ADJOURNMENT  Public Works Committee Meeting Minutes 6:00 PM - Wednesday, November 9, 2022 Council Chambers The Public Works Committee of the City of New Richmond was called to order on Wednesday, November 9, 2022, at 6:00 PM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Kari Kraft, Pete Vrieze, Scott Grady ABSENT: Tim Gjovik OTHERS Noah Wiedenfeld, Rob Weldon, Lori Brinkman PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Kari Kraft made a motion to adopt the agenda as presented. Scott Grady seconded the motion. Carried unanimously. APPROVAL OF MINUTES Pete Vrieze made a motion to approve the minutes from the October 20, 2022, Public Works Committee meeting. Scott Grady seconded the motion. Carried unanimously. PUBLIC COMMENT None WINTER MAINTENANCE OPERATIONS POLICY Rob Weldon, Public Works Operations Manager, shared the City's Winter Maintenance Operations Policy and highlighted the proposed changes to the policy. There was discussion on the need for consistency regarding snow removal in the downtown business district and discussion on the use of brine/salt/sand in the winter. The topic of timeliness of plowing neighborhood roads was discussed. Rob mentioned there have been some adjustments to the snow plow routes/priorities. Noah Wiedenfeld, City Administrator, noted that several miles of streets have been added to the City over the past few years while staffing and equipment levels have remained the same. Pete Vrieze made a motion to approve the proposed changes to the Winter Maintenance Operations Policy as presented. Kari Kraft seconded the motion. Carried unanimously. Public Works Committee Meeting November 9, 2022 2023 STREET & SIDEWALK MAINTENANCE 2023 Street Maintenance Lori Brinkman, Public Works Assistant, spoke of the street maintenance that takes place each year. Staff will identify areas that need crack fill and/or chip seal for 2023. There are two options for the crack fill and chip seal work: bidding it out or contracting with the County to do the work. In 2022, the work was sent out for bids and only one bid was received. There was some difficulty fitting the work into the contractor's schedule and the work was ultimately done by the County at a lower cost. Lori explained that benefits of having the County do the work include lower cost, can fit the work into their schedule, and we would know the price at the beginning of the year which would help staff determine how many feet of road could be done. Discussion followed. Craig Kittel made a motion to authorize staff to contract with the County for 2023 Crack Fill and Chip Seal work. Seconded by Kari Kraft. Carried unanimously. 2023 Sidewalk Maintenance Staff showed the Committee the sidewalk dashboard which outlines the location and condition of public sidewalks throughout the City. Staff would like to use a large portion of the 2023 sidewalk maintenance budget to install ped ramps where there aren't any (12 locations). Staff would do the work in-house. There would still be money left in the budget to address some other minor sidewalk repairs. Pete Vrieze made a motion to authorize staff to install the 12 ped ramps needed on City sidewalks. Public Works Committee Meeting November 9, 2022  MEMO Prepared for: Public Works Committee Staff Contact: Rob Weldon Meeting: Public Works Committee - 04 Jan 2023 Subject: Surplus Equipment BACKGROUND INFORMATION: Public Works staff have identified the following items to be declared as surplus equipment and to be disposed of via a public auction pursuant to Sec 2-245 of the City's code: • Grader • ToolCat • Bucket Truck • Truck #46  MEMO Prepared for: Public Works Committee Staff Contact: Rob Weldon Meeting: Public Works Committee - 04 Jan 2023 Subject: Authorization to Solicit Bids - Public Works Equipment BACKGROUND INFORMATION: Staff is seeking authorization to solicit competitive bids for the following Public Works equipment, as outlined in the 2023 CIP: Replace 1993 John Deere Motor Grader - $200,000 Unit # 20 is currently used by the Street Dept. for snow plowing and snow removal operations in the downtown area. It is also used occasionally in other months for various construction projects, alley and parking lot grading. Due to its age maintenance cost are high, parts are becoming difficult to locate and reliability is low. Staff is exploring and recommending purchase of a used motor grader as use of this machine is low during non-winter months. Depending on hours and condition of a used motor grader, useful to the city should be 8-10 years. By purchasing used versus new there is a cost savings of nearly $100,000 to the city. Replace 2018 Bobcat Toolcat and Snow blower - $80,000 Unit #12 is a 2018 Bobcat Toolcat that is a daily use vehicle currently shared and operated by the Street and Park Dept. This vehicle is used for numerous tasks throughout the year and is capable of operating many different attachments. During the winter season PW staff uses this equipment to clear snow from sidewalks and trails with a snow blower and broom. Due to extreme winter conditions significant wear is evident on the Toolcat and snow blower which are resulting in an increase of down time and maintenance costs. Replace 1994 Bucket Truck - $90,000 Unit #18 is a 1994 Ford Bucket Truck which has recently been tagged “Out of Service” due to its age pending a structural test of the aerial operating system of the truck. Due to the age of the truck and numerous mechanical issues staff is recommending replacement as repair and maintenance cost for this piece of equipment increase while reliability decreases. Public Works staff uses this truck for a variety of tasks throughout the year. Truck usage ranges from tree trimming, holiday light installation, downtown flag and flower pot hanging and street sign installation. Staff is recommending replacing this vehicle with a used equivalent truck. Replace 2009 Pickup - $40,000 Unit # 46 is a 2009 Dodge ¾ ton pickup assigned to the Parks Dept. Over the years the reliability of this truck has decreased to the point where it is used sparingly in the summer months by season workers and during the winter to plow at the WWTP. The truck has numerous areas of rust to which holes have developed in the truck body. Staff is considering replacing this truck with a new ½ ton truck versus a ¾ ton to keep costs down and it will serve as the primary vehicle for the PW Operations Manager. Page 2 of 2
