ADJOURNMENT  Public Safety Committee Meeting Minutes 2:00 PM - Tuesday, June 27, 2023 Council Chambers The Public Safety Committee of the City of New Richmond was called to order on Tuesday, June 27, 2023, at 2:00 PM, in the Council Chambers, with the following members present: PRESENT: Ron Volkert, Mike Montello, Thomas Weinmeyer, Bill O'Connell, Shawn Demulling ABSENT: OTHERS Chief Yehlik, Noah Wiedenfeld, Michelle Scanlan, Bailey Mitchell PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Mike Montello made a motion to adopt the agenda as amended. Shawn Demulling seconded the motion. Carried unanimously. APPROVAL OF MINUTES Bill O'Connell made a motion to approve the minutes from the April 18th, 2023 meeting. Shawn Demulling seconded the motion. Carried unanimously. NEW BUSINESS K-9 UPDATE Chief Yehlik explained that with Strom's retirement, the Department has begun planning for the next K9 officer. A dog will potentially be purchased in the Fall with training beginning in early 2024. A recognition for Storm and Officer Chevrier will take place at a later date. No action needed at this time, this served as an update. SCENARIO BASED TRAINING Chief Yehlik reported that the NRPD will be investing in new equipment for their Scenario Based Training. There was some discussion on it being a more realistic and safer option. The purchase fits within the allocated budget, no action was needed. Public Safety Committee Meeting June 27, 2023 FIRE DEPARTMENT POLICY MANUAL Noah Wiedenfeld shared the current Fire Department Policy Manual. It was explained that this is is the current manual that the Department is operating under. The NRFD leadership is reviewing this manual in phases over the next several months, with a goal of updating the entire Policy Manual cover to cover. Mike Montello made a motion to adopt the currently Policy Manual as a starting point for the department to work from. Bill O'Connell seconded the motion. Carried unanimously. FIRE DEPARTMENT LINE OF DUTY DEATH POLICY Noah Wiedenfeld gave an overview on two documents which are being reviewed to put in place a Fire Department Line of Duty Death Policy. No action was needed, this will come back to the Committee when completed. Feedback is welcomed. POLICY UPDATES Chief Yehlik presented a group of changes that he is proposing to the NRPD Policy Manual, based on industry updates and recommendations. The committee went through Chapters 303: Control Devices and Techniques, 311: Domestic Abuse, 312: Search & Seizure, 319: Victim & Witness Assistance, 321: Standards of Conduct, 323: Report Preparation, 330: Death Investigation, 417: Field Training Officers, and 424: First Amendment Assemblies and discussed the impact on the department and/or any training needs. The committee also agreed that grammatical updates do not need to come to the committee for review in the future. Bill O'Connell made a motion to approve policy updates as presented. Mike Montello seconded the motion. Carried unanimously. COMMUNICATION AND MISCELLANEOUS  Chief Yehlik shared Deputy Chief Koehler's recent graduation from Wisconsin Command School. Congrats! Chief Yehlik and staff will present proposed changes to multiple currently policies to meet best practices and changes in state statutes etc. Approximately 13 separate policies will be reviewed. Staff recommendation Staff will review the ordinance for abandoned vehicles on private property.
