The Public Safety Committee of the City of New Richmond was called to order on Tuesday,
September 17, 2024, at 2:00 PM, in the Council Chambers, with the following members present:

ADOPTION OF AGENDA
Ron Volkert made a motion to adopt the agenda starting at 5e and continuing up through 5a. Greg
Gartner seconded the motion. Carried unanimously.
APPROVAL OF MINUTES
Greg Gartner made a motion to approve the minutes from the July 16, 2024 meeting. Ron Volkert
seconded the motion. Carried unanimously.
NEW BUSINESS
FLOCK POLICY
Chief Yehlik and the committee reviewed Lexipol's recommended policy for Flock Safety Cameras.
The policy ultimately provides perimeters for LEO, open records, and protects the city. It has solved a
few fraud and hit & run cases since installed in New Richmond already.
Greg Gartner made a motion to approve the recommended policy. Ron Volkert seconded the motion.
Carried unanimously.
LEXIPOL UPDATES
Chief Yehlik and the committee reviewed Lexipol's recommended policy updates for policies: 200,
307, 316, 317, 507, 601, 1021, and 1024.
Greg Gartner made a motion to approve recommended policy updates/changes as presented. Ron
Volkert seconded the motion. Carried unanimously.

RETIREMENT POLICY - POLICE
The Retirement Policy - draft, for New Richmond Police Officers was presented and explained to the
committee with request for approval
Ron Volkert made a motion to approve the Police Retirement Policy. Greg Gartner seconded the
motion. Carried unanimously.
EMERGENCY SERVICES ESCORT POLICY
With the increasing number of escort requests, a policy was created explaining who can request one,
time frame prior, while keeping it consistent and fair to ensure safety around the city.
Ron Volkert made a motion to approve the Emergency Services Escort Policy. Greg Gartner
seconded the motion. Carried unanimously.
SQUAD CAR BIDDING
Deputy Chief Koehler explained that the city's 2025 Capital Improvement Plan tentatively approved
the department to go out for bid on two fully marked squads and one unmarked detective squad.
Greg Gartner made a motion to approve the department going out for bid on possible squad cars,
after Council approval. Ron Volkert seconded the motion. Carried unanimously.
COMMUNICATION AND MISCELLANEOUS
Chief Yehlik shared Officer Behnke and K9 Koda's recent training with advanced tracking, water
tracking, and more. The Police Department hiring for an additional officer is still in progress. Officer
Ryan Hvinden, who the department sponsored through the academy is now on the road. Josh
Hohmann graduates from the academy October 5th, then will begin his Field Training Phase. Officer
Bryce Nesseth is on his last stretch of being with an FTO. Noah shared that the groundbreaking
ceremony for the new library is Friday the 27th at 11:00 am.
ADJOURNMENT

SUBJECT:
Background
The New Richmond Hockey Association has requested a temporary Class B liquor license for tournament
weekends to be able to sell Beer in the upstairs viewing area. The New Richmond Hockey Association
began that program last year for the 2023-2024 Hockey Season. This Class B license is also requested for
the annual adult league tournament which takes place near St. Patrick Day Weekend.
Staff recommendation
This request was placed on the council agenda for November 11, 2024. The council moved to have this
referred to Public Safety and tabled any vote for the full council until the December regular council
meeting.

SUBJECT: Parking options
Background
Alderman Tom Weinmeyer received information reference parking enforcement/solutions from MOS
and wanted to explore options and potential future uses of such technology.
The City of New Richmond has been doing overnight parking the same way for many years. The police
department receives many complaints from folks that receive tickets as well as when vehicles are
illegally parked and the plows cannot clean the street from curb to curb. This would encourage
discussion and seek input on how we can potentially better serve our citizens. Some things to consider
are fine amounts (currently $20.00 for all parking violations, $50.00 for handicap violations) Fine amount
accrual, collections vs suspensions etc.

Background
The New Richmond Police Department would like to have a discussion about allowing PD staff to be in
possession of the fire access box keys to expedite entry into some of the secure buildings within New
Richmond for exigent circumstances such as medicals.
Staff recommendation
Begin the discussion to provide access to the police department – dependent on state statute and city
ordinance review.

BACKGROUND INFORMATION:
Staff shall lead a discussion to review the draft Police Behavioral Health Provider policy included in
the packet.
RECOMMENDATION:
Staff recommends approval of the draft policy.

