ADJOURNMENT  Public Safety Committee Meeting Minutes 2:00 PM - Tuesday, August 15, 2023 Council Chambers The Public Safety Committee of the City of New Richmond was called to order on Tuesday, August 15, 2023, at 2:00 PM, in the Council Chambers, with the following members present: PRESENT: Ron Volkert, Thomas Weinmeyer, Bill O'Connell, Shawn Demulling ABSENT: OTHERS Chief Yehlik, Deputy Chief Koehler, Kristy Johnson, Bailey Mitchell PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Bill O'Connell made a motion to adopt the agenda as presented. Ron Volkert seconded the motion. Carried unanimously. APPROVAL OF MINUTES Ron Volkert made a motion to approve the minutes from the June 27th, 2023 meeting. Bill O'Connell seconded the motion. Carried unanimously. NEW BUSINESS POLICY REVIEW CONTINUED Chief Yehlik presented a group of changes that he is proposing to the NRPD Policy Manual, based on industry updates and recommendations. The committee went through Chapters 800: Property and Evidence, 300: Use of Force, 301: Use of Force Review Board, 303: Control Devices and Techniques, 500: Traffic Function and Responsibility, 600: Investigation and Prosecution, 603: Informants, 1000: Recruitment and Selection, 1002: Special Assignments and Promotions, 1009: Personnel Complaints, 1011: Body Armor, 1016: Outside Employment, and 801: Records Bureau. Bill O'Connell made a motion to approve policy updates. Shawn Demulling seconded the motion. Carried unanimously. Public Safety Committee Meeting August 15, 2023 FUN FEST RECAP Chief Yehlik and committee members discussed safety and importance of the 'No Parking' enforcement on the 200 block of Knowles Avenue during Funfest weekend, as well as the parade 'No Parking'. The one issue that was brought up was the traveling alcohol out of establishments, during the parade. Chief Yehlik advised that the officers used this issue to educate the public on alcohol not leaving the establishments. New Richmond Police Officers were shown their appreciation from the Chief, to the committee, for extra patrol throughout the weekend. All around Fun Fest was labeled a success! No action was needed. ORDINANCE - ABANDONED AND JUNKED VEHICLES Chief Yehlik is going to share the ordinance the city has in place for this, with the committee members. Committee members discussed the 'Keep it Beautiful' complaints, where complaints can be made on the city website and is handled in a variety of ways. If the issue is not resolved by said date on given notice, it is then passed to law enforcement. No action was needed. COMMUNICATION AND MISCELLANEOUS Chief Yehlik shared the support of the presentation for K9 Storm and K9 Officer Chevrier at the Council Meeting earlier in the week, and the excitement of the continuation of the K9 Program. Public Safety Committee Meeting August 15, 2023  MEMO Prepared for: Public Safety Committee Staff Contact: Craig Yehlik Meeting: Public Safety Committee - 17 Oct 2023 Subject: New Ordinance - Sexting BACKGROUND INFORMATION: The New Richmond Police Department has received many calls over the last few years from school aged children that involve what is defined as sexting. Other municipalities have adopted an ordinance (example attached) to give law enforcement other enforcement options that do not require a state charge. SRO Anderson has looked at the sample ordinance and advised it would be a positive additional tool to use to hold people accountable. RECOMMENDATION: Staff recommends working with legal on creation of a new ordinance covering sexting and bring a finished draft to the City Council for review and potential approval. RECOMMENDATION: Staff recommends putting bids out for squad cars.
