment, hiring, and on-boarding for all other library staff shall be led by the Library
Director and City’s Human Resources Manager.
D. Personnel records for all library staff, including but not limited to pre-employment documents,
performance reviews, compensation, awards or citations for excellent performance, records of
attendance and completion of training programs, disciplinary actions, separation of employment
documents, recruitment and selection documents, and medical files shall be retained in accordance
with the City of New Richmond Personnel File and Confidential File Document Retention Policy.
The City of New Richmond Human Resources Manager will serve as the custodian for all employee
personnel and confidential files and all documents contained within those files to ensure adherence
to State and Federal law including confidentiality and retention, in accordance with Section 2.3 of
the City of New Richmond Employee Handbook.
E. Employees and their supervisors are expected to review job descriptions on an annual basis to
ensure they accurately reflect the position. Job descriptions are also reviewed anytime a vacancy
arises. Job descriptions for newly created positions, or job description revisions that have a
substantial change to service delivery, shall come to the City Council for approval at the City
Administrator’s discretion. Other job description updates shall be approved administratively with
involvement from the library employee, Library Director, Human Resources Manager, and City
Administrator.

F. Library staff are employees of the City of New Richmond and shall adhere to the City of New
Richmond Employee Handbook and other terms and conditions of employment established by the
City for all municipal employees, which may change from time to time. Neither the Library
Director nor the Library Board shall implement policies and procedures which are in direct conflict
with the City of New Richmond Employee Handbook.
G. Library staff shall be compensated in accordance with the City of New Richmond Compensation
Policy.
H. Library staff are eligible for benefits offered to other municipal employees in accordance with the
City of New Richmond Employee Handbook.
I. The City Administrator or their designee shall negotiate with any union(s) representing library
employees for collective bargaining purposes, under the supervision of the Library Board and City
Council.
J. The Library Director has the authority to supervise library employees, and to take disciplinary
action when warranted, in accordance with the City of New Richmond Employee Handbook.
K. Communication between the Library Board and library staff about library business should be
carried on through the Library Director to ensure the effective and orderly operation of the New
Richmond Community Library.
L. The Library Board and City Council acknowledge that their unsolicited intrusion into the Library
Director’s authority to hire and supervise employees undermines the ability of the Library Director
to effectively perform their job and can create discord and disorganization in the day-to-day
operations of the New Richmond Community Library.
SECTION IV. POLICIES AND PROCEDURES
A. The Library Director shall develop recommended policies for review and approval by the Library
Board. Policies shall provide the framework for library operations and services, ensure high-quality
library services that provide for community needs, efficient use library resources, and fair treatment
of library staff and library users.
B. The Library Board shall review policies on a regular schedule, so all policies are reviewed at least
every three years.
C. The Library Board shall delegate responsibility for the development of operational procedures and
day-to-day supervision of library operations to the Library Director. Such procedures shall not
conflict with policies established by the Library Board.
D. It is recognized that illegal library policies and procedures can open the municipality to liability.
Therefore, policies and procedures implemented by the Library Board or Library Director shall
comply with current statutes, case law, and City of New Richmond policies. Policies and procedures
shall be reasonable and clear and be applied without discrimination. The City’s legal counsel shall
be made available to assist the Library Director with the drafting and review of policies and
procedures to ensure they are legally defensible.

SECTION V. DURATION
This MOU has been jointly developed, reviewed, and approved by both the City and Library Board, and
shall remain in effect until otherwise modified or terminated in the future with the mutual written consent
of the City and Library Board.
THIS MEOMRANDUM OF UNDERSTANDING is hereby executed on this _____ day of
November, 2025.
