ADJOURNMENT  Park Board Meeting Minutes 5:30 PM - Wednesday, August 28, 2024 Council Chambers The Park Board of the City of New Richmond was called to order on Wednesday, August 28, 2024, at 5:30 PM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Jon Hailey, Dave Newman, Krista Miller, Anthony Howe ABSENT: Rose Kosin, Megan Kliszcz OTHERS Erik Evenson, Rob Weldon, Jamie Larson, Pete Vrieze PRESENT: CALL TO ORDER ADOPTION OF AGENDA Anthony Howe made a motion to adopt the agenda. Jon Hailey seconded the motion. Carried unanimously. APPROVAL OF MINUTES Jon Hailey made a motion to approve the minutes from 26 June 2024. Dave Newman seconded the motion. Carried unanimously. NEW BUSINESS PLAYGROUND EQUIPMENT REPLACEMENT Playground Replacement PPT Erik Evenson explained that there is currently $20,000.00 allocated to playground replacement and repairs in the 2024 CIP. Evenson went on to say that City Staff are recommending that those funds be spent based on safety being the highest priority. Evenson shared that the swing set at Nothside Park is beginning to fail, explaining that the welds on the arch are beginning to crack causing the swing set to be unsafe. Evenson moved on to Paperjack Park, explaining that several swings had broken over time and were in need of replacement. In addition, the swinging bench near the playground equipment is in very poor condition and should be replaced for safety reasons. Lastly, Evenson conveyed that these funds should not only be used for repairs but to also enhance parks where needed and when funds allow. Evenson shared that staff would like to replace the arch climber at Greaton Park with a more appealing climber that would accommodate a more wide age range. Evenson wrapped up discussion by giving a brief update on other CIP projects happening throughout the City. Park Board Meeting August 28, 2024 Jon Hailey made a motion to approve the recommended playground equipment purchases for Northside Park, Paperjack Park and Greaton Park as dicussed. Paul would like to discuss the next steps and future of the project.  MEMO Prepared for: Park Board Members Staff Contact: Erik Evenson Meeting: Park Board - 04 Dec 2024 Subject: 2025 Campground Rates BACKGROUND INFORMATION: The current rates at Hatfield Campground are $30 per night and $810 per month and were put in place in 2022. Prior to 2022, the nightly rates were $25/night with a monthly rate of $680. The Park Board should consider an increase in rates for 2025. Staff recommends that rates be increased to $35 per night and $850 per month along with an increase from $5 to $10 for use of the Dumping Station. The suggested rates are in line with other campgrounds in the area and Staff feel that the increase will not deter campers from choosing to stay at Hatfield. Other nearby campgrounds charge:  Rivers Edge(Somerset) - $20  North Park (Amery)- $35/night o Dump- $10.00  Clear Lake Park - $35/night  Hoffman Park (River Falls) – $25/night o Dump Station- $10.00 RECOMMENDATION: Staff recommends increasing the nightly campground rates at Hatfield from $30 to $35 and the monthly rate from $810 to $850. In addition, Staff recommends increasing the Dumping Station fee from $5 to $10.  MEMO Prepared for: Park Board Staff Contact: Noah Wiedenfeld Meeting: Park Board - 04 Dec 2024 Subject: Freedom Park Prairie Restoration BACKGROUND INFORMATION: One of the projects identified in the five-year capital improvement plan, as well as the Freedom Park Master Plan, is the conversion of much of the northern half of Freedom Park to native vegetation. In 2024, the Earth First student organization at New Richmond High School, along with volunteers from the New Richmond Pathway Committee, planted more than 1,000 native plants and seed in Freedom Park as a demonstration plot. The project received grant funding from Star Prairie Fish & Game, and the New Richmond Area Community Foundation. The intention is to use lessons learned and some of the partnerships developed through this project and apply them on a larger size and scope nearby, in an area that is currently leased to a local farmer and is not suitable for growing traditional turf grass. While this project was identified for 2027, efforts to apply for state or federal funding in advance of that date requires advance planning given the timelines associated with various grant applications. Staff initiated dialogue this fall with representatives from U.S. Fish & Wildlife, Pheasants Forever, and the Pathway Committee to gauge interest and potential support for the project, such as technical support, volunteer labor, or financial assistance. The initial response was overwhelmingly positive; there is a strong possibility that all of the seed mix would be generously provided, and there is interest to potentially start the project sooner. The existing farm lease runs through December 31, 2026. The City receives $130 per acre x 40.1 acres for a total amount of $5,213 per year. Staff would like to solicit feedback from the Park Board as to whether they are still supportive of this project. If so, staff will continue to move forward with developing a more detailed plan and timeline for the project and formalize partnerships. It's also possible that staff could apply for a Knowles Nelson Stewardship grant or other funding opportunities in the coming months.