POLICE BEHAVIORAL HEALTH PROVIDER
The City of New Richmond strives to ensure all employees have access to external support from
qualified counselors through the Employee Assistance Program (EAP). The City recognizes its Police
Department employees may be involved in high-stress situations throughout their routine job
performance.
SCOPE:
The Police Department shall have a Behavioral Health Provider meet with each Sworn Officer on an
annual basis. This policy does not cover situations that may be considered fitness for duty evaluations.
DEFINITIONS:
Confidentiality - The professional and ethical duty of the Behavioral Health Provider to refrain from
disclosing information from or about a recipient of psychological services, barring any exceptions that
must be disclosed at the outset to the recipient, consistent with the Wisconsin Marriage & Family
Therapy, Counseling & Social Worker Administrative (MPSW) Code 20.
Privacy - The expectation of an individual that disclosure of personal information is intended for the
Behavioral Health Provider only.
PROTOCOL:
The Department shall endeavor to provide an assignment on an annual basis to each Sworn Officer to
meet with the Behavioral Health Provider. The assignment is required, but the level of participation and
information shared is subject to each Sworn Officer’s own personal disclosure. The Behavioral Health
Provider's objectives include, but are not limited to:
(a) Helping Officers through consultation, support, and building resiliency.
(b) Promoting an atmosphere of support and trust among Officers.
(c) Promoting awareness of the mental health and wellness-related signs, symptoms, and
resource alternatives available to Officers, to augment early support and intervention as well as
mitigation of existing concerns.
(d) Providing trained personnel who can assist in problem resolution before a point of crisis is
reached.
These objectives are accomplished primarily through listening, assessing, assisting with problem solving,
support, making referrals to a professional, and conducting follow-up as needed.
The Behavioral Health Provider is authorized to use Department facilities to meet with Officers.
The Department shall provide the Behavioral Health Provider with a conference/meeting room for this
purpose. If such facilities are not available or conducive to the meeting, the Behavioral Health Provider
is authorized to use other facilities where privacy can be assured.

No overtime will be authorized for Behavioral Health Providers activities unless pre-approved by the
Chief or their Designee. All efforts should be made to meet with the Behavioral Health Provider while
the Officer is working.
The Behavioral Health Provider is not designed to supplant existing programs. Officers have the option
of using the City of New Richmond EAP or Peer Support.
Relationships with the Behavioral Health Provider(s):
(a) Conversations with the Behavioral Health Provider are considered voluntary and for the basis
of support as described above.
(b) In the event of a critical officer-involved situation, a supervisor may recommend the Officer
meet with the Behavioral Health Provider for a wellness-support check-in consultation.
(c) A supervisor may recommend an Officer consult with the Behavioral Health Provider, and the
Officer may decline.
• Reasons for suggesting an Officer seek consultation with the Behavioral Health
Provider, including the above mentioned, can also include a range of concerns
for the Officer’s continued well-being, such as critical incident involvement or
support for internal or work- related problems. If there is concern for the well-
being of the Officer, the Behavioral Health Provider may make
recommendations.
(d) The supportive interventions are not considered a formal patient-doctor type of relationship.
There are no formal notes or records made of conversations.
(e) If a mandatory intervention is required by Department policy, the results of the consults will
not be made available to the Department and are considered privileged. Any recommendations
made will be given to the Officer directly.
(f) Any recommendations made to the Officer are left to the discretion of the Officer to pursue.
The Behavioral Health Provider is not a police officer and shall possess no law enforcement authority
other than that of a private citizen of the State of Wisconsin. The Behavioral Health
Provider shall not interfere with Officers of the Department in the performance of their duties.
The Behavioral Health Provider is not allowed to use any camera, personal communication device, or
other electronic device capable of capturing, storing, or transmitting any digital or analog material such
as, but not limited to, photographs, videos, and/or audio recordings, to record any law enforcement
activities which they may observe or be privy to (i.e. crime scenes, investigative procedures, suspect,
victim and/or witness interaction, tactical procedures, etc.).
The Behavioral Health Provider is not permitted to view TIME/NCIC, and criminal history information.
When the Behavioral Health Provider is involved in an incident in New Richmond, they will notify the
relevant Department Officer or reporting officer of their involvement, and that Department Officer shall
document the involvement in the appropriate Incident or Supplemental Report.
The Behavioral Health Provider shall not release any information on police incidents to the news media
or insurance companies. All information is to be treated with the strictest of confidentiality.
CONFIDENTIALITY
The Behavioral Health Provider must respect the confidentiality of their contacts with

Department Officers, and must be fully familiar with the limits of confidentiality. Limits to confidentiality
will be consistent with state and federal laws as well as Department policy.
Confidentiality will cease if there is a possibility of abuse of a vulnerable adult, child, or homicidal threat.
Communications between the Behavioral Health Provider and Department Officers are considered
confidential information, as stated in Wisconsin MPSW Administrative Code 20.
DOCUMENTATION
The Behavioral Health Provider will not keep written formal or private records or notes of supportive
contacts but may keep non-identifying records that document the general productivity of the program.
The Behavioral Health Provider shall keep these records in a locked, secure file in the Behavioral Health
Provider’s office. The Behavioral Health Provider shall provide the Chief of Police with only non-
identifying information on a periodic basis or upon request (i.e. invoicing). Other records maintained by
the Behavioral Health Provider may include:
(a) Number and type of educational services and consults provided.
(b) Number of referrals made, and type (in general format: health, education, support).
(c) Total number of contacts.
(d) Time spent in contact with Department Officers.
